A safer gambling advertising campaign was one of a range of measures to strengthen protections around gambling advertising and more widely, to ensure that the sector is socially responsible and doing all it can to protect consumers.</p><p> </p><p>The campaign was launched in February and the initial message, ‘Bet Regret’, is aimed at reducing risky or impulsive betting on sports, particularly by young men. Campaign activity has been closely monitored and a tracking study conducted at the end of the first burst of TV advertising suggests that the campaign is well-targeted and is effectively reaching the intended audience. When viewed as a percentage of the UK’s entire GVA, the creative industries now make up 5.5% of the UK’s total GVA, a 53.1% increase since 2010.</p><p>DCMS measure the design sector under the broader category of &quot;design and designer fashion&quot;. In 2017 these sectors contributed £3.95 billion to the economy, up from £1.97 billion in 2010. As the digital revolution progresses, many more jobs will require digital skills and many more tech roles will be created, both in technology companies and in the general economy. We cannot afford for certain groups of people, including women and people from ethnic minority backgrounds, to be excluded from or unable to progress within these roles.</p><p> </p><p>While there is substantial progress that still needs to be made by technology companies to improve the gender and racial diversity of their staff, there are also significant industry-led initiatives aiming to solve the issue.</p><p> </p><p>Over 290 companies, from international tech giants right through to start-ups, SMEs and charities have already signed the Tech Talent Charter - an industry led initiative, supported by Government. The Charter gives organisations tangible actions and principles they can adopt to change their hiring and retention practices to become more gender-diverse and commits signatories to measuring the diversity profile of their UK employees and to share this data for (anonymous) collective publication in an annual report.</p><p> </p><p>There are also other industry-led programmes doing valuable and innovative work to help more women, ethnic minorities and other under-represented groups into tech, such as the #SheMeansBusiness initiative (by Facebook in collaboration with Enterprise Nation and FSB); the FDM Getting Back to Business programme; Fujitsu UK’s work on developing diverse role models within their workforce, and Backstage Capital, which is committed to investing in start-ups with diverse founders.</p><p> </p><p>We are also engaging with the work of organisations such as UK Black Tech and other organisations active in improving ethnic diversity in tech, and have recently convened an industry round table on inclusive technology in partnership with the Royal Academy of Engineers.</p><p> </p><p>Under new Government legislation over 10,000 employers reported their gender pay gaps this year. We are now working with employers to help them understand their gender pay gaps, and support them to put plans in place to tackle gaps. The most recent survey estimated the number of adult problem gamblers in Great Britain as approximately 340,000, 0.7% of the adult population. A major research survey concluded that the impact of advertising on problem gambling prevalence is likely to be relatively small, but identified areas for further research.</p><p> </p><p>There are already strict rules on the tone, content and placement of gambling adverts, and while the Review did not conclude there was a case for a ban, it set out measures to strengthen protections further. Further research has been commissioned by GambleAware into the impact of gambling advertising on children, young people and those vulnerable to harm. This is due to be completed next year. Of these, approximately 280,000 were in England (based on 40 individuals identified as problem gamblers), approximately 40,000 in Scotland (based on 24 individuals) and approximately 20,000 in Wales (based on 29 individuals).</p><p> </p><p>All estimates are rounded to the nearest 10,000 and due to the low prevalence of problem gambling among respondents to the survey have large confidence intervals. This number is based on a survey completed by 2,865 children in schools in England, Scotland and Wales. Of these, 37 children were identified as problem gamblers: 30 in England, 3 in Scotland and 4 in Wales. Ofcom’s Broadcasting Code contains stringent rules to ensure that under eighteens are effectively protected from harm.</p><p> </p><p>The Broadcasting Code and guidance advises broadcasters to various ways they can warn audiences about graphic content or content likely to offend. In addition, there are a range of audience protection tools, including programme scheduling information, mandatory PIN protections, as well as the 9pm watershed, that parents and guardians can use to ensure that children are protected from broadcast content that is unsuitable for them.</p><p> </p><p>The watershed is an effective way to protect children from unsuitable content. A recent Ofcom survey found that 60% of parents think 9pm is the right time for adult content to be shown on television and that 89% of people understand what the watershed is. However, protections do not cease at 9pm. In addition, dedicated treatment for gambling disorders is commissioned by the charity GambleAware. This includes the National Gambling Helpline and a national network of treatment services which are accessible across Great Britain. Most people accessing services are over 18 but they are available to people of any age, including young people. GambleAware also funds the NHS National Problem Gambling Clinic, with a second clinic due to open in Leeds in April 2019.</p><p> </p><p>GambleAware’s delivery plan for 2018-20 aligns with strategic priorities set by the regulator, the Gambling Commission, and its expert advisors on research, education and treatment, the Responsible Gambling Strategy Board (RGSB). The delivery plan includes developing and promoting a ‘knowledge hub’ of resources and guidance for teachers and those who work with young people, as well as working with agencies that support young people’s mental health and supporting parents to have conversations with children.</p><p> </p><p>Schools are expected to promote the spiritual, moral, social and cultural development of pupils and some teach about gambling and addiction as part of their Personal, Social, Health and Economic (PSHE) education. The non-statutory PSHE programme of study, published by the PSHE Association, includes teaching about gambling (including online) and its psychological and financial impact.</p><p> </p><p>The Department for Education’s consultation on Relationships, Sex and Health Education, including draft content on online behaviour and mental wellbeing, closed on 7 November. We recognise the highly complex nature of the online advertising industry and as part of the Digital Charter’s work programme we are gathering more evidence on the sector as a whole.</p><p> </p><p>To support this work we are engaging with regulators, online platforms and advertising companies, to understand the impact of online advertising on society and the economy.</p><p> </p><p>As an independent authority, the CMA has complete discretion to investigate consumer and competition cases which, according to its prioritisation principles, it considers most appropriate. The CMA’s case selection is entirely independent and cannot be influenced by government.</p><p> </p><p>The Code of Non-broadcast Advertising and Direct &amp; Promotional Marketing is drawn up the Committee of Advertising Practice (CAP), an independent body comprised of advertising industry representatives, and enforced by the Advertising Standards Authority through a system of self-regulation. The Code applies to advertising in non-broadcast media including online, as well as print, outdoors, video-on-demand, direct marketing and cinema. It is regularly reviewed and updated by CAP to ensure it remains effective, and proposed changes to the Code are routinely subject to public consultation. We recognise the highly complex nature of the online advertising industry and as part of the Digital Charter’s work programme we are gathering more evidence on the sector as a whole.</p><p> </p><p>To support this work we are engaging with regulators, online platforms and advertising companies, to understand the impact of online advertising on society and the economy.</p><p> </p><p>As an independent authority, the CMA has complete discretion to investigate consumer and competition cases which, according to its prioritisation principles, it considers most appropriate. The CMA’s case selection is entirely independent and cannot be influenced by government.</p><p> </p><p>The Code of Non-broadcast Advertising and Direct &amp; Promotional Marketing is drawn up the Committee of Advertising Practice (CAP), an independent body comprised of advertising industry representatives, and enforced by the Advertising Standards Authority through a system of self-regulation. The Code applies to advertising in non-broadcast media including online, as well as print, outdoors, video-on-demand, direct marketing and cinema. It is regularly reviewed and updated by CAP to ensure it remains effective, and proposed changes to the Code are routinely subject to public consultation. 	answer	answer is ministerial correction date of answer 21/12/2018 answer text <p>The UK government’s White Paper, ‘The Future Relationship Between the United Kingdom and the European Union’ set out an ambitious future relationship with the EU on data protection that builds on standard EU adequacy arrangements to provide for ongoing regulatory cooperation between the Information Commissioner’s Office (ICO) and the EU Data Protection Authorities that make up the European Data Protection Board (EDPB). The White Paper can be found here: https://www.gov.uk/government/publications/the-future-relationship-between-the-united-kingdom-and-the-european-union.</p><p> </p><p> </p><p> </p><p>The Political Declaration sets out that the UK and the EU should make arrangements for cooperation between the ICO and the EU Data Protection Authorities.</p><p> </p><p>The UK will continue to have high standards of data protection and there will be no immediate change in the UK’s data protection standards.
