Title numbers are made up of residential properties, commercial properties and areas of land.</p><p /> <p> </p><p /> <p>Price paid entries on the register were introduced on 1 April 1990 and since then 13.4m title numbers have at some point had a price paid entry on the register.</p><p /> <p> </p><p /> <p>From 1 January 1995 Land Registry also recorded information relating to11.8m residential properties sold for full market value. 	answer	answer answer text <p> </p><p>We do not define affordable housing in those terms. The Housing and Regeneration Act 2008 (sections 68 – 70) defines social housing as low cost rental accommodation and low cost home ownership accommodation. In the Act, a low cost rent is simply defined as below the market rate. Low cost home ownership is defined by its availability for occupation on a shared ownership or equity percentage basis. This provides flexibility to support a range of people with different housing needs through our affordable housing programmes.</p><p> </p><p> </p><p> </p><p>For planning purposes, the definition set out in the National Planning Policy Framework is as follows:</p><p> </p><p> </p><p> </p><p>“ Social rented, affordable rented and intermediate housing, provided to eligible households whose needs are not met by the market. Eligibility is determined with regard to local incomes and local house prices. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision.</p><p> </p><p> </p><p> </p><p>Social rented housing is owned by local authorities and private registered providers (as defined in section 80 of the Housing and Regeneration Act 2008), for which guideline target rents are determined through the national rent regime. It may also be owned by other persons and provided under equivalent rental arrangements to the above, as agreed with the local authority or with the Homes and Communities Agency.</p><p> </p><p> </p><p> </p><p>Affordable rented housing is let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80% of the local market rent (including service charges, where applicable).</p><p> </p><p> </p><p> </p><p>Intermediate housing is homes for sale and rent provided at a cost above social rent, but below market levels subject to the criteria in the Affordable Housing definition above. These can include shared equity (shared ownership and equity loans), other low cost homes for sale and intermediate rent, but not affordable rented housing.</p><p> </p><p> </p><p> </p><p>Homes that do not meet the above definition of affordable housing, such as “low cost market” housing, may not be considered as affordable housing for planning purposes.“</p><p> </p> question first answered 30/06/2014 12:37:21 answering member 4205

The payment to Croydon was made under Section 31 of the Local Government Act 2003 (the general power to pay grant to local authorities towards expenditure incurred or to be incurred). 	answer	answer answer text <p> </p><p>There has been some uninformed and misleading speculation on this issue, as I am happy to make clear that the Infrastructure Bill's provisions will have no impact on the Public Forest Estate. This point was also made by my noble Friend, Baroness Kramer, during Second Reading on 18 June 2014, <em>Official Report</em>, Column 899.</p><p> </p><p> </p><p> </p><p>Clause 21 of the Infrastructure Bill is completely unconnected to the Government's stated policy to establish a new public body to hold the Public Forest Estate.</p><p> </p><p> </p><p> </p><p>The Government has no intention of transferring land from the new body to the Homes and Communities Agency, as the Public Forest Estate is currently in use and not declared surplus. As such, the powers will not be used in relation to this body and will therefore have no effect on it.</p><p> </p><p> </p><p> </p><p>Instead, Clause 21 simply enables surplus land to transfer directly from named public bodies directly to the Homes and Communities Agency, rather than being transferred into the ownership of a Whitehall department first, saving unnecessary bureaucracy. The underlying policy intention is to make it easier for surplus and redundant brownfield land to be sold and help build more homes.</p><p> </p><p> </p><p> </p><p>The Clause 21 arrangements will only apply to public bodies included on a list set out in secondary legislation. 	answer	answer answer text <p>The capital costs for the installation of the analogue transmitter at the Divis site to carry Telefis na Gaeilge (TG4) services are as set out in the reply by Baroness Rawlings on 25 January 2011 (Column WA132). The operational costs of broadcasting TG4 services in analogue from the Divis site were met by Foras na Gaelige. These arrangements ended with digital switchover on 23 October 2012.</p><p> </p><p>Since 23 October 2012, TG4 services in Northern Ireland have been carried on the new Northern Ireland Multiplex. These arrangements were made under the Memorandum of Understanding between the Governments of UK and Ireland in February 2010 which sets out a framework for co-operation on broadcasting issues in Northern Ireland. Under this arrangement, the Northern Ireland Multiplex carries RTE 1 and RTE 2 services as well as TG4. DCMS meets one third costs of the multiplex (including transmission services) with RTE meeting the remaining two thirds of costs.
