answer text <p>The UK Government will guarantee EU funding for structural and investment fund projects in Wales, including agri-environment schemes, signed before we leave the EU. It will be for the Welsh Government to make an assessment of which projects should be pursued in areas of its competence, and this guarantee will apply to any such projects. The agricultural sector in Wales will receive the same level of funding that it would have received under Pillar 1 of CAP until the end of the Multi-Annual Financial Framework in 2020.</p><p> </p><p>As a result of these steps taken by the UK Government, individuals and organisations in receipt of EU funds now have a greater degree of certainty about funding over the coming years. The UK Government will work with the Welsh Government to consider future funding arrangements for once the UK has left the EU.</p> more like this

answer text <p>On October 3, the Chancellor confirmed that funding for agri-environment schemes signed after Autumn Statement will be guaranteed by the Treasury. The guarantee will apply to all new agri-environment schemes signed before the point of exit from the EU as long as they provide strong value for money and are in line with domestic priorities.</p><p> </p><p>These conditions will be applied in such a way that the current pipeline of committed projects are not disrupted, including agri-environment schemes due to begin this January.</p> more like this

answer text <p>In September last year Defra published, alongside the Agriculture Bill, detail about, and a proposed timeline for, the move away from current Common Agricultural Policy schemes. Our farming reforms will be underpinned by the principle of public money for the provision of public goods. The Bill will provide the legal powers to move away smoothly from the CAP as well as assisting farmers in their central task of producing food for the nation.</p><p>The government has pledged to continue to commit the same cash total in funds for farm support until the end of this parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current CAP. This commitment applies to the whole UK and provides more certainty than anywhere else in Europe.</p><p>We will pay the current Direct Payments for the 2019 scheme year on the same basis as now. The EU rules for the Basic Payment Scheme, greening and young farmer payment will apply throughout the whole of 2019. We also plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. We will, however, look to make simplifications to make it easier to apply for and administer Direct Payments to increase value for money.</p><p>In 2021 we intend to start making reductions to Direct Payments, marking the beginning of the agricultural transition. This will be accompanied by pilots of our Environmental Land Management scheme and targeted investment in Research and Development and innovation. We aim to phase out Direct Payments completely by the end of the transition, with the last payments being made for the 2027 scheme year.</p>

answer text <p>A farm business may hold more than one agreement and make multiple claims. As of 17 March 2019:</p><p>1) All eligible Countryside Stewardship 2016 and 2017 claims have received a payment apart from exceptional cases such as those that cannot be paid for legal reasons such as probate.</p><p>There are just over 6,100 2018 claims still due an advance payment. Any claim that has not been paid a 2018 advance payment by the end of March will be issued a bridging payment in early April.</p><p>RPA are on track to complete 95% of 2018 final payments on claims by the end of July.</p><p>2) The information held on Environmental Stewardship claims does not currently separate between Entry and Higher Level agreements.</p><p>All eligible 2016 claims have received a system advance and/or final, or a bridging payment. All eligible 2017 claims received an advance or bridging payment.</p><p>RPA is on track to complete 95% of 2017 final payments by end of July. There are just over 9,500 2018 claims due their advance payment.</p>
