We are ensuring better healthcare for refugees - particularly for vulnerable groups including children. The UK has worked with the international community on the humanitarian response plan (HRP) agreed with the international community in September 2017. My department has been working on preparedness measures for the monsoon and cyclone season in Bangladesh since December, working with several other agencies. DFID and Foreign Office officials have been in close contact with UN agencies monitoring humanitarian access.</p><p>The UK Government has repeatedly urged the Government of Burma to allow full unrestricted humanitarian access. The Secretary of State for Foreign &amp; Commonwealth Affairs Boris Johnson MP, the Minister of State Rory Stewart MP, the Parliamentary Under-Secretary of State Alok Sharma MP and the Minister of State for Foreign and Commonwealth Affairs Baroness Anelay have all raised the issue personally with Burmese ministers in recent meetings in Burma or London. DFID and Foreign Office officials have visited Northern Rakhine together with international counterparts and lobbied Burmese Ministers on this issue. The UK also discussed the issue at the UN Security Council on 17 November, where we raised our concerns about the lack of humanitarian access. However this is a changing situation and there is not yet access to the conflict areas for a needs assessment. We are working with others to establish a picture of what is happening, where people are and what shape they are in. The UK has long been one of the biggest contributors of humanitarian aid for the displaced population in both Burma and Bangladesh. DFID has already committed £5.9 million to meet the needs of displaced Rohingya and the host communities who support them in Bangladesh. This is reaching 55,188 people with a range of support including food, education and protection of the safety and dignity of the most vulnerable, including women and girls. A further £5 million is being made available to provide urgent assistance to newly arriving refugees with needs such as food, shelter, and water and sanitation. Within Rakhine State we have provided over £30 million in humanitarian assistance since 2012, including food and sanitation for over 126,000 people. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. We agree with the UN Refugee Agency that conditions for such repatriation do not yet exist in Rakhine State, Myanmar. We have pressed and continue to press the Government of Myanmar for full implementation of the Kofi Annan Rakhine Advisory Commission recommendations to create the conditions for the safe and voluntary returns of Rohingya refugees to Myanmar.</p><p> </p><p>A recent escalation of violence in Rakhine State between the Arakan Army, an ethnic Rakhine separatist group, and the Myanmar military is a further barrier to returns. An end to the fighting will be important to de-escalate tensions and create space for progress on the conditions for returns. The UK has recently announced further funding to the crisis, bringing our total commitment to the response in Bangladesh since August 2017 to £256 million, and making us the second largest donor to the 2019 international Joint Response Plan. Malnutrition rates in camps remain poor by international standards, with 8.6% of people suffering acute malnutrition according to the most recent survey. This is comparable to other areas in Burma. The Government of Bangladesh do not recognise Rohingya as refugees, making them more vulnerable and increasing their risk of exploitation.</p><p> </p><p>In Burma, the Rohingya people suffer from systematic discrimination and persecution, with freedom of movement and access to basic services restricted. This is for overall humanitarian assistance including, but not limited to, the camps. The UK’s bilateral humanitarian funding to Rakhine is £18 million since 2012 including needs identified in the UN humanitarian response plan. DFID visits displaced persons camps in Rakhine regularly and assesses the UN response plan and budget to be realistic. We are also the largest donors to a major $44m rural livelihoods programme in Rakhine. Addressing the political challenges is equally important and we are pushing for improved humanitarian access, greater protection and accountability and sustainable solutions to displacement, intercommunal relations and citizenship.</p><p> </p><p> </p><p>A range of donors including the UK, Australia, the European Commission and the US have committed approximately £19 million for 2014 – 2017 towards humanitarian activities for Rohingyas living in camps and host communities in Bangladesh.
