answer text <p>The NHS Long Term Plan sets an ambition for three out of four cancers to be diagnosed at an early stage by 2028, compared to around one in two currently. This ambition applies to all cancers, including pancreatic cancer, not just the 10 currently in the Public Health Outcomes Framework early diagnosis metric. NHS England is keen to work with the charities representing some of the cancers not currently included in this metric on how best to measure progress towards the ambition moving forwards.</p> more like this

answer text <p>The National Audit Office (NAO) report concerns one organisation’s use of personal service companies over the last two decades, concluding with its experience of implementing the April 2017 reform of the off-payroll working rules in the public sector. The report does not comment on the off-payroll working rules themselves.</p><p> </p><p>The off-payroll working rules ensure that individuals who work through their own personal service company, and would have been an employee had they provided their services directly, pay broadly the same tax and National Insurance contributions (NICs) as other employees. The rules do not affect the genuinely self-employed.</p> more like this

answer text <p>HMRC have been engaging extensively with stakeholders on an ongoing basis, raising awareness and helping businesses to prepare for MTD. There is a collection of MTD support material available on GOV.UK and HMRC is writing to all mandated businesses to ensure they are aware of the changes. HMRC has also been working closely with the software industry to ensure there is a wide range of software products ready.</p><p> </p><p>The MTD VAT pilot began in April 2018, with a live testing phase where specific volunteer businesses and agents were invited to join to ensure everything was working. MTD for VAT will be mandated for all customers in April, except for the small minority for whom that has been deferred.</p> more like this

answer text <p>I visited the Democratic Republic of Congo (DRC) in April 2018 and discussed electronic voting machines with the Electoral Commission (CENI). At their request, the UK funded a technical analysis of the machines to help identify and mitigate the challenges around their use in DRC’s elections.</p><p> </p><p>The UK has repeatedly encouraged CENI to adopt the recommendations from the analysis and address concerns of stakeholders with the electoral process, including most recently through a UN Security Council Statement on 21st November, and a meeting between senior officials and CENI on 11<sup>th</sup> December.</p> more like this

answer text <p>The introduction of a mental health strategy in Northern Ireland, as a devolved matter, is the responsibility of the Northern Ireland Department of Health.</p><p> </p><p>The Department is developing a five year plan for mental health with the focus on improving the general mental health of people in Northern Ireland. Whilst publication of any plan will be subject to future Ministerial approval, the plan will be fully co-produced with extensive engagement with the sector throughout each stage of the process.
