At this time, we announced that the BSOG incentives would be maintained until 2014 when we would review the remaining parts of the bus subsidy system. unstar this property answer text <p>The Department for Transport has laid 58 statutory instruments before Parliament this calendar year. Of these four, or about 6.9%, corrected errors in a previous instrument (including one that supersedes an instrument laid in draft).</p><p> </p><p>In addition one instrument was laid that replaced an instrument that had been previously laid but which did not correspond precisely with the instrument as made.</p><p> </p><p>Correcting instruments are something that all legal teams try to avoid. The Department for Transport devotes significant resources to checking draft statutory instruments and to the continuing education of drafters, both informally, for example by using more experienced drafters to mentor less experienced drafters, and through more formal training at departmental level and under the aegis of the Government Legal Service. The Department is also represented on a cross-Whitehall group of drafting specialists which exists to act as a point of contact and facilitate the sharing of best practice and it is participating in a review of statutory instrument drafting arrangements in an enlarged shared legal service led by the Treasury Solicitor’s Department.</p>

We envisage that these electric trains will release diesel trains to be used on parts of the network in the North of England that are not yet electrified. unstar this property answer text <p><strong> </strong></p><p>The Local Government Authority, in whose area the proposed site is situated, is always consulted as part of the public consultation process that accompanies an application for an Oil Transfer Licence within the UK. Members of Parliament or the Scottish Parliament may get involved in the public consultation, as may Ministers in the Scottish Government, by replying to the consultation.</p><p> </p><p>Both Scottish Natural Heritage and the Scottish Environmental Protection Agency are among the mandatory consultees for all applications for an Oil Transfer Licence, where the application is for a location in Scotland.</p><p> </p><p>The Maritime and Coastguard Agency, acting on behalf of the Secretary of State for Transport, is the Competent Authority for managing, assessing and issuing Oil Transfer Licenses within the UK. unstar this property answer text <p> </p><p>To date the Maritime and Coastguard Agency (MCA) has received five applications for an Oil Transfer Licence.</p><p> </p><p>Of these three have been consented. These are:</p><p> </p><p>• Shetland Island Council - Sullom Voe;</p><p>• Cromarty Firth Port Authority - Nigg Oil Terminal; and</p><p>• Port of Grangemouth.</p><p>The fourth application for the Finnart Ocean Terminal (Loch Fyne) has completed consultation and has been assessed by the MCA. A final decision is pending, awaiting legal clarification.</p><p> </p><p>The fifth application, for Ship to Ship Transfers in Scapa Flow, has just been received and went out to public consultation on 10 July 2014.</p> more like this
