This figure includes six Members who hold disqualifying judicial offices, three Members who resigned under the Constitutional Reform and Governance Act 2010 (one of whom has since died), two Members who have retired under the informal retirement scheme, twenty-two Members who have taken leave of absence, twenty Members who have died and one who has not yet taken the oath (having been disqualified until the end of June 2014). unstar this property answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. unstar this property answer text <p> </p><p> </p><p> </p><p>The Welsh Government and the UK Government have concurrent powers to promote international trade and inward investment. UK Trade &amp; Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.</p><p> </p><p>UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.</p><p> </p><p>UKTI uses its Performance and Impact Monitoring Surveys (PIMS) to measure the performance and impact of its support across the UK. The PIMS evidence is periodically complemented by independent impact evaluations. unstar this property answer text <p> </p><p>The Government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. unstar this property answer text <p> </p><p>Ofcom has set out its approach towards carrying out a full assessment of end-to-end competition in its Guidance published in March 2013 (“Final Guidance on Ofcom’s approach to assessing the impact on the universal service”). Although it has not set out a specific timescale for a full review, Ofcom has in place a continuous monitoring regime and access to key confidential data from Royal Mail and other postal operators which would enable it to anticipate any potential threat to the universal service.</p><p> </p><p> </p><p> </p><p>Ofcom has said that they are keeping market developments under close monthly review and if this monitoring identified cause for concern they would be able to carry out a review very quickly.</p><p> </p><p> </p><p> </p><p>More information about Ofcom’s regulatory framework can be found on Ofcom’s website (<a href="http://www.ofcom.org.uk/" target="_blank">www.ofcom.org.uk</a>).</p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p> </p><p>The Green Investment Bank has provided finance to five offshore wind farm projects. Estimated information about the number of jobs supported by these is provided to the Bank by the operators. Complete data is not currently available as one operator has yet to report.
