Where investments are repeated Sport England endeavour to market test these offers every 3-4 years. We believe they are best placed to know what is required in their communities.</p><p> </p><p>Government recognises the transformational impact that youth services can have for young people. Local authorities allocate funding and deliver youth services in line with local need. 	answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>Youth services and their strategic partners provide crucial preventative and targeted interventions and are an important partner in the strategy to tackle serious violence.</p><p> </p><p>My Department allocated over £863m between 2014/15 and 2018/19 to youth programmes providing positive activities for young people.</p><p> </p><p>The Home Office’s £200m Youth Endowment Fund will deliver a ten-year programme of grants enabling interventions targeted at those who are most at risk of involvement in crime and violence in England and Wales. As part of their roles the Secretary of State and Minister for Sport meet with the national governing bodies for sport and physical activity on a periodic and ongoing basis. Ministers continue to work with them to ensure that the government's Sporting Future strategy is implemented effectively and that grassroots participation is supported.</p><p> </p><p>National governing bodies are also in regular contact with Sport England, the government arm’s length body responsible for investing in and supporting grassroots sport and physical activity. We have made no specific assessment of the relevance and effectiveness of NCS in meeting the needs of vulnerable young people in disadvantaged communities, but we do know that participants from vulnerable and minority groups are overrepresented on the programme. In 2018, 16% of participants were eligible for Free School Meals, 31% were from Black and Minority Ethnic backgrounds and 5% had Special Educational Needs* compared to 12%, 25% and 2% of the comparative population respectively.</p><p> </p><p>Work is ongoing to reach the most marginalised young people. The NCS Trust has established strong links with Local Authorities to support the hardest to reach young people in accessing the programme; provide specialist support during the programme; and help young people access opportunities after NCS.
