We raise human rights in Eritrea regularly, both directly with the Government, as the former Minister for Africa did with the Eritrean President's senior adviser when she saw him in July, and when our Ambassador in Asmara saw the same advisor in August. </ins></p><p><ins class="ministerial"><ins class="ministerial">In a statement at the 41st session of the UN Human Rights Council on 12 July the UK welcomed the renewal of the mandate of the Special Rapporteur on the situation of human rights in Eritrea, which we co-sponsored. The UK also urged Eritrea to cooperate with the Special Rapporteur and to reform national service, implement the constitution, respect freedom of religion or belief, and release all those in arbitrary detention – including, but not exclusive to detained parliamentarians; journalists; and those observing banned religions. </ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">No additional aid has been allocated as a result of sanctions being lifted. The Department for International Development (DfID) has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. It is important that local authorities offer the necessary support by addressing these issues early as part of any assessment and care plan. In doing so, local authorities can seek legal advice about the appropriate action based on the circumstances of the individual looked-after child.</ins></p><p> </p><p><ins class="ministerial">Legislation will also be introduced to bring immigration matters for separated migrant children into the scope of legal aid, meaning that this group will get support in securing their immigration rights. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We have asked local authorities with a cumulative deficit on their Dedicated Schools Grant of more than 1% to submit recovery plans to the department. We are now reviewing those plans and will be discussing these with local authorities in due course.</ins></p><p><ins class="ministerial">For 2020-21, we have announced more than £700 million of additional high needs funding, which funds children with more complex special educational needs. This represents an increase of 11% compared to 2019-20, leading to a total of over £7 billion. Every local authority will receive a minimum increase of 8% per head of population aged 2-18. We will provide local authorities with provisional allocations in October. Promoting full-time work through work incentives are a key feature of this approach, reinforced by the National Living Wage and the rising Personal Tax Allowance, which work together to promote independence from benefits.</ins></p><p><ins class="ministerial">Universal Credit, which is now reaching over 2 million households, has already shown that it is more effective in getting people into work than the legacy benefits it replaces. Nine months into a UC claim, 40% of claimants are working for an employer in a paid role, compared with only 23% at the start of their claim. </ins><br /> <br /><ins class="ministerial"> The number of people in employment has increased by over 3.7 million since 2010. Three-quarters of the growth in employment has been in full-time work which substantially reduces the chances of being in poverty.</ins></p><p><ins class="ministerial">The Government is working with the Social Metrics Commission, and other experts in the field, to develop new experimental statistics which will help us to find new and better ways to analyse poverty in this country. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">Under the Geneva Conventions, States Parties must enact legislation to provide effective penal sanctions for those that commit, or order to be committed, grave breaches of the Conventions. States Parties must also search for persons alleged to have committed, or to have ordered to be committed, grave breaches of the Conventions, and ensure that they may be prosecuted before their courts, regardless of their nationality, or extradited, as appropriate. For the UK, the domestic criminal framework has been in place since the Geneva Conventions Act 1957. The UK works closely with the International Committee of the Red Cross and in particular with the British Red Cross to promote compliance with the Geneva Conventions and International Humanitarian Law (IHL).</ins></p><p><ins class="ministerial">When there are allegations of violations of the Geneva Conventions around the world, we have actively influenced decisions in the international arena to take action against perpetrators and to hold them to account. Our leading role in establishing and supporting the International Criminal Tribunal for Rwanda and the International Criminal Tribunal for the former Yugoslavia are examples where grave breaches of the Conventions were proven and persons held accountable. The UK also supports the work of the International Criminal Court, which investigates and prosecutes individuals within its jurisdiction alleged to have committed the gravest crimes of concern to the international community.</ins></p><p><ins class="ministerial">More recently The UK has repeatedly called on the Syrian regime to abide by the Conventions and has taken a leading role to hold Syria to account. Since 2016, we have committed almost £1 million to the UN International Impartial and Independent Mechanism (IIIM) to support the preparation of legal cases for serious crimes committed in the Syrian conflict. Following UK-led lobbying, on 1 August the UN Secretary General announced a new Board of Inquiry to investigate attacks on civilian infrastructure during the recent violence in Northwest Syria.</ins></p><p><ins class="ministerial">The Geneva Conventions are cornerstones of IHL but contemporary conflict brings challenges for IHL in a number of areas, such as new technologies and the classification of conflicts. The UK is one of the largest humanitarian donors in Sudan delivering life-saving aid to those affected by conflict and natural disasters. We will work with the new Government of Sudan, when appointed, and international partners to address the humanitarian needs of those affected by years of conflict, political marginalisation and economic neglect across Sudan, especially in the conflict-affected States including South Kordofan and Blue Nile States. These Regulations require for suitable and sufficient sanitary conveniences to be available at readily accessible places. The attached documents the <em>Workplace Health Safety and Welfare Approved Code of Practice and Guidance</em> (L24) and <em>Welfare at Work – Guidance for employers</em> (INDG293), which are guidance to help dutyholders comply with the regulations, say:</ins></p><ul><li><ins class="ministerial">provision must be made for any worker with a disability to enable them to have access to facilities which are adjusted for their use as necessary; and</ins></li></ul><p><ins class="ministerial"> </ins></p><ul><li><ins class="ministerial">that toilets used by women should be provided with suitable means for the disposal of sanitary dressings.</ins></li></ul><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">There are no equivalent requirements for men.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">These regulations do not apply to non-workplaces; however, the Ministry for Housing, Communities and Local Government’s building regulations are applicable to public buildings and the advice is:</ins></p><p><ins class="ministerial"> </ins></p><ul><li><ins class="ministerial">Statutory guidance supporting Part M of the building regulations, includes a sanitary waste disposal bin in accessible toilets. All building other than dwellings in scope, including offices and all public buildings would require as a minimum one accessible toilet where a stoma bag can be safely disposed of.</ins></li></ul><p><ins class="ministerial"> </ins></p><ul><li><ins class="ministerial">Building Regulations come with statutory guidance on the layout of wheelchair-accessible unisex toilets. These toilets offer private space for anyone needing to attend to a medical need and are not exclusively for use by ambulant disabled people. The guidance for accessible WCs includes a sanitary waste disposal bin with a lid and a wash hand basin. The layout and content of these spaces are controlled in all newly built offices and public buildings.</ins></li></ul><p><ins class="ministerial"> </ins></p><ul><li><ins class="ministerial">The statutory guidance given in Approved Document M (Access to and use of buildings) also points to the British Standard BS8300-2:2018 “Design of an accessible and inclusive built environment. Buildings. Code of practice”. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">The Government’s Dementia 2020 Challenge aims to make England the best country in the world for dementia care, support, awareness and research. The Government is committed to supporting research into dementia to find a disease-modifying treatment by 2025, and to help people with dementia live well with the condition. People participating in research are central to this effort, as are the health and social care staff who support their participation.</ins></p><p><ins class="ministerial">We expect all people who are newly diagnosed with dementia, and their carers, to receive information on opportunities to take part in research into dementia. By 2020, we expect all relevant staff to have received appropriate dementia training. This should include training relevant staff to be able to signpost interested individuals towards research via the Join Dementia Research service. We are also currently exploring options for increasing take-up of the more advanced Tier 2 training to everyone who needs it.</ins></p><p><ins class="ministerial">We are committed to supporting carers to provide care in ways that protect and preserve their own health and wellbeing. In June 2018, we published the Carers Action Plan, a cross-Government programme of targeted work, including a £5 million Carers Innovation Fund to encourage innovative and creative ways of supporting carers. In addition, we are working with local government on a sector-led improvement programme of work focused on the implementation of the Care Act 2014 duties for carers.</ins></p><p><ins class="ministerial">The Department funds research through the National Institute for Health Research (NIHR). The usual practice of the NIHR is not to ring-fence funds for expenditure on particular topics such as dementia. Research proposals in all areas compete for the funding available. The NIHR welcomes funding applications for research into any aspect of human health including dementia. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. In all disease areas, the amount of the NIHR’s funding depends on the volume and quality of scientific activity.</ins></p><p><ins class="ministerial">The NIHR funding for dementia research was £43.0 million in 2017/18, having increased from £27 million in 2013/14. Government spending overall on dementia research is running ahead of the Government’s 2020 Dementia Challenge commitment to maintain this at £300 million over five years. There is clear evidence that full-time work dramatically reduces the risk of poverty for working families; for example, there is only a 7% chance of a child being in poverty (relative, after housing costs) if both parents work full-time compared with 66% for children in (two-parent) families with only part-time work. </ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">Although not directly referenced, our approach to reducing poverty is already reflected in our Single Departmental Plan which sets out how we plan to achieve our key strategic objectives including delivering an effective labour market strategy that boosts employment among under-represented and disadvantaged groups and facilitating progression; and consolidating the delivery of Universal Credit so that it works for everyone.</ins></ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">Universal Credit, at the heart of our reforms, has already shown that it is more effective in getting people into work than the legacy benefits it replaces. Nine months into a UC claim, 40% of claimants are working for an employer in a paid role, compared with only 23% at the start of their claim. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">It is for the governing body of a school (or in the case of academies, the academy trust) to decide rules relating to appearance, including whether there should be a school uniform, what it will be and how it should be sourced.</ins></p><p><ins class="ministerial">No school uniform should be so expensive as to leave pupils or their families feeling unable to apply to, or attend, a school of their choice. 	question text	To ask Her Majesty's Government what recent discussions they have had with the government of Bangladesh about the future of the Rohingya refugees, further to Foreign Minister Abdul Momen’s remarks last month that Bangladesh cannot continue to bear the economic burden of the refugees.

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">The British Government remains fully committed to action to alleviate the Rohingya crisis and regularly engages with the Government of Bangladesh, which is generously hosting close to 1 million refugees. On 20 August, I wrote to Bangladeshi State Minister for Foreign Affairs Shahriar Alam to underline the UK's support and to welcome the Government of Bangladesh's continued commitment that any returns must be safe, voluntary, dignified and in accordance with international humanitarian principles. The British High Commission in Dhaka is also engaging regularly on this issue with the Government of Bangladesh. </ins></p><p><ins class="ministerial">The UK recognises the economic burden faced by Bangladesh and will remain a leading donor. We have committed £129 million to the crisis so far and will announce further funding shortly. The UK also remains committed to supporting a political solution that enables safe, voluntary and dignified returns to Myanmar.
