	answer	answer answer text <p>The Crown Prosecution Service (CPS) has been engaged in a programme of estate reduction since 2010 which has reduced the annual running cost of its estate by £9.32m. This has been achieved by reducing the size of the estate from 95 buildings in 2010 to 59 sites, 15 of which are currently vacant or being used as storage and business continuity sites.</p><p>The CPS Estate Rationalisation Programme will continue into 2016 and by the end of 2016 the department expects to reduce the size of the estate to approximately 35 occupied buildings and 10 vacant sites with leases due to expire, reducing running costs by a further £10m per annum.</p><p>The other Law Officers’ Departments do not have sizable estates but have made significant efforts to reduce their estate running costs since 2010, including initiatives such as relocation to more cost effective properties and sharing premises with other organisations. The departmental estate costs of all departments are continually kept under review.</p><p>Full details on the size of the Government estate - including the Law Officers’ Departments - can be found in the latest State of the Estate Report (SofTE) which reports annually on progress made during the year in improving the efficiency of the Government’s Civil Estate. 	answer	answer answer text <p>Colombia, Peru, Panama and the region of Central America have recently negotiated access to the EU sugar market through their Free Trade Agreements.</p><p>UK sugar cane refiners also benefit from duty free access to sugar imports from Least Developed Countries under the Everything But Arms Agreement (EBA) and the EU’s Economic Partnership Agreements (EPAs) with African, Caribbean and Pacific countries. From 2009 these agreements have increased the quantity of cane sugar which can be imported duty-free.</p><p>EPA negotiations between the EU and Southern Africa were recently concluded and we expect this EPA to provide UK sugar cane refiners with improved access to cane sugar from Swaziland and South Africa. 	answer	answer answer text <p> </p><p>The purpose of an investor-state dispute settlement (ISDS) mechanism in an investment protection agreement is to provide an independent process for foreign investors to seek compensation where they believe they have suffered a loss as a result of action by the host state which breaches the provisions of the treaty. ISDS provisions can help to create a positive investment climate and promote growth. As such, ISDS will not have a direct impact on consumers, who will benefit from other elements of the Transatlantic Trade and Investment Partnership (TTIP) and who have separate routes for seeking redress. The UK currently has over 90 investment protection agreements with other countries. While a number of UK businesses have used ISDS to seek compensation, there has been no successful action against the UK in respect of any of these agreements. The Department for Business, Innovation and Skills has commissioned research into investment protection agreements and the ISDS mechanism, reviewed academic research, consulted external experts and carried out its own internal analysis on investment provisions. The ISDS provisions in TTIP are still under negotiation. We believe these provisions must strike the right balance between protecting investors and the host nation’s right to regulate and determine policy. Balanced investment protection provisions in TTIP could act as a model for future trade and investment agreements.</p><p> </p><p> </p><p> </p><p>I am not aware of having received any representations from South Africa, Ecuador, India and Indonesia on investor state dispute settlement in the TTIP negotiations.</p><p> </p><p> </p><p> </p><p> </p><p> </p> question first answered 10/09/2014 14:38:37 answering member 4070
