unstar this property answer text <p>Facial recognition is a fast evolving area of technology with the potential to streamline identity verification and authentication processes across Government and the private sector. When used in the appropriate setting and context, it has proved to be a very reliable and accurate tool.</p><p>Its performance is dependent on a number of variables, from the quality of the images, environmental factors, the specific algorithm used, the thresholds or risk profile applied and many other factors. Possible matches produced by LFR systems are always checked by a human operator before deciding what, if any, action to take.</p> more like this

unstar this property answer text <p>The Government has introduced a number of important reforms since 2010 to help make stop and search more targeted and intelligence-led. Stop and search is now more effective - the arrest rate is at a historic high (17%) and 30% of all stops lead to a positive outcome (arrest, summons / charged by post, Caution, Khat or Cannabis Warning, Penalty Notice for Disorder or community resolution).</p><p><br>Stop and search is a vital policing tool when used correctly and officers have the Government's full support to use these powers in a way that is fair, lawful and effective.</p><p><br>That is why the Government announced changes to make it easier for officers in seven force areas particularly affected by serious violence to use Section 60 “no suspicion” time-limited stop and search powers in anticipation of serious violence.</p><p><br>The Metropolitan Police substantially increased their use of stop and search by 30% in 2018/19 (according to their own figures) and believe this has helped reduce homicides in London by 25%.</p>

unstar this property answer text <p>The security and resilience of the UK's telecoms networks is of paramount importance.</p><p> </p><p>The Government has a long established strategy for managing the presence of Huawei in the UK telecoms sector. The Huawei Cyber Security Evaluation Centre (HCSEC) was established in 2010 as part of a mitigation strategy.</p><p> </p><p>The Government has undertaken a thorough, evidence-based and hard-headed review of the 5G supply chain to ensure the secure and resilient roll-out of 5G. This goes far beyond individual vendors or individual countries. It will report in due course.</p> more like this

We have made it clear that all organisations, including the biggest social networking services who process vast amounts of personal data, must comply with the UK’s data protection laws.</p><p> </p><p>It is essential that people are confident their personal data will be protected and used in an appropriate way. The Data Protection Act 2018 and GDPR impose strict obligations on organisations to ensure that UK citizens’ data is processed safely and securely. Organisations that fail to comply with the legislation may be investigated by the Information Commissioner’s Office and subject to enforcement action including fines.</p> more like this

unstar this property answer text <p>The Government takes the issue of disinformation very seriously. DCMS is leading work across Government to tackle it. The recently published Online Harms White Paper sets out our expectations for tech companies to take proportionate and proactive measures to minimise the spread of misleading and harmful disinformation and the potential sanctions they will face if they do not. The Government is also working closely with industry, civil society and international partners to mitigate against the threat of online disinformation campaigns. For example, ahead of the European Parliament elections, DCMS led a cross-government effort to monitor for any disinformation campaigns so that we were ready to respond to them quickly and effectively.</p><p> </p><p>Cyber is a tier 1 threat and remains a national priority. This was made clear in The Strategic Defence and Security Review (SDSR) 2015 and reinforced by the National Cyber Security Strategy, published on 1 November 2016. The strategy sets out ambitious policies to protect the UK in cyber space, supported by a £1.9 billion transformational investment across ten years. Our vision for 2021 is that the UK is secure and resilient to cyber threats, prosperous and confident in the digital world.</p><p> </p><p>The implementation of the National Cyber Security Strategy led to the establishment of the National Cyber Security Centre (NCSC) in 2016. The NCSC is a world-leading cyber security capability, providing the UK with a unified platform to handle national cyber incidents, replacing an array of bodies with a single point of contact in Government for the private sector.</p><p> </p><p>The UK is also building a dedicated capability to counter-attack in cyber space as part of our full-spectrum capability. Defence is delivering this capability in partnership with GCHQ through the National Offensive Cyber Programme.</p><p><strong> </strong></p>

unstar this property answer text <p>The Health and Harmony Consultation closed on 8 May 2018. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. It is planning for every contingency to ensure a smooth departure from the EU, including detailed ’no deal’ plans.</p>
