The final Local Government Finance Settlement for 2023/24 was published on 6 February 2023, and includes details of all grant funding available to all English local authorities to support adult social care and discharge, including Havering Council.</p><p>The department does not hold data on funding provided at constituency level. Alongside additional funding, from April, the Care Quality Commission will begin to assess all local authorities’ delivery of their adult social care duties. We are also making available £500 million to support safe and timely discharges from hospital. The funding has been split between local authorities and National Health Service integrated care boards (ICBs). All the funding will be pooled through the Better Care Fund, with local authorities and ICBs jointly planning how it should be spent.</p><p>On 9 January 2023, the Government announced £200 million in new funding for the NHS to buy thousands of extra beds in care homes and other settings to help discharge more patients who are fit to leave hospital and free up hospital beds for those who need them. The level of the minimum income guarantee is reviewed on an annual basis and it was increased on 6 April 2022 in line with inflation. The revised rates are set out in The Care and Support (Charging and Assessment of Resources) (Amendment) Regulations 2022.</p><p>From October 2023, the Government is introducing a cap on care costs and more generous means testing limits to allow more people to receive financial support with the cost of their care. The £86,000 cap on personal care costs is universal, regardless of an individual’s age, region or wealth. 	answer	answer is ministerial correction date of answer 27/04/2022 answer text <p>Supporting hospital flow and reducing delayed discharges requires a whole system approach across the National Health Service, adult social care, housing, the voluntary sector and others. Hospital discharge services are therefore supported by staff across a range of health and social care professions in England and in York.</p><p>We have committed at least £500 million to develop the social care workforce, including for training places and for initiatives to improve wellbeing. We are also promoting adult social care careers through national recruitment campaigns, such as ‘Made with Care’ which ran between November 2021 and 31 March 2022. A further campaign for 2022/23 is in development. We are also working with the Department of Work and Pensions to promote adult social care careers to jobseekers. Care workers have been made eligible for the Health and Care Visa and added to the Shortage Occupation List to allow social care employers to recruit eligible workers from overseas.</p><p>In winter 2021/22, we made £462.5 million available to local authorities to increase workforce capacity via the Workforce Recruitment and Retention Funds, including £1,410,240 allocated to York.
