	answer	answer is ministerial correction date of answer 11/04/2019 answer text <p>Leaving the European Union provides a once-in-a-generation opportunity to reform agriculture. Phasing out Direct Payments in England will free up money so we can reward farmers for delivering public goods, including environmental outcomes. We will phase out Direct Payments gradually over a transition period of 7 years. This will give time for farmers to adapt and prepare for the new environmental land management system, which will allow farmers to decide how best they can deliver environmental benefits from their business and their land.</p><p> </p><p>We will pay Direct Payments for the 2019 scheme year on the same basis as for 2018 and plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. The Government has also pledged to continue to commit the same cash total in funds for farm support until the end of the Parliament, expected in 2022. The figure includes all EU and Exchequer funding provided for farm support under both Pillar 1 and Pillar 2. As of 17 March 2019:</p><p>1) All eligible Countryside Stewardship 2016 and 2017 claims have received a payment apart from exceptional cases such as those that cannot be paid for legal reasons such as probate.</p><p>There are just over 6,100 2018 claims still due an advance payment. Any claim that has not been paid a 2018 advance payment by the end of March will be issued a bridging payment in early April.</p><p>RPA are on track to complete 95% of 2018 final payments on claims by the end of July.</p><p>2) The information held on Environmental Stewardship claims does not currently separate between Entry and Higher Level agreements.</p><p>All eligible 2016 claims have received a system advance and/or final, or a bridging payment. All eligible 2017 claims received an advance or bridging payment.</p><p>RPA is on track to complete 95% of 2017 final payments by end of July. We intend that information currently made available through our CAP Payments Search pages will continue to be published after the UK leaves the EU. This will apply in relation to payments made in England under the legacy CAP schemes, using retained CAP legislation, until the planned end of our agricultural transition period in 2027, or until the legacy schemes have ended, if earlier.</p><p> </p><p>Clause 2 of the Agriculture Bill contains powers to enable information to be published in relation to the new system of payments that will replace CAP schemes. This includes information on who receives payments and for what purpose. The exact nature of that information will be determined during the design process and in close discussion with stakeholders and across government. The Helpline deals directly with hon. Members’ offices on all aspects of RPA activity. Members’ correspondence to the agency is reviewed at a senior level.</p><p> </p><p> </p><p> </p><p>Farmers and landowners can also deal directly with the RPA through their main customer service helpline (03000 200 301).
