The two recent tragic incidents involved the different 737 MAX aircraft generation. It would not be appropriate to speculate on these accidents until the competent regulatory bodies have issued their formal reports.</p>

	answer	answer answer text <p>Access to Work continues to undertake targeted marketing and awareness raising activities. For example, the scheme is promoted to benefit claimants through Jobcentre Plus and to a range of business leaders through the Disability Confident scheme. We have also worked with a variety of stakeholder organisations to market Access to Work to their clients, including sharing information about how individuals can apply for support.</p><p> </p><p>We are currently testing a number of communication activities to raise awareness of Access to Work among Jobcentre Plus staff in Greater Manchester, in order to equip work coaches with the knowledge to have conversations with customers who may require in work support. We will evaluate the most successful methods before a national roll-out.</p><p> </p><p>Access to Work is also reviewing the content and formats of its existing information channels, including considering how to achieve more effective use of alternative formats such as British Sign Language videos.</p>

	answer	answer answer text <p>​The UK regularly urges the Government of Afghanistan and the Government of Pakistan to ensure that the human rights and safety of all minorities, including the Hazara people, are protected in line with international human rights obligations. We do so bilaterally and with international partners, including the United Nations Assistance Mission in Afghanistan and the EU. At the Universal Periodic Review of Afghanistan at the UN Human Rights Council in January 2019, we recommended that the Government of Afghanistan establish an independent mechanism to assess how religious and ethnic minorities can be better protected.</p><p>Following attacks last year affecting the Hazara community in Afghanistan, Embassy officials met with Hazara Members of Parliament for Ghazni to understand their concerns. The UK provides a range of support which aims to enhance the Afghan Government's ability to protect all Afghan citizens, including minority ethnic and religious groups such as the Hazaras.</p>

The Good Work Plan represents a large part of this commitment and is the biggest upgrade in a generation. The Department regularly engages with stakeholders on the reforms announced in the Good Work Plan. Secondary legislation repealing the Swedish Derogation was laid on 17 December 2018 and approved by the House of Commons’ Seventh Delegated Legislation Committee on 6 March 2019. Subject to approval from the House of Lords, all agency workers will be entitled to the same pay as permanent staff after 12 weeks in an assignment from 6 April 2020. This will allow time for businesses to realign their contractual arrangements, both with their workers and the end hirers.</p>

	answer	answer answer text <p>The latest advice from the Committee on the Medical Effects of Air Pollutants, published in August last year, is that the mortality burden of the air pollution mixture (based on both PM<sub>2.5 </sub>and NO<sub>2</sub>) in the UK is equivalent to 28,000 to 36,000 deaths per year. Mortality burden is a statistical way of assessing the impact of diseases and pollution. The equivalent figures at a more localised level are not available. This includes the appointment of a competent authority in relation to the operating restrictions.</p><p> </p><p>A competent authority’s role relates to the operating restriction itself and is not bound by geography. The Government’s implementation of this Regulation for Scotland, The Airports (Noise-Related Operating Restrictions) (Scotland) Regulations 2019, laid before Parliament has been brought forward by the UK Government because this is a reserved matter in relation to Scotland. The Regulations designate Scottish Ministers as the competent authority for Scottish airports within the scope of the regulation.</p>

	answer	answer answer text <p>Sentencing is a matter for our independent courts, who take into account all circumstances of the case, including any aggravating and mitigating factors. We are clear that sentencing must match the severity of a crime.</p><p> </p><p>However, sentences should also rehabilitate. There is persuasive evidence showing community sentences, in certain circumstances, are more effective than short custodial sentences in reducing reoffending. The MoJ study ‘The impact of short custodial sentences, community orders and suspended sentence orders on re-offending’ published in 2015 found that over a 1-year follow up period, a higher proportion of people re-offended having been sentenced to custody of under 12 months without supervision on release than other similar people given community orders.</p><p> </p><p>Unless we tackle the underlying causes of offending, we cannot protect the public from being victims of crime. Effective community orders can address offenders’ behaviour, answer their mental health and alcohol or drug misuse needs, and provide reparation for the benefit of the wider community.</p><p> </p><p>Data on the highest number of previous cautions and convictions for a selected offence type for a person who received their first immediate custodial sentence for the selected offence type, covering the period year ending September 2016 – year ending September 2018, can be viewed in the table.</p><p> </p><p>The data provided in the accompanying response table is sourced from MoJ's extract of the Police National Computer. As benefit fraud offences are not prosecuted by the police, we are unable to answer PQ230707.</p><p> </p><p>Caution should be exercised in drawing general conclusions from this data. By definition these are the very extremes of the system – the individuals with the very most convictions. Most significantly the 2015 study suggests that giving a short custodial sentence to a prolific offender is more, not less, likely to result in them committing another offence after custody, compared to giving them a community sentence.</p>

	answer	answer answer text <p>Leaving the European Union with a deal remains the Government’s top priority. However, as a responsible Government we must plan for every possible outcome including ‘no deal’. The Department has published guidance to industry and the health and care system to allow them to make informed plans and preparations. This is available on GOV.UK.</p><p> </p><p>The Government has been working closely with industry to ensure the supply of medicines can continue uninterrupted in the event of a ‘no deal’ EU exit, including building stockpiles, providing additional warehousing space, and buying freight capacity on alternative ferry routes.</p><p> </p><p>In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines, including those to treat juvenile idiopathic arthritis, to the United Kingdom that come from or via the EU/European Economic Area, asking them to ensure a minimum of six weeks’ additional supply in the UK over and above existing business-as-usual buffer stocks by 29 March 2019.</p><p> </p><p>This has been a very large undertaking but the response from industry has been extremely positive. The vast majority of companies have confirmed stockpiling plans are in place and medicines continue to arrive to deliver on these plans.</p><p> </p><p>Local stockpiling of medicines is unnecessary and could cause shortages in other areas, which could put patient care at risk. It is important that patients order their repeat prescriptions as normal and keep taking their medicines as normal.</p><p> </p><p>We are confident that if everyone does what they need to do, the supply of medicines and other medical products will be uninterrupted.</p>
