	answer	answer answer text <p> </p><p>The Government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. The 2004 Higher Education Act precludes the Office of the Independent Adjudicator for Higher Education from considering complaints about a university’s academic judgement.</p><p> </p><p> </p><p> </p><p>The Higher Education system in England is based on the key principles of institutional autonomy and academic freedom. Both are essential to foster a strong Higher Education sector that can shape its own future in response to the needs of learners and employers.</p><p> </p><p>As such matters relating to academic judgement are the responsibility of individual higher education institutions. The electoral arrangements of a local authority (number of councillors and the number and boundaries of electoral areas) are matters that are entirely the responsibility of the independent Local Government Boundary Commission for England which itself makes the statutory order, subject to Parliament not objecting to a draft of the proposed order, implementing any new electoral arrangements. 	answer	answer answer text <p>Students who enter for examinations through an examination-board approved school or college but are not on the roll of the institution are known as private candidates. A private candidate is responsible for his or her own entry; the school or college that acts as the examination centre is not responsible for the teaching of the examination subject. It is for schools and colleges to decide whether they will accept requests from private candidates to take examinations at their centre.</p><p> </p><p>Schools and colleges may not prevent their own students entering examinations privately, although they may wish to encourage students to discuss any plans to do so with their teachers. If a student enters through another examination centre, the result will count towards his or her school's performance measures.</p><p> </p><p>The Department for Education does not hold any information on private candidate numbers. 	answer	answer answer text <p>Take-up of the early learning entitlement for three- and four-year-olds is higher than it has ever been, with 97% of three- and four-year-olds benefiting from a funded place. This figure increases to 99% of four-year-olds.</p><p> </p><p>The funded entitlement for two-year-olds was introduced in September 2013. Our latest data from local authorities at May 2014 shows that around 116,000 two-year-olds were already accessing a funded early education place.</p><p> </p><p>The Department for Education publishes the take-up of free early years childcare entitlement annually. This information is published online at:</p><p><a href="http://www.gov.uk/government/publications/provision-for-children-under-5-years-of-age-january-2014" target="_blank">www.gov.uk/government/publications/provision-for-children-under-5-years-of-age-january-2014</a></p><p> </p><p>The Government agrees that it is important that parents of eligible children are made aware of the entitlement, and supported to take up a place for their child. The Government is providing local authorities with information that enables them to target information about the entitlement directly to parents’ of eligible children. The Department is also working to ensure that other professionals, such as health visitors and Jobcentre Plus advisers, are able to support parent awareness of their child’s entitlements.
