answer text <p>An assessment was made at Summer Budget 2015 of the costs of replacing maintenance grants with loans for all full-time higher education students from the 2016/17 entry cohort. The then former Minister for Universities, Science, Research and Innovation Jo Johnson, my hon. Friend for Orpington said in the House of Commons Debate about Student Maintenance Grants on 19 January 2016 (c1308) that:</p><p>“The switch from maintenance grants to loans will, in a steady state, save around £2.5 billion per year from the fiscal deficit. […] We acknowledge that a proportion of the loans will not be repaid. This is a conscious decision to invest in the skills base of our country, and protect those who go on to lower-paying graduate jobs. We forecast that the long-term annual economic savings will be around £800 million per year.”</p><p>An equality analysis was also published by the government in November 2015, which included analysis of the impacts of the change from maintenance grants to loans: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/482110/bis-15-639-student-finance-equality-analysis.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/482110/bis-15-639-student-finance-equality-analysis.pdf</a>.</p><p>There has been no further analysis of the impact of this policy, as current student loan expenditure and repayment will be impacted by all the policy changes which have been enacted since this date.</p><p>A review of post-18 education and funding is underway. answer text <p>The government has asked the Office for Students (OfS) to secure greater and faster progress in ensuring that students from disadvantaged and under-represented groups, can access and successfully participate in higher education. The reforms to access and participation are designed to help achieve this.</p><p>Arrangements for improving access and participation have never required higher education providers to spend a minimum amount through their access and participation plans. Rather, guidelines are in place to set out the expected levels of expenditure for different types of higher education providers.</p><p>The new approach being introduced by the OfS is designed to provide a greater focus on securing improved access and successful participation outcomes. As part of their access and participation plans, higher education providers will be encouraged to be more ambitious and set strategic outcomes based targets based on the areas and groups of students where they have most to do. Investment levels and a provider’s evaluation plans will be important issues that the OfS will also want to consider when agreeing a provider’s access and participation plan.</p><p>The OfS intends to assess the progress through annual impact reports and action plans which providers will be expected to submit to the OfS.</p>

answer text <p>As stated in the ‘Framework for the UK-EU partnership in Science, Research and Innovation’ and ‘The Future Relationship between the United Kingdom and the European Union’, the UK has outlined its ambition to continue to host and support European Research Infrastructures. Furthermore, there is a shared commitment between the UK and the EU to explore UK participation in European Research Infrastructure Consortia (ERICs) as stated in the Political Declaration on our future relationship.</p><p> </p><p>Any country in the world can be a member of an ERIC. However, to be a member, the UK would have to comply with certain membership requirements laid out in EU Council Regulation (EC) No 723/2009 (amended by Council Regulation EU No 1261/2013) – hereinafter referred to as the ‘ERIC Regulation’ - the framework under which these separate legal bodies are formed. As such, details of our continued participation are subject to negotiations with the European Commission.</p><p> </p><p>Should membership not be possible, BEIS and delegated responsible authorities, are working with each individual ERIC to explore the potential alternatives for continued UK participation.</p><p> </p><p>In order to host the statutory seat of an ERIC, a country must either be an EU Member State, or an associated country under the ERIC Regulation. If the UK leaves the EU without a deal in March 2019, we will no longer be able to host the statutory seat of the European Social Survey ERIC or the Integrated Structural Biology ERIC without further agreement of the European Commission. However, we are seeking to retain participation in each ERIC through alternative agreements which could include retention of some headquarter functions in the UK.</p>

Higher education providers’ governance arrangements are matters for the Office for Students (OfS), the independent regulator of higher education in England.</p><p>The OfS requires all registered providers to meet the public interest governance principles, which include that all providers must operate openly, honestly, accountably and with integrity and demonstrate the values appropriate to be recognised as an English higher education provider.</p><p>If providers fall short, the OfS has powers to intervene. The OfS considers a range of factors before deciding whether an intervention is required, including reputational damage to the higher education sector caused by the actions of a provider registered with the OfS.</p><p> </p> more like this
