star this property answer text <p>Such actions would be concerning and potentially unlawful. The Equality Act 2010 provides that it is unlawful age discrimination for a service provider such as a car hire company to refuse, on age grounds, to lease a vehicle to an otherwise qualified person, unless the company can objectively justify its decision.</p><p>Where a company cannot, in those circumstances, show that their leasing policy is a proportionate means of achieving a legitimate aim, the affected person can bring a case to the County Court, or Sheriff’s Court in Scotland. The court can then determine whether the “objective justification test” has been satisfied, and may award costs and compensation where the individual wins their case. A range of guidance is available to service providers on their obligations and to service users on their rights, most notably on the Equality and Human Rights Commission’s website, but also through the Equality and Advisory and Support Service (EASS). star this property answer text <p>The UK strongly supports the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and it is committed to advancing women’s rights. We are committed to the CEDAW process and regularly engage with the UN and the Committee. Ministers consider a range of factors when deciding whether to nominate an independent candidate for election to an international body such as the CEDAW Committee, including the time and resources to mount a campaign, the potential benefits and the impact on other international elections. The Government will decide whether to nominate a candidate for the 2024 election closer to the time, taking these factors into account once again.</p> more like this

star this property answer text <p>The Government has frozen the business rates multiplier for 2022-23, which will support all ratepayers and is a tax cut worth £4.6 billion to businesses over the next 5 years.</p><p> </p><p>At Autumn Budget 2021, new business rates support for green technology was announced, worth around £170 million over the next five years. In addition, the Government is bringing forward the implementation of these measures by one year, starting from 1 April 2022. This will enable businesses to invest in energy efficiency and clean heat, and support the security of energy supply. Overall, this will save businesses an extra £35 million in 2022-23.</p> more like this

star this property answer text Where currency conversion is provided as part of a payment transaction, the Payment Services Regulations 2017 make requirements on UK payment service providers regarding disclosure of fees and charges to the payer, for example, the exchange rate used for a currency conversion transaction. Provisions under the Cross Border Payments Regulation, which continue to apply in the UK as part of retained EU law, also contribute to price transparency, with further requirements regarding how foreign exchange costs are communicated before a payment is made. The Government has no plans at this time to amend the requirements on firms, but keeps all policy under review.<p><strong> </strong></p>The Government recognises the importance of transparency of fees and charges in ensuring effective competition between payment service providers. These regulations, amongst other things, are intended to enable consumers to make informed decisions when making use of payment services including where currency conversion is offered as part of a payment transaction.

star this property answer text <p>The Department for Transport (DfT) is the owner of the land at Dover White Cliffs and bought the asset as a strategic and important site for the Government to establish functions that would ease pressure at the border. The Government is currently reviewing potential future use of the site. The initial cost of the land is currently confidential, pending the previous owner’s agreement that this can be released.</p><p> </p><p>The cost for developing the site was £18.3 million, with £6.4 million being spent on preparatory works by HMRC, and a further £11.9 million was spent by DfT towards site readiness before handing the site over to HMRC. These costs include £3.3 million being spent on the access to the site, which would have been incurred anyway in developing the fast-track road. Some of the costs such as site surveys, design, and materials, can be re-used by Government for the subsequent use of the land.</p><p> </p><p>The decision has been made to cease delivery of the Dover IBF following the end of staged customs controls in January 2022. The demand on the IBF’s has been lower than expected, and trade is flowing well into and out of GB, utilising the services HMRC and commercial operators offer.</p><p> </p><p>The revised forecasting shows a substantial reduction in demand which has resulted in an opportunity to review the current size of the IBF network and identify substantial savings to the public purse of up to £120 million by ceasing delivery of Dover IBF.</p>

star this property answer text <p>Truphone Limited are not currently subject to financial sanctions.</p><p> </p><p>Financial sanctions restrictions apply to any entity that is itself designated, or is owned or controlled directly or indirectly by a designated person. This includes where that person holds (directly or indirectly) more than 50% of the shares or voting rights in an entity, has the right (directly or indirectly) to appoint or remove a majority of the board of directors of the entity, or it is reasonable to expect that the person would be able to ensure the affairs of the entity are conducted in accordance with the person’s wishes.</p><p> </p><p>If any sanctioned individuals are due to receive funds as a result of the sale of a company which is not subject to financial sanctions restrictions, any funds they receive from a UK company or into a UK bank account will need to be frozen. A licence from the Office of Financial Sanctions Implementation (OFSI) in HM Treasury would then be needed for any onward movement of such funds, otherwise breaches of financial sanctions restrictions may occur. Any suspected breach of financial sanctions should be reported to OFSI.</p><p> </p><p>OFSI is the competent authority for implementing and enforcing the UK’s financial sanctions. The maintenance of national security is a cross-departmental effort and any activity to monitor and intervene in matters of national security may be undertaken by departments other than HMT.</p><p> </p>

star this property answer text <p>Offenders with a gambling addiction may be suitable for a Mental Health Treatment Requirement (MHTR) as part of a community or suspended sentence order where mental health has been identified as an underlying factor.</p><p>The MHTR clinical practitioner assessment would identify an individual’s vulnerability (for example gambling addiction) and this would determine the psychological interventions suitable for them. Due to the complexity of gambling addiction, different approaches are used to enhance therapeutic effectiveness.</p><p>HM Prison and Probation Service (HMPPS) is committed to increasing awareness of the hidden harms of addiction to gambling and helping to support those with a problem, at all stages of the criminal justice system. To this end, a needs analysis is planned so that we can better understand the size of the issue. The results will inform the development of an HMPPS national gambling strategy, designed to raise awareness of problem gambling and ensure that our probation officers have the confidence to help identify and signpost individuals into the most appropriate care.</p><p><br>I refer the noble Lord to the answer given to HL980 for a more detailed account of the work in hand to raise awareness and knowledge of problem gambling with prison staff, probation and the police.</p>

star this property answer text <p>The UK welcomes refugees and people in need of protection through its existing resettlement schemes. The government encourages eligible individuals to use established safe and legal pathways. These include the UK Resettlement Scheme, Community Sponsorship, Mandate Resettlement Scheme, the Afghanistan Citizens Resettlement Scheme and the Afghanistan Relocations and Assistance Policy.</p><p> </p><p>In addition to our refugee resettlement schemes, family reunion policy allows a spouse/partner and children under 18 of those granted protection in the UK to join them here if they formed part of the family unit before the sponsor fled their country.</p><p> </p><p>With worldwide displacement now standing at around 80 million people we cannot help everyone. We will, however, continue to maintain clear, well-defined safe, and legal routes for people who need protection. Access to the UK’s asylum system should be based on need, not on the ability to pay people smugglers.
