	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>The Cleve Hill Solar Park proposal is the subject of an application for development consent under the Planning Act 2008. The application is currently being examined by The Planning Inspectorate with members of the public and other interested parties able to take part in the Examination. The Planning Inspectorate has published an Examination Timetable on its web-site. The Examination will consider a range of issues including biodiversity and nature conservation.</p><p>The Examination will last for up to six months with completion scheduled for 29 November 2019. The Planning Inspectorate then has three months to produce its report and recommendations for my rt. hon. Friend the Secretary of State for Business, Energy and Industrial Strategy who has up to three months to consider them, and all relevant matters that are drawn to his attention, before determining whether consent should be granted or refused.</p><p>The Secretary of State’s role in the decision-making process is quasi-judicial, so it is not appropriate for him or his Ministers to comment on the merits or otherwise of the solar park proposal at this stage.</p> answering member printed Lord Henley question first answered 19/06/2019 16:40:58 answering member 2616 label Biography information for Lord Henley

We condemn the recent looting of the UN mission's West Darfur Headquarters and call for all to respect humanitarian principles. We have been consistent in public and in private that there must be accountability for the crimes committed by members of the former regime. The UK strongly supports the mission of the International Criminal Court; due legal process must be followed.</p><p>On 6 June, the Minister of State for Africa summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express our grave concerns at the use of all forms of violence, including sexual violence against civilians by the Sudanese authorities. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>We will continue to support a gradual, conditions-based review of the conditions for the exit of the UN/Africa Union hybrid peacekeeping mission in Darfur (UNAMID) and await the outcome of the UNAMID Strategic Review, which will take account of the current circumstances in Sudan.</p><p>Despite recent reports of violence in areas of Darfur since the removal of Bashir as President and the establishment of the Transitional Military Council, the security situation on the ground has evolved in much of Darfur, and therefore we supported the Security Council's decision in June 2018 to reconfigure UNAMID. However, we recognise that the security situation remains fragile. Our priority is to ensure that changes made to the Mission are sensible, with appropriate review points, and to make sure that a smaller, more flexible UNAMID is still able to fulfil the core components of its mandate.</p><p>At the UN Security Council, we have urged fellow Council members closely to monitor the impact of UNAMID's reconfiguration, and carefully consider whether the situation on the ground remains conducive to further changes. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>Research into Solar Radiation Management (SRM) technologies was commissioned by the Department of Energy and Climate Change and published in peer-reviewed scientific journals; references are given in our published position statement, attached.</p><p> </p><p>We did not commission further research because the next logical step was to do similar studies with different climate models run by institutions in other countries. This has been taken forward by the World Climate Research Programme’s Geoengineering Model Intercomparison Project (GeoMIP), which has served to coordinate SRM simulations across international modelling groups. Results from this project indicate that there are still large uncertainties in the effectiveness of SRM and its potential wider impacts on the environment. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>As a full EU Member State, the UK continues to participate in meetings and discussions regarding EU defence initiatives including Permanent Structured Cooperation (PESCO) and the European Defence Fund (EDF).</p><p> </p><p>The UK has not joined PESCO but recognises its potential to support increased defence investment in Europe and the development of capabilities that contribute to NATO. As a non-participating Member State the UK has no voting rights on PESCO matters, but we do contribute to discussions where appropriate. Any future UK participation in PESCO projects will be subject to the rules governing third country access that are still being negotiated by PESCO Participating Member States.</p><p> </p><p>The Political Declaration provides the option for the UK to participate in capability projects through the EDF, subject to conditions in Union Law. The UK has contributed to discussions about the draft EDF Regulations. While we have no means to verify its specific claims, many North Korean defectors have told consistent stories of having witnessed summary executions and extra-judicial killings, and have described this practice as widespread. We utterly condemn the use of summary executions.</p><p>We will continue to raise with North Korea our concerns over its arbitrary use of the death penalty and the wider human rights situation in the country, in international fora and through our Embassy in Pyongyang and the North Korean Embassy in London.
