Title numbers are made up of residential properties, commercial properties and areas of land.</p><p /> <p> </p><p /> <p>Price paid entries on the register were introduced on 1 April 1990 and since then 13.4m title numbers have at some point had a price paid entry on the register.</p><p /> <p> </p><p /> <p>From 1 January 1995 Land Registry also recorded information relating to11.8m residential properties sold for full market value. 	answer	answer answer text <p><br>The Government fully appreciates the efforts and the often very dangerous conditions experienced by those who worked in factories producing vital equipment for the armed forces that helped contribute to winning the Second World War. The Department for Business, Innovation and Skills has been working with the All Party Parliamentary Group (APPG) on Recognition for Munitions Workers, which was set up in 2011 to explore ways to ensure that the valiant collective efforts of all those who worked in munitions factories are not forgotten.</p><p>Following the very successful commemorations to mark the 70th anniversary of D-Day we will now be focussing in more detail across government on how the 70th anniversary of the end of the Second World War in 2015 might be marked in an appropriate manner. The Housing and Regeneration Act 2008 (sections 68 – 70) defines social housing as low cost rental accommodation and low cost home ownership accommodation. In the Act, a low cost rent is simply defined as below the market rate. Low cost home ownership is defined by its availability for occupation on a shared ownership or equity percentage basis. This provides flexibility to support a range of people with different housing needs through our affordable housing programmes.</p><p> </p><p> </p><p> </p><p>For planning purposes, the definition set out in the National Planning Policy Framework is as follows:</p><p> </p><p> </p><p> </p><p>“ Social rented, affordable rented and intermediate housing, provided to eligible households whose needs are not met by the market. Eligibility is determined with regard to local incomes and local house prices. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision.</p><p> </p><p> </p><p> </p><p>Social rented housing is owned by local authorities and private registered providers (as defined in section 80 of the Housing and Regeneration Act 2008), for which guideline target rents are determined through the national rent regime. It may also be owned by other persons and provided under equivalent rental arrangements to the above, as agreed with the local authority or with the Homes and Communities Agency.</p><p> </p><p> </p><p> </p><p>Affordable rented housing is let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80% of the local market rent (including service charges, where applicable).</p><p> </p><p> </p><p> </p><p>Intermediate housing is homes for sale and rent provided at a cost above social rent, but below market levels subject to the criteria in the Affordable Housing definition above. These can include shared equity (shared ownership and equity loans), other low cost homes for sale and intermediate rent, but not affordable rented housing.</p><p> </p><p> </p><p> </p><p>Homes that do not meet the above definition of affordable housing, such as “low cost market” housing, may not be considered as affordable housing for planning purposes.“</p><p> </p> question first answered 30/06/2014 12:37:21 answering member 4205

	answer	answer answer text <p> </p><p>Under this and the last Administration, the Department for Communities and Local Government has provided grant funding to a number of local authorities to support the provision of advice on preventing homelessness to complement the funding we provide to the voluntary sector.</p><p> </p><p> </p><p> </p><p>The London Borough of Croydon received £1,591,050 in grant in 2010-11 for homelessness prevention, which was intended to support a range of activities including a contribution to the costs of providing homelessness advice to local authorities in London. The payment to Croydon was made under Section 31 of the Local Government Act 2003 (the general power to pay grant to local authorities towards expenditure incurred or to be incurred). The grant was unring-fenced and not subject to any conditions.</p><p> </p><p> </p><p> </p><p>As was the position with funding provided to Newham, as set out in the answers to the noble Lady on 13 February 2013, <em>Official Report</em>, column WA165 and of 27 March 2013, <em>Official Report</em>, column WA247, there was no contract either between the Department and the London Borough of Croydon or the Department and Andy Gale.</p><p> </p><p> </p><p> </p><p>While departmental officials had discussions with Croydon about how the grant was to be spent, Ministers in this Administration had no involvement with local authorities on commissioning such services.</p><p> </p><p> </p><p> </p><p>A copy of the The Homelessness Revenue Grant Determination 2011-12 (31/1974) dated 1 March 2012 which lists the amount of funding received by 47 local authorities in 2011-12 for homelessness prevention work has been placed in the Library of the House.</p><p> </p> question first answered 26/06/2014 16:21:19 answering member 4205
