	answer	answer answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. 	answer	answer answer text <p>The Crown Prosecution Service (CPS) has been engaged in a programme of estate reduction since 2010 which has reduced the annual running cost of its estate by £9.32m. This has been achieved by reducing the size of the estate from 95 buildings in 2010 to 59 sites, 15 of which are currently vacant or being used as storage and business continuity sites.</p><p>The CPS Estate Rationalisation Programme will continue into 2016 and by the end of 2016 the department expects to reduce the size of the estate to approximately 35 occupied buildings and 10 vacant sites with leases due to expire, reducing running costs by a further £10m per annum.</p><p>The other Law Officers’ Departments do not have sizable estates but have made significant efforts to reduce their estate running costs since 2010, including initiatives such as relocation to more cost effective properties and sharing premises with other organisations. 	answer	answer answer text <p> </p><p>The Government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. UK Trade &amp; Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.</p><p> </p><p>UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.</p><p> </p><p>UKTI uses its Performance and Impact Monitoring Surveys (PIMS) to measure the performance and impact of its support across the UK. The PIMS evidence is periodically complemented by independent impact evaluations.
