During the pandemic, we have worked closely with local authorities and the sector to offer vulnerable people safe accommodation and support. That work is ongoing and in September we had successfully supported over 29,000 people, with over 10,000 in emergency accommodation and nearly 19,000 provided with settled accommodation or move on support. This work was supported by the £4.8 billion that Government has given to local authorities to respond to the challenges of COVID-19, which includes their work on rough sleeping.</p><p>Additionally, we launched the £266 million Next Steps Accommodation Programme (NSAP). This makes available the financial resources needed to support local authorities and their partners to prevent these people from returning to the streets. The NSAP is made up of two parts, the first part which funds immediate support to ensure people and the rest to bring forward long-term accommodation and move-on support.</p><p>On 17 September we announced local authority allocations for the short-term funding aspect of the Next Steps Accommodation Programme. £91.5 million was allocated to 274 councils in England to help vulnerable people housed during the pandemic.</p><p>Applications are now being considered for the rest of the fund which is intended to provide over 3,300 additional supported homes this year for those sleeping rough or currently housed in emergency accommodation. The bidding has now closed and details on successful bids will be announced in due course. This is part of broader support to provide 6,000 such homes over four years.</p><p>Finally, on 13 October, the Government announced additional support for rough sleepers this winter, giving local areas the tools they need to protect people from life-threatening cold weather and the risks posed by COVID-19.</p><p>This additional support builds on the existing package of support and funding, and includes: a new £10 million Cold Weather Fund for local areas to bring forward self-contained and COVID-secure accommodation; a new £2 million Transformation Fund for the faith, communities and voluntary sector to move away from their traditional communal models; and comprehensive guidance to the sector, produced with Public Health England and Homeless Link, to help them open shelters more safely, as a last resort and where not doing so would endanger lives.</p> answering member constituency Rochester and Strood answering member printed Kelly Tolhurst question first answered 19/10/2020 13:19:56 answering member 4487 label Biography information for Kelly Tolhurst

	answer	answer is ministerial correction date of answer 25/11/2020 answer text <p>As we move into the winter months, we recognise the upcoming challenges that local authorities are facing as a result of the pandemic.</p><p>The ‘Protect Programme’, the next step in the ongoing targeted support to protect some of the most vulnerable people in our communities from COVID-19, was announced by the Prime Minister on Thursday 5 November.</p><p>This scheme will provide a further £15 million to support the ongoing efforts to provide accommodation for rough sleepers during the pandemic. 	answer	answer is ministerial correction date of answer 12/10/2020 answer text <p>The Government has introduced the Job Support Scheme as part of a wider package to protect incomes and has injected over £9 billion into the welfare system, which will support people with housing costs.</p><p>This includes increasing the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that they are set at the 30 <sup>th</sup> percentile of market rents. £180 million of Discretionary Housing Payments are available for those who require additional support, and local authorities continue to provide their statutory homelessness duties.</p><p>Legislation has also been introduced requiring landlords to give tenants 6 months’ notice before they can progress eviction cases to court, except in the most serious circumstances. We all need to work together to break the homelessness cycle and we are committed to drawing on as much expertise and experience as we can. Many of the projects we fund involve joint working with voluntary organisations as delivery partners, and in response to Covid-19 we have worked in partnership with the voluntary sector and faith and community groups.</p><p>MHCLG announced £6 million of emergency funding to provide relief for frontline homelessness charitable organisations who are directly affected by the Covid-19 outbreak. This is part of a £750 million package of government support for UK charities who may have been impacted by the pandemic. This Covid-19 Homelessness Response Fund was delivered by Homeless Link and applications closed on Wednesday 27 May.</p><p>Following a successful bidding process, over 130 charities across England benefitted from the £6 million emergency Fund. This includes a leadership programme for leaders and managers of single homelessness services; the provision of practical support for frontline workers; maintaining the Homeless England database; and a research programme.</li><li>The National Homelessness Advice Service (NHAS), which is run by Shelter, is funded by MHCLG to provide free training and expert advice to local authority and public authority staff including those with a duty to refer. For 2020/21 the Department has committed £1.95 million of grant funding to NHAS to ensure that frontline staff have the right skills and legal knowledge effectively to support individuals at risk of homelessness or rough sleeping.</li><li>MHCLG has funded StreetLink, a service run by Homeless Link and St Mungo’s, since its inception in 2012.</li><li>In 2020/21 MHCLG provided £200,000 of grant funding to Housing Justice. The Law Commission reports on the enfranchisement process, commonhold and Right to Manage were published in July, following their January report on valuation. PHE were closely involved in the production of the Operating Principles and offered advice as part of our Night Shelter Working Group. .</p><p>The Operating Principles are part of a wider package.
