Reducing plastic and non-recyclable waste on public transport is predominantly a matter for transport operators. However, the Department for Transport (DfT) encourages improvements. For example, DfT sets targets in rail franchise agreements for operators to reduce waste to landfill and to increase the proportion of waste that is recycled.</p><p> </p><p>Network Rail (NR) has installed drinking facilities in nine stations to reduce plastic waste and plans to introduce facilities to all other NR-managed stations. As the NAO report, published on the 2 May 2019 makes clear, the transaction was managed and executed professionally and, based on the price paid for the portfolio, the sale represented value for money.</p><p> </p><p>Network Rail has preserved in full its ability to prevent occupational tenants from damaging or endangering the railway or its operations, to inspect and carry out works required for the repair and renewal of railway infrastructure, and to take back assets as required to deliver railway-related projects. The leasehold structure of the sale was necessary to protect these rights. 	answer	answer is ministerial correction date of answer 12/06/2019 answer text <p>As stated in the Government’s response to the Transport Select Committee report on the Thameslink rolling stock procurement, bidders for Crossrail rolling stock were required to establish an appropriate local presence to manage the delivery of the contract and to specify from where each element of the contract will be sourced. The Crossrail contract was subsequently awarded to Bombardier Transportation based in Derby.</p><p> </p><p>The procurement of the new HS2 Phase One fleet is being undertaken by HS2 Ltd in accordance with the Utilities Contract Regulations 2016. The regulations require all tenderers be treated equally on a non-discriminatory basis. This means that HS2 cannot mandate that the design and manufacture of the new fleet should be undertaken in the UK. All parties invited to tender are required to make clear in their proposals how the manufacture and maintenance of the rolling stock will add value to the UK economy.</p><p> </p><p>The Government welcomes the investment in the UK through the awarding of rolling stock contracts to UK based manufacturers. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>Omitting scheduled station stops (‘skip-stopping’) is used in exceptional circumstances where there is disruption to restore the service to schedule for the peaks as quickly as possible.</p><p> </p><p>We expect the operator to make the correct operational decisions which balance the needs of passengers who are inconvenienced by taking stops out of service against the wider advantage to passengers of getting services back on schedule as soon as possible. Operators are expected to communicate this to passengers in good time where possible, and to provide affected passengers with advice on the alternative options to complete their journey.</p><p> </p><p>Officials meet regularly with GTR to discuss performance and the operator has confirmed that it tries to protect stations like Arlesey where there are no alternative modes of transport.
