	answer	answer answer text <p>We anticipate that some generators will seek to establish the terms of any PPA and financing arrangements before they participate in the CfD allocation round, in order to understand better their likely costs. Agreements between generators and PPA providers could take a number of different forms, from indicative terms to a signed contract. The decision to sign a conditional PPA ahead of the auction, and the duration of any agreement, are ultimately commercial matters.</p><p>We anticipate that the Offtaker of Last Resort (OLR) will encourage competition in the PPA market both at the outset of the CfD and once any initial PPA has expired. There are now a number of PPA providers discussing terms with potential developers but these discussions are commercially sensitive.</p><p>The Offtaker of Last Resort will allow generators to develop their projects using shorter-term PPAs with smaller suppliers. 	answer	answer answer text <p>The EU ‘Guidelines on State aid for environmental protection and energy 2014-2020', which were adopted in principle on 9 April 2014, set out a requirement to introduce technology neutral competition for renewable technologies, including a transitional phase, with a number of derogations. In May 2014 the Government confirmed proposals to move straight to competition for more established technologies. For less established technologies, if there is insufficient budget in a CfD allocation round to satisfy all bids, a competitive auction will apply. 	answer	answer answer text <p>We are on track to introduce enabling regulations to have the OLR mechanism in place ahead of the first CfD allocation in Autumn 2014. This will include a final version of the Backstop Power Purchase Agreement (BPPA) contract terms that generators will be entitled to. Generators will therefore have a high degree of clarity about the arrangements well in advance of the first auctions. We are shortly publishing a draft version of the BPPA contract terms this week to give generators further clarity on the terms they can expect.</p><p>Whilst the OLR will be in place, generators will not be able to access a Backstop PPA contract immediately, with BPPA contracts being available from April 2016 at the very latest. In light of the time taken to commission projects and the likelihood that a PPA falls away and cannot be replaced, the period between the legislation being in place and the first BPPA contract being available is unlikely to have significant impacts in practice. The law increases the number of parliamentary seats to 567, with 420 seats being elected by single member constituencies and 120 elected through party lists.</p><p> </p><p>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised the parliamentary elections and the need for political inclusiveness with former Egyptian Foreign Minister Nabil Fahmy on 14 May. 	answer	answer answer text <p>The British Government understands the importance of reparations for victims and survivors of sexual violence who often cite this issue as key to their social, psychological and economic recovery. We strongly supported the launch of new Guidance from the UN Secretary General on reparations for conflict related sexual violence at the Global Summit to End Sexual Violence in Conflict, hosted by the UK on 10-13 June. This included a specific session on reparation schemes in post conflict settings. We firmly support the participation of survivors in determining appropriate reparations and believe reparations should not only focus only on financial compensation but also the dignity, social status and health of victims.</p><p>The UK is also an active supporter of the International Criminal Court's (ICC) Trust Fund for Victims (TFV). The TFV was established under the Rome Statute to support victims and to help build lasting peace and reconciliation in war torn societies – such as the Democratic Republic of Congo. Since 2012, the UK has provided £2.8 million to the TFV and our most recent contribution (£1 million) was specifically earmarked for projects that support the survivors of acts of sexual violence.</p> question first answered 02/07/2014 12:32:53 answering member 3839

	answer	answer answer text <p>We welcomed the February 2014 report of the UN High Commissioner for Human Rights on Sri Lanka and its recommendation that the Sri Lankan government ‘establish a truth-seeking mechanism and national reparations policy in accordance with international standards as an integral part of a more comprehensive and inclusive approach to transitional justice'.</p><p>As noted in the Chairman's Summary of the Global Summit on Ending Sexual Violence in Conflict held in London 11-13 June, and in line with the UN High Commissioner's recommendations, reparations are one of the most valuable ways of supporting survivors of sexual violence in conflict, often cited by victims and survivors of sexual violence as key to their recovery.</p><p>The UK was a main co-sponsor of the UN Human Rights Council (UNHRC) resolution on Sri Lanka passed on 27 March 2014, which establishes an international investigation into alleged violations and abuses of international law on both sides of the military conflict in Sri Lanka, in addition to calling for progress on human rights and reconciliation. The resolution expresses serious concern at continuing reports of sexual and gender based violence. However, information is available on the number of prescription items dispensed.</p><p> </p><p>A series of tables representing the four financial years 2010-11 to 2013-14, have been placed in the Library. These provide information on each of the categories of contraceptives requested, apart from intrauterine devices for the purpose of emergency contraception, as information is not held on whether intrauterine devices are for emergency or non-emergency use, however, totals for all intrauterine devices are included within the category of intrauterine systems for the purpose of contraception.</p><p> </p><p>The tables are based on ePACT data, representing prescriptions written in England and dispensed in the community in the United Kingdom. This does not include supply through community clinics. Information is not available for Q1 of 2010. Commissioning care group areas were formed in April 2013. Information prior to this time is in the form of primary care trusts.
