answer text <p>Agro ecological approaches have an important role to play in specific contexts, including in Africa, but DFID does not prescribe technical approaches centrally. The best approaches for interventions are identified in consideration of the specific context of implementation. DFID is supporting a wide range of programmes with agro-ecological components, from soil and water conservation and land use management to climate resilience and conservation agriculture. On the research front, DFID supports the Climate Change, Agriculture and Food Security research programme as well as the Sustainable Agricultural Intensification Research and Learning in Africa. The Adaptation for Smallholder Agriculture Programme supports farmers to adapt agricultural systems to be climate resilient. answer text <p>DFID is providing £80million over five years to address the causes of conflicts in Eastern DRC, Rwanda’s £64m budget is building stability and prosperity for all. DFID also works closely with FCO to deliver the £1.1million Security and Stability Fund (CSSF) in the Great Lakes. answer text <p>UK support to the African Union Gender, Peace and Security Programme (GPSP) comes from the Foreign &amp; Commonwealth Office (FCO), which has funded the programme since financial year 2014/15. GPSP has delivered a number of high-impact outcomes, including the Preventing Sexual Violence in Conflict Initiative (PSVI). To date the GPSP has: established and supported the role of Special Envoy for Women, Peace and Security within the AU, raising the political profile of Gender across the continent; deployed a team of sexual violence experts to the Central African Republic to help care for victims of Sexual Exploitation and Abuse; supported the formulation of the Gender Mainstreaming action plan for AMISOM, the African Union’s peacekeeping operation in Somalia; funded a conduct and discipline officer to work with the AU Peace Support Operations Department in embedding gender into all agreements between the AU and Troop Contributing Countries; and supported the African Union in responding to allegations of Sexual Exploitation and Abuse in Somalia by delivering initiatives such as a helpline for victims.</p>

answer text <p>There has been a marked improvement in the debt position of many African countries over the last 15 years as a result of the Heavily Indebted Poor Countries (HIPC) initiative and the Multilateral Debt Relief Initiative (MDRI), both of which were established following strong UK leadership. Many countries have borrowed prudently over recent years and do not raise concerns about debt sustainability. But some countries’ debt levels are rising at an unsustainable rate.</p><p> </p><p> </p><p>I welcome the recent change in the IMF’s debt limit policy to take account of all public external debt in its setting of debt limits for countries which are at risk of unsustainable debt. I also welcome the review of the way the IMF analyses debt sustainability for consideration by the IMF Board early next year. In addition to this, recent discussions at the Paris Forum, G20 and at the third Conference on Financing for Development (FFD) in Addis Ababa are important in recognising the vital role of both lenders and borrowers acting responsibly to promote debt sustainability.</p>

answer text <p>The Start Up! Initiative was an idea worked up by DFID staff to improve the provision of financing and capacity building activities for early-stage firms in sub-Saharan Africa. Last year a decision was taken by the Department not to take the programme forward to implementation as a multi-country initiative. However, although the multi-country programme is not going ahead, the DFID country offices in Kenya and Ghana continue to work on providing direct support to entrepreneurs, particularly in the agribusiness and clean energy sectors.</p><p> </p><p> </p><p>In Ghana, DFID is supporting a programme to equip micro and small enterprises with the necessary skills and resources to improve their business plans and internal operations. The programme provides grant funding, mentoring and business development services to 500 of the most promising firms. In Kenya, DFID has helped to launch the Kenya Climate Innovation Centre (KCIC) to support the development of innovative ‘clean-tech’ businesses and technologies. The KCIC provides technologists, entrepreneurs and new ventures with technical assistance for capacity building and access to early-stage financing to overcome market barriers, with the aim of rapidly scaling and deploying innovative products and services.</p>

answer text <p>Helping young people in Africa to find a decent job is an important component of DFID’s work for promoting economic growth and private sector development.</p><p> </p><p>In Ghana, the Enhancing Growth in New Enterprises (ENGINE) programme is supporting over 200 small and medium businesses, the majority of which are owned by entrepreneurs under 35 years old. Other programmes including the enterprise development programme, the Western Regional Coastal Foundation (WRCF) and the Campaign for Female Education (CAMFED), are also contributing to youth employment.</p><p> </p><p>In Kenya, 8000 young people will benefit from new skills under the £5m Mombasa County Youth Employment programme.</p><p> </p><p>In South Africa, though our bilateral programme has now closed, by 2014, DFID contributed to 112,327 jobs being created or saved, through: support to the Community Work Programme; youth employment schemes; a training scheme for workers at risk of redundancy; and measures to help firms become more competitive.</p><p> </p><p> </p><p>Details of the programmes can be found on DevTracker.</p>
