There are a number of ways that we are tackling these types of exploitation. The Modern Slavery Act 2015, gives law enforcement agencies the tools to tackle modern slavery, such as sex trafficking and domestic servitude, including maximum life sentences for perpetrators and enhanced protection for victims, including children.</p><p>Where children are found to be potential victims of human trafficking or modern slavery their safety and welfare are addressed as a priority. Local authorities are responsible for safeguarding and promoting the welfare of all children in their area, including child victims of modern slavery.</p><p>In addition to this statutory support, the Government has rolled out Independent Child Trafficking Guardians (ICTGs) who provide an additional source of advice and support for all potentially trafficked children, irrespective of nationality. As of May 2021, ICTGs are available in two thirds of all local authorities across England and Wales.</p><p>The Government has announced its intention to review the 2014 Modern Slavery Strategy to consider how we can strengthen our approach. This will include considering what further measures can be put in place to reduce the risks of modern slavery exploitation to children.</p><p>On 20 January the Government announced £40m of dedicated investment for 2021/22 to tackle drugs supply and county lines, doubling our investment from last year. 	answer	answer is ministerial correction date of answer 22/11/2022 answer text <p><del class="ministerial">This system will not introduce significant delays either for individuals entering the asylum system, or the asylum system as a whole.</del></p><p><del class="ministerial">In recent years we have made progress in prioritising older claims, high harm cases, those cases with extreme vulnerability, children and new flow cases following the introduction of the Nationality &amp; Borders Act, whilst those in receipt of support are a priority for caseworkers considering legacy cases.</del></p><p><del class="ministerial">The significant increase in dangerous journeys across the Channel is placing unprecedented strain on our asylum system and it has made it necessary to continue to use hotels to accommodate some asylum seekers. However, following careful consideration, and taking on board requests and feedback from key stakeholders, the implementation of Section 43 has been delayed until Spring 2023.</p><p>The additional time before commencement and implementation will allow industries to fully prepare for any changes they need to make to ensure full compliance with the UK immigration system, should they wish to bring in foreign national workers to work in UK waters. Fishermen can currently use the Skilled Worker route, eligible jobs include share fishermen, trawler skippers, fish processors, and deckhands on large fishing vessels (9m+). The panel and committee feature members from across the legal community, including Citizens Advice.</p><p>Each year the Attorney and I take part in National Pro Bono week. We attend and support pro bono events across the country, to encourage the excellent work being done by the pro bono community. We regularly assess how we can enhance our ability to make a positive difference, including in the context of the increased risks posed by the Covid-19 outbreak.</p><p>In July 2019, the UK set out its ongoing dedication to support and protect human right defenders in the document &quot;UK Support for Human Rights Defenders&quot;. The publication makes clear that our diplomatic network will work with and alongside Non Governmental Organisation representatives and human rights defenders to address the challenges they face. This includes human rights defenders who are detained, on trial or imprisoned.</p><p>On 4 June 2020, the UK joined human rights Ambassadors from six other European nations to issue a statement highlighting the importance of ensuring a safe enabling environment for human rights defenders. The Government is taking significant steps to assist small businesses to recover late payment debts.</del></p><p><del class="ministerial">Through the Enterprise Bill, currently before Parliament, we will legislate to establish a Small Business Commissioner to help small business resolve disputes with large companies, tackling, in particular, late payment. The Commissioner will act as a disincentive to unfavourable payment practices, and build the confidence and capabilities of small businesses to help them to assert themselves in contractual disputes and negotiate more effectively with larger businesses.</del></p><p><del class="ministerial">This is part of a package of measures to tackle late payment. We have also legislated for new transparency measures in the public and private sectors. This will allow full public scrutiny of payment performance.</del></p><p><del class="ministerial">We have also strengthened the Prompt Payment Code to ensure it is a recognised and demonstrated beacon of best practice, and we recently consulted on proposals to give representative bodies wider powers to challenge grossly unfair payment practices.</del></p><p><del class="ministerial">Government promotes fair payment practices in construction through legislation (the &quot;Construction Act&quot;), the use of public procurement (promoting prompt payment to Tier 3 and the use of Project Bank Accounts), and by working with the industry through voluntary measures (such as the Prompt Payment Code and the Construction Leadership Council's Payment Charter).</del></p><p><del class="ministerial">The Payment Charter includes a commitment of zero retentions by 2025. To support this work, the Government recently announced a review of the practice of cash retentions under construction contracts.</del></p><p><del class="ministerial">Tackling late payment is about creating a responsible payment culture where larger companies recognise the benefit of having a sustainable and robust supply chain, and smaller businesses feel able to challenge poor behaviour. Once implemented, the Government is confident that these measures will lead to significant changes in the UK's payment culture.</del></p><br /><p><ins class="ministerial">Opportunities in painting and decorating will be created through the steps Government is taking to increase demand in the construction industry, including its support for housebuilding in England.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">Last week the Chancellor announced that the public housing budget for England is to double to over £2 billion per year, and the Housing Bill sets out plans to build 1 million homes in England by 2020.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">To deliver Government ambitions for construction it is vital to attract new people to the industry. The government is committed to significantly increasing the quantity and quality of all apprenticeships in England to 3 million starts by 2020; the construction industry will have a significant part to play in achieving this target.</ins></p><p><ins class="ministerial">However, skills policy (including apprenticeships policy) is a devolved matter and, in Northern Ireland (NI), is the responsibility of the Department of Employment and Learning.</ins></p><p><ins class="ministerial">The Minister of Employment and Learning, Dr Stephen Farry, published <em>Securing our Success, </em>a new NI Strategy on Apprenticeships in June 2014. This Strategy aims to reform the system of apprenticeships in NI, introducing them in a much broader range of occupational areas and establishing them as an attractive route to gaining higher level qualifications including at degree level and above.</ins></p><p><ins class="ministerial">The Construction Skills Network Report for NI suggests that there will be an annual recruitment requirement of 100 painters and decorators over the next five years, within a total requirement of 1,490 construction trades each year.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">The Construction Industry Training Board NI has a role to encourage the adequate training of those employed or intending to be employed in the construction industry and to improve the skills and productivity of the sector. To work, it must be given effect in a pragmatic, practical and proportionate way. That is how we ensure it can meet its core purposes: to uphold the Belfast/Good Friday Agreement in all its dimensions, safeguard Northern Ireland’s integral place in the United Kingdom, and prevent a hard border on the island of Ireland.</p><p> </p><p>This has been the basis on which the UK Government has continued to give effect to its obligations under the Protocol, conscious of the need to minimise its impact on everyday lives in Northern Ireland - as the Protocol itself sets out.</p><p> </p><p>There have been difficulties in the operation of the Protocol, and we are working through the structures of the Withdrawal Agreement to seek to resolve these. <ins class="ministerial">The UK and EU were able to use the Ireland/Northern Ireland Specialised Committee on 26 March to take stock of outstanding issues. The Department for Education has provided over £2.7 million of funding to The Children’s Society and Carers Trust over four years between 2011 and 2015 to work with local authorities and voluntary and community organisations. This has helped to promote ‘whole family’ approaches to supporting young carers and identify and share existing good practice.</p><p> </p><p> </p><p> </p><p>We have also made significant changes to the law relating to young carers that will take effect from April 2015. Section 96 of the Children and Families Act 2014 delivers four things: it consolidates and simplifies the legislation relating to young carers’ assessments, making rights and duties clearer to both young people and practitioners; it extends the right to an assessment of needs for support to all young carers under the age of 18 regardless of who they care for, what type of care they provide or how often they provide it; it makes it clear to local authorities that they must carry out an assessment of a young carer’s needs for support on request or when the need becomes apparent; and it provides the appropriate links between children’s and adults’ legislation to enable local authorities to align the assessment of a young carer with an assessment of the person they care for.</p><p> </p><p> </p><p> </p><p>These changes will work with provisions in the Care Act that also support the combining of children’s and adults’ assessments, and the draft guidance on a whole family approach to assessing and supporting adults. Together they will provide a clear legislative framework that will support local authorities to consider the needs of the whole family, deliver coordinated packages of support and protect children and young people from excessive or inappropriate caring roles.</p><p> </p><p> </p><p> </p><p>The legislative changes outlined above only affect young carers in England. The UK has trained more than 6,000 Kurdish Peshmerga in infantry fighting skills, gifted 1,000 Vallon counter-IED detectors, provided more than 50 tonnes of non-lethal support, 40 heavy machine guns, nearly half a million rounds of ammunition and £600,000 worth of military equipment. We have also delivered over 300 tonnes of weapons and ammunition on behalf of other Coalition nations. Rapid diagnostic centres (RDCs) have two models: for specific symptoms, which will include most women with suspected breast cancer; and for non-specific symptoms. Such offenders <br>are monitored and managed by the police under the Multi-Agency Public <br>Protection Arrangements (MAPPA). Monitoring the whereabouts of these <br>individuals is an operational matter for the police and a range of checks and <br>legislative measures, including civil preventative orders, are available so the <br>police know where these offenders are and can manage them effectively.<br><br>We work closely with the police to continually monitor the system of <br>notification requirements and civil orders in order to ensure officers have the <br>powers they need to protect the public.<br><br>This Government has strengthened the system for monitoring sex offenders. In <br>2012, we extended the notification requirements, and on 8 March 2015, we <br>replaced the previous powers used by police to protect the public from sexual <br>harm with two new orders: the sexual harm prevention order and the sexual risk <br>order. The grounds upon which these orders can be made are now wider, and for <br>the sexual harm prevention order, the threshold applied to protect people from <br>harm has been lowered. The forecast was last revised at Spring Statement 2022, with the latest estimated overall Exchequer yield of £3.4 billion for the entire package, which includes the Loan Charge.</p><p> </p><p>In September 2019, the Government commissioned an Independent Review into the Loan Charge, led by Lord Morse. The Government accepted 19 of the 20 recommendations made by the review. Changes to the Loan Charge were estimated to reduce the forecast yield by £745 million at Budget 2020.</p><p> </p><p>HMRC will go to the employer to settle the tax due or collect the Loan Charge in the first instance. Approximately 80 per cent of the £3.3 billion HMRC brought into charge through DR settlements between Budget 2016 and the end of March 2021 was from employers.</p><p> </p><p>However, HMRC will consider other options to collect the tax where collection from the employer is not possible, such as when the employer no longer exists or is based offshore.</p><p> </p><p>Following Lord Morse’s Independent Loan Charge Review in 2019, HMRC established the DR Repayment Scheme 2020 to repay voluntary payments that taxpayers had agreed to make as part of settlements concluded before changes were made to the scope of the Loan Charge. Individuals and employers had until 30 September 2021 to apply to HMRC for a refund or waiver.</p><p> </p><p>HMRC repays amounts that were paid in DR scheme settlements, and/or waives amounts of instalments due that have not yet been paid if certain conditions are met.</p><p> </p><p>As of 3 June 2022, HMRC had processed approximately <del class="ministerial">1900</del> <ins class="ministerial">2100</ins> applications, of which approximately 1300 had received either a repayment, a waiver, or both. Under the Offender Rehabilitation Act 2014 we extended supervision on licence to approximately 40,000 offenders each year who are released from short custodial sentences who did not previously receive statutory support from probation after release. Providing supervision and support to this group of offenders – which includes some of the most prolific individuals, who are often leading chaotic lives – is the right thing to do if we are to reduce reoffending.</p><p> </p><p>In cases where an offender has been convicted of a sexual or violence offence, the court may impose an indeterminate sentence or, where an offender is considered “dangerous”, an extended determinate sentence. Indeterminate sentenced prisoners are released on licence at the discretion of the Parole Board, whilst some extended sentenced prisoners may also be released at the Board’s discretion. The Parole Board may only direct the release of an offender if satisfied they do not pose a risk to the safety of the public.</p><p> </p><p>Offenders on licence must comply with a strict set of conditions. If any offender breaches their licence conditions, they are liable to be recalled immediately to prison. Fuel theft is a concern and reports are being mapped and monitored through this Partnership to provide insights on the scale of these thefts and potential preventative measures.</p><p>Fuel users storing fuel in tanks or in vehicles and machinery on their site(s) should continue to take steps to ensure this is stored securely. 	answer	answer is ministerial correction date of answer 08/04/2014 answer text <p>Alabama Rot is the name commonly being given to the newly emerged condition in dogs, known by its clinical and pathological description as ‘Cutaneous and renal glomerular vasculopathy'. Whilst this new condition, which appears seasonally, seems very similar to Alabama Rot, we do not know that they have the same cause.</p><p /> <p> </p><p /> <p>Investigation into this condition is being led by vets at a referral small animal veterinary practice and at the world renowned research organisation, the Animal Health Trust. These vets have expertise specifically in small animal medical cases. As such the veterinary practice, Anderson Moore, is best placed to update on the number of confirmed and suspect cases. The practice informed Animal Health Veterinary Laboratories Agency on the 27<sup>th</sup> March that 14 cases have been confirmed between December 2013 and March 2014.
