unstar this property answer text <p> </p><p>As indicated in the debate on 12th February 2014, Official Report, column 858, both the <br>Independent Police Complaints Commission and the Investigatory Powers Tribunal <br>provide an avenue for investigating concerns in this area. <br><br>As a matter of long-standing practice, we do not routinely comment on the <br>detailed use of interception and surveillance, or provide a breakdown of the <br>number of warrants signed in relation to specific circumstances or <br>nationalities.<br><br>Figures for the overall number of interception warrants authorised by the Home <br>Secretary during the period 1989-1992 were published in the Annual Report to <br>the Prime Minister by the Interception Commissioner under the legislation then <br>in force (the Interception of Communications Act 1985). unstar this property answer text <p>This Government is committed to helping UK businesses grow and create jobs. The NICs holiday was a temporary, targeted scheme to help start ups take on new staff within their first year of trading. Although take up was lower than expected, the holiday benefitted over 26,000 businesses and supported over 90,000 jobs.</p><p> </p><p>Building on the lessons learnt from the holiday, we are taking action to reduce the employer NICs burden on small businesses and have created the new Employment Allowance which is simple to administer, permanent and available to all business and charities in the UK, this is reducing their employer NICs bill by up to £2,000 each year. A table has been placed in the Library of the House with data for Chelmsford City Council and Essex. To assist my rt. hon. Friend, I have provided quarterly data back for the last ten years; the table illustrates how there are fewer households in temporary accommodation than the average under the last Administration.</p><p>This Government has retained a strong homelessness safety net protected in law, supported by £470 million in the current Spending Review period to prevent and tackle homelessness, rough sleeping and repossessions. We are seeing this investment making an impact with households now spending on average 7 months less in temporary accommodation than at the start of 2010.</p><p>We have also made some changes to the rules under the Localism Act to enable local authorities to end the main homelessness duty by arranging an offer of suitable accommodation in the private rented sector. This means households are likely to spend less time in temporary accommodation waiting for social housing to become available.</p><p> </p><p> </p><p> </p>

Although we can not provide all the data on spend for the periods requested we can provide the annual spend for interpreters sourced through the Capita-TI Contract for Her Majesty's Courts and Tribunal Service as below:</p><p> </p><table><tbody><tr><td><p><strong>Calendar Year</strong></p></td><td><p><strong>2012</strong></p></td><td><p><strong>2013</strong></p></td></tr><tr><td><p><strong>Total</strong></p></td><td><p><strong>£7,940,128.79</strong></p></td><td><p><strong>£15,537,821.29</strong></p></td></tr></tbody></table><p> </p><p>Off Contract bookings made by HMCTS are outside of these spend figures. The number of bookings made off contract has substantially decreased since the start of 2012 with those bookings moving onto the Capita TI contract. This move from off contract to Capita TI is reflected in the changing year on year contract spend.</p><p> </p><p>Spend for 2012 is based on an 11 month period as the contract did not go live until 30th January 2012. Expenditure has also increased in the second year of contract due to changes made to the contract in May 2013 and an estimated 20% increase on volume. £15m was saved in year one of the contract.</p><p> </p><p> </p><p>In this instance to provide the requested information on total annual spend and spend by language, would exceed the disproportionate cost threshold of £850.00 or 4 ½ working days.</p><p> </p><p>In order to provide the information we would be required toobtain a number of large reports from electronic databases. The relevant data must then be manually extracted and collated. It would also require comparison against additional financial data before analysis. We estimate that this process for the spend data would take approximately 6 working days given the volume of data involved.</p><p> </p><p>Defendants in criminal cases do not contribute towards the costs of interpreters that are provided by HMCTS. Charges for HMCTS provided interpreters in civil, family and tribunal cases are not passed directly to parties, although the costs may be recovered from court and tribunal fees in the jurisdictions where they apply.</p><p> </p>

unstar this property answer text <p>I have been asked to reply.</p><p>Together with other public services, local authorities are rising to the challenge of delivering and developing the library service, with many reviewing and re-shaping their library offer. Some changes have been made in response to the on-going funding environment to which all public services are making their contribution to savings. But many changes have also been made because individual authorities are looking at better ways of delivering a range of services so that they are fit for the present and the future. unstar this property answer text <p> </p><p> </p><p>I understand that, as of 13 May 2014, 36 of the 39 territorial police forces in <br>England - plus British Transport Police - are currently signed up to local <br>protocols for those detained under the Mental Health Act 1983. The other 3 <br>forces report that they are in the process of agreeing such protocols with <br>local partner agencies.<br><br>The agreement of mental health protocols by local agencies is promoted at <br>national level, including through the Mental Health Act 1983 Codes of Practice <br>and the new national Mental Health Crisis Care Concordat, which states that:<br><br>‘Every area should have a local protocol in place, agreed by NHS commissioners, <br>the police force, the ambulance service, and social services. This should <br>describe the approach to be taken when a police officer uses powers under the <br>Mental Health Act'.<br><br>The Mental Health Crisis Care Concordat can be found at: <br>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/281242<br>/36353_Mental_Health_Crisis_accessible.pdf<br><br>The Department of Health, supported by the Home Office and Mind, is encouraging <br>local areas to sign-up to the principles of the Concordat, with the expectation <br>that all areas in England will have signed local declarations by December <br>2014. The Department of Health will publish details of the areas that have <br>signed such declarations.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>Building on the successes of City Deals, all 39 Local Enterprise Partnerships (LEPs) have been invited to develop Strategic Economic Plans to set out what needs to be done to boost growth in their area. </p><p>As part of each Strategic Economic Plan, a Growth Deal bid is being developed for negotiation with central government for the allocation of the Local Growth Fund.</p><p>The Local Growth Fund will be at least &pound;2 billion a year from 2015/16. As a result of this, all parts of England are able to access and benefit from this initiative.</p><p> </p> more like this
