The aim of the pilots, when they begin, will be to develop an evidence base for how we might reduce the numbers of women entering and re-entering custody for short periods.</p><p> </p><p>We want to make sure the models we take forward are sustainable, scalable and appropriate for the local context of each site. We have recently concluded our first phase of consultation with stakeholders, partners and providers to inform our scoping. We will continue to consult with partners as we refine the design and delivery of the pilot.</p><p> </p><p>We are currently reflecting on the findings from our scoping work to develop a delivery plan for the pilots. 	answer	answer is ministerial correction date of answer 29/07/2019 answer text <p>Professionals undertake a number of assessments on Children and Young People (CYP) when they enter the Youth Secure Estate in order to identify and review any vulnerabilities they have.</p><p> </p><p>The Comprehensive Health Assessment Tool (CHAT) provides screening and assessment for all CYP across the youth justice system, allowing for early identification of needs and requirements to support their care. An initial assessment is made before the first night in custody to assess any immediate needs or requirements, with a wide range of vulnerabilities and triggers screened for. This is followed by further physical and mental health assessments.</p><p> </p><p>In addition, the Youth Custody Service use information provided by the Youth Offending Team to determine suitability for a particular placement into either a Secure Children’s Home, a Secure Training Centre or a Young Offender Institution. When making this determination a wide range of factors are considered, including, but not limited to, risk of harm to self and others, welfare, and medical history, including mental health.</p><p> </p><p>As well as this we are working closely with the NHS on ‘Secure Stairs’, an integrated approach to strengthen the provision of health care to address the needs of young people holistically and co-ordinates services through a coherent, joined up approach. The Military Covenant is actively supported by all organisations working within HMPPS.</p><p> </p><p>All offenders newly received into custody are screened at reception, those who declare their military past can access support from military charities who deliver services in the majority of prisons and work with Community Rehabilitation Companies. This states:</p><p> </p><p><em>If the applicant tells us they cannot afford to obtain medical evidence we may meet the cost of doing so and deduct it from any award we make, up to a maximum of £50. However, before we do so you should ask the applicant for evidence of their inability to meet the cost. You should consider all the relevant circumstances in deciding whether you accept the applicant cannot afford to pay for the medical evidence. However, currently the Ministry of Justice does not routinely capture data about what happens to children when their parents are held in custody.</p><p> </p><p>Lord Farmer’s Review “The Importance of Strengthening Female Offenders' Family and other</p><p>Relationships to Prevent Reoffending and Reduce Intergenerational Crime” was published on 18 June<em>. </em>We welcome Lord Farmer’s report and are committed to moving forward with reforms on this important subject. We will look closely at the report’s findings and recommendations to see how we can best give effect to them.
