unstar this property answer text <p>The UK was amongst the first to express concern at allegations that chemical weapons had again been used in Syria, and called for them to be investigated. <br><br>On 29 April the Organisation for the Prohibition of Chemical Weapons (OPCW) Director General announced he was establishing a Fact Finding Mission to determine the truth behind recent allegations of chemical weapon use in Syria. The UK has continued to stress the importance of this mission determining the full facts.</p><p>We are aware of at least 9 attacks in April in which the use of chemical weapons has been alleged. We consider it likely that chemical weapons have been used on at least some of these occasions. There are a number of pieces of information that suggest that only regime could have been responsible for these attacks, including the use of helicopters to deliver bombs to their targets and the fact that the attacks took place in opposition controlled areas. We have shared the information we hold with the OPCW.</p><p>We condemn the attack on the convoy carrying inspectors to Kafr Zita and urge all parties to the conflict to ensure that inspectors are given secure and unrestricted access to all relevant sites to enable the full facts to be established.</p>

unstar this property answer text <p /> <p>Due to the way data was recorded prior to 2009, it is not possible to provide a breakdown of surrenders of German nationals for the years prior to 2009/2010. <br><br>According to information obtained from the National Crime Agency, between the 2009/2010 and 2013/2014 business years, two German nationals were extradited to the UK under a European Arrest Warrant from Germany.<br><br>The individuals were Frank Schaper and Michael Luck.</p><p /> <p>Schaper was wanted for the fraudulent evasion of excise duty after entering the UK driving a lorry containing 8,435,200 cigarettes. No duty had been paid on the cigarettes, and the duty evaded totalled £1,242,080. After failing to attend court in the UK, Schaper was arrested in Germany in September 2009 and extradited back to the UK on 18 September 2009. <br><br>Luck was involved in a collision which resulted in the death of another lorry driver in the UK. He failed to appear at a police station as instructed, and <br>was thought to have fled to Germany. When Luck was eventually located in Germany, he was found to be serving a sentence for another offence. The German authorities subsequently agreed to his temporary surrender and he was returned to the UK on 17 June 2011 to stand trial. He pleaded guilty and was sentenced to eight months’ imprisonment. He was transferred back to Germany on 17 October 2011 to serve both his remaining German sentence, and his UK sentence.<br><br>Figures for 2013 indicate that the main ground for refusal of extradition by Germany to all EU countries, not just the UK, was under Article 4(6) of the <br>European Arrest Warrant Framework Decision. This provides that where the person has been requested to serve a sentence, the executing state may refuse to extradite its nationals and residents, and instead enforce the sentence in that state</p><p />

unstar this property answer text <p> </p><p>Her Majesty's Passport Office (HMPO) is dealing with the highest level of <br>demand for passports over the first six months of 2014 than in any comparable period over <br>the last 12 years. To date, HMPO has received over 4.4 million applications <br>and has issued over 3.8 million passports. HMPO has progressively introduced <br>contingency measures since January 2014 to ensure passport production matches <br>the high level of applications. The Home Secretary announced on 12 June to the <br>House a range of additional measures to ensure that people who need to travel <br>get their passports in good time.</p><p> </p> more like this

unstar this property answer text <p>We do not centrally hold data on the individual reasons for determinate sentence prisoner transfers, including transfers following re-categorisation and when prisoners have been returned to closed conditions from open prisons. Where this is available, the information could only be obtained at disproportionate cost as it would involve a manual trawl through the records of every prisoner to identify if they have ever been held in open conditions and subsequently returned to closed conditions.</p><p> </p><p> </p><p>However, the information, in part, is centrally available in respect of indeterminate sentence prisoners.</p><p> </p><p>Table 1 provides the number of indeterminate sentence prisoners who have been returned from open conditions to closed conditions and where the transfer occurred between 1 April 2011 and 31 March 2014, grouped by year and by reason for transfer. Time spent in open prisons affords prisoners the opportunity to find work, re-establish family ties, reintegrate into the community and ensure housing needs are met. For many prisoners who have spent a considerable amount of time in custody; these can assist in their successful reintegration in the community and protecting the public.</p><p>We make no apologies for taking a firm approach in returning prisoners to closed conditions wherever we need to do so.</p><p> </p><p> </p><p>The number of temporary release failures remains very low; less that one failure in every 1,000 releases and about five in every 100,000 releases involving alleged offending, but we take each and every incident seriously. The Government has already ordered immediate changes to tighten up the system as a matter of urgency. With immediate effect, prisoners will no longer be transferred to open conditions if they have previously absconded from open prisons; or if they have failed to return or reoffended whilst released on temporary licence.</p><p> </p>
