	answer	answer is ministerial correction date of answer 08/02/2018 answer text <p>In England, Local Authorities are responsible for enforcing the Welfare of Animals (Transport) (England) Order 2006 (WATEO). Local Authorities will take prosecution action when serious welfare issues relating to the transport of live animals have been identified.</p><p> </p><p>As action is taken by individual Local Authorities, we do not hold specific data as to whether the action was taken against a transporter exporting live animals.</p><p> </p><p>We do have data on the number of successful convictions in England and Wales made under WATEO and the equivalent legislation in Wales each year, which is published in the “Return of expenditure incurred and prosecutions taken under the Animal Health Act 1981 and incidences of disease in imported animals” presented each year to Parliament. 	answer	answer is ministerial correction date of answer 16/01/2018 answer text <p>Where it appears to a local authority that a vehicle in its area is abandoned, it has a duty to remove the vehicle, unless (in the case of vehicles not on a carriageway) the cost of moving the vehicle to the nearest carriageway would be unreasonably high. There is no statutory definition of ‘abandoned’, and it is for councils to determine whether any particular vehicle has been abandoned.</p><p>There is no statutory time frame for responding to reports of abandoned vehicles. Where a vehicle is abandoned on land that is ‘occupied’, the local authority must give the occupier 15 days’ notice that it proposes to remove the vehicle. The local authority is not entitled to remove the vehicle if the occupier objects to the proposal within that period. The maximum penalty on indictment for fly-tipping is imprisonment of up to five years or a potentially unlimited fine. It is for local authorities to use the full range of powers available to them and ensure they prioritise resources to tackling this issue.</p><p> </p><p>We worked with the Sentencing Council to strengthen Guidelines for environmental offences in 2014.
