	answer	answer answer text <p> </p><p>The universal postal service is protected in primary legislation – the Postal Services Act 2011. Under the Act, Parliament has established the minimum requirements of the universal service – which include letter deliveries 6 days a week at a uniform and affordable rate throughout the UK. Only Parliament can change the minimum requirements.</p><p> </p><p>Government has ensured that ongoing protection of the universal service is at the heart of the regulatory regime by giving Ofcom the primary statutory duty to secure the provision of the universal service and to this end Ofcom must have regard for the financial sustainability of the universal service.</p><p> </p><p>Ofcom has put in place a comprehensive monitoring regime that tracks the financial sustainability of the universal service and Parliament has ensured that the regulator has the powers and tools it needs to intervene in the market if the provision of the universal service is ever at risk.</p><p> </p><p>The steps we have taken to reform the regulatory framework coupled with securing access to the much needed private capital for Royal Mail, as the designated Universal Service Provider, are the best way to safeguard the future of a sustainable universal postal service in the UK.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p> question first answered 02/07/2014 14:54:32 answering member 4169

	answer	answer answer text <p> </p><p>I have spoken to the Chief Executive of the Green Investment Bank (GIB) about the proposed plant at Avonmouth to ensure he is aware of the concerns that have been raised about it. The impacts of individual proposals for biomass power projects are subject to detailed assessment during the planning approval process and final decisions in each case are a matter for the relevant planning authority. This proposal received planning consent in March 2010. The final consent letter may be found on the DECC Energy Infrastructure webpage at <a href="https://www.og.decc.gov.uk/EIP/pages/projects/Avonmouth.htm" target="_blank">https://www.og.decc.gov.uk/EIP/pages/projects/Avonmouth.htm</a>. I cannot comment on the merits of that decision.</p><p> </p><p> </p><p> </p><p>The Government's position on the role of biomass power within the UK's energy mix has been set out clearly in the UK Bioenergy Strategy (2012) which can be found on the Government's website at: <a href="https://www.gov.uk/government/publications/uk-bioenergy-strategy" target="_blank">https://www.gov.uk/government/publications/uk-bioenergy-strategy</a>. Thissets out how the Government seeks to ensure the benefits of bioenergy are achieved in a way that delivers genuine carbon reductions and that fuel is sourced sustainably. The extensive sustainability requirements in place for the use of biomass fuel are set out in the UK Government Response to the consultation on biomass sustainability and the Renewables Obligation (RO), published in August 2013 (<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/231102/RO_Biomass_Sustainability_consultation_-_Government_Response_22_August_2013.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/231102/RO_Biomass_Sustainability_consultation_-_Government_Response_22_August_2013.pdf</a>). 	answer	answer answer text <p><br>The Government fully appreciates the efforts and the often very dangerous conditions experienced by those who worked in factories producing vital equipment for the armed forces that helped contribute to winning the Second World War. The Department for Business, Innovation and Skills has been working with the All Party Parliamentary Group (APPG) on Recognition for Munitions Workers, which was set up in 2011 to explore ways to ensure that the valiant collective efforts of all those who worked in munitions factories are not forgotten.</p><p>Following the very successful commemorations to mark the 70th anniversary of D-Day we will now be focussing in more detail across government on how the 70th anniversary of the end of the Second World War in 2015 might be marked in an appropriate manner.
