	answer	answer answer text <p> </p><p>Under the Postal Services Act 2011, Parliament gave Ofcom, as an independent regulator for postal services, the primary statutory duty to secure the provision of the universal service.</p><p> </p><p>Last year, following a consultation, Ofcom, as the independent regulator for postal services, set out its guidance on its approach to intervening in response to a material threat to the provision of the universal service.</p><p> </p><p>Ofcom has made clear that if its ongoing monitoring regime, which keeps the situation under continual review and allows for any new evidence, does not prompt the need for any earlier assessment, it will as a matter of course carry out a full assessment of the impact of competition on the universal service towards the end of 2015.</p><p> </p><p>More information about Ofcom's regulatory regime can be found on its website (www.ofcom.org.uk).</p><p> </p><p> </p><p> </p><p> </p><p> </p> question first answered 02/07/2014 14:56:36 answering member 4169

	answer	answer answer text <p> </p><p>Food inflation fell to an annual rate of -0.6 per cent in the year to May, down from 0.5 per cent in March, which means food is cheaper now than it was twelve months ago (the first this has happened since 2006). The Government has a clear strategy on benefits and welfare which includes making work pay, creating a fiscally sustainable system for future generations and ensuring we are focusing benefit support on those most in need. Our benefits system provides a strong safety net for the poorest and most vulnerable, with £94 billion per year provided for working age benefits which support millions of people who are on low incomes or out of work. The factors that impact on household food security are complex and include economic, social and environmental influences. There is no official definition of “food poverty”. A single measure would not be able to reflect the multi-faceted aspects of this issue<strong>. </strong>Year on year food prices have fallen for the first time since 2006 with an annual rate of inflation of -0.6 per cent in the year to May 2014. This is down from 0.5 per cent inflation in April.</p><p> </p><p> </p><p>We recognise the extremely valuable work of civil society groups in supporting local communities. 	answer	answer answer text <p>We welcomed the February 2014 report of the UN High Commissioner for Human Rights on Sri Lanka and its recommendation that the Sri Lankan government ‘establish a truth-seeking mechanism and national reparations policy in accordance with international standards as an integral part of a more comprehensive and inclusive approach to transitional justice'.</p><p>As noted in the Chairman's Summary of the Global Summit on Ending Sexual Violence in Conflict held in London 11-13 June, and in line with the UN High Commissioner's recommendations, reparations are one of the most valuable ways of supporting survivors of sexual violence in conflict, often cited by victims and survivors of sexual violence as key to their recovery.</p><p>The UK was a main co-sponsor of the UN Human Rights Council (UNHRC) resolution on Sri Lanka passed on 27 March 2014, which establishes an international investigation into alleged violations and abuses of international law on both sides of the military conflict in Sri Lanka, in addition to calling for progress on human rights and reconciliation. The resolution expresses serious concern at continuing reports of sexual and gender based violence. Transsexual people may be held in any IRC. <br><br>Transsexual people in detention are managed in accordance with Detention Services Order 11/2012.
