unstar this property answer text <p>The process to become an academy is school led, with schools’ Local Governing Bodies taking the initiative to apply to their Regional School Commissioners’ office on whether to join an existing academy trust, or form one with partner schools. The only exception to this, where the department takes a leading role, is where a school is judged as ‘inadequate’ by Ofsted, as the law requires the Secretary of State to make an order enabling the school to become an academy.</p><p> </p><p>The department aims to ensure that all schools considering becoming academies are able to join strong academy trusts, and this has historically been supported through trust capacity funding. Ultimately, our ambition is for every school that wants to, to benefit from the autonomy and freedom to innovate that academy status offers, and for schools to collaborate through strong academy trusts.</p> more like this

unstar this property answer text <p>Schools and colleges are responsible for staff appointments, discipline, and dismissals. Where a relevant employer, as defined in section 141D(4) of the Education Act 2002, has ceased to use the services of a person who was employed or engaged to carry out teaching work at an institution listed in section 141A Education Act 2002, because of serious misconduct or because they may have ceased to use their services had the person not resigned, the employer has a duty to consider making a referral to the Secretary of State. The Teaching Regulation Agency acts on the Secretary of State’s behalf to consider referrals received and to decide whether to make an order that will prohibit the teacher concerned from carrying out teaching work in the future.</p><p>For the purposes of this duty, the definition of teaching work is set out in section 141A of the Education Act 2002 and regulation 3 of The Teachers’ Disciplinary (England) Regulations 2012.</p> more like this

unstar this property answer text <p>There is no place in our society, including within higher education (HE) for hatred or any form of harassment, discrimination or racism.</p><p> </p><p>The government is working closely with the Universities UK (UUK) and the Office for Students (OfS) to support work to address racism and other forms of harassment in HE, including implementation of UUK’s Sexual Violence and Harassment Taskforce’s recommendations.</p><p> </p><p>Ministers and officials in the department meet regularly with the OfS, stakeholders and representative bodies about a range of student experience issues including racism, hate crime and harassment in HE. This includes specific quarterly meetings with the OfS to discuss how to tackle harassment and hate crime, including racism within the sector.</p><p> </p><p>In its ministerial guidance, the government has asked the OfS to support this work and to make campuses places of tolerance for all students, and over £2 million has been invested in projects addressing hatred and harassment in HE.</p><p>The government will continue to work closely with the OfS to prioritise tackling of all forms of harassment and hate crime in higher education.</p><p> </p>

unstar this property answer text <p>We are determined to give every child, regardless of their background, the very best start in life. Free school meals are key to this and we want all parents whose children are entitled to them to apply for them. The continuing provision of free school meals to children from out of work families or those on low incomes is of the utmost importance to this government. We want to make sure as many eligible pupils as possible are claiming their free school meals, and to make it as simple as possible for schools and local authorities to determine eligibility.</p><p>To support this, we provide an Eligibility Checking System to make the checking process as quick and straightforward as possible for schools and local authorities. We have developed a model registration form to help schools encourage parents to sign up for free school meals. We also provide guidance to Jobcentre Plus advisers so that they can make Universal Credit recipients aware that they may also be entitled to wider benefits, including free school meals.</p><p>We understand there are some concerns that schools could be missing out on valuable pupil premium funding due to under registration for free school meals. However, school census data shows that the introduction of Universal Infant Free School Meals has not adversely affected infant registration rates.</p>

unstar this property answer text <p>The Government wants children to be able to attend a school of their parents’ choice wherever possible. No school uniform should leave pupils or their families feeling unable to apply to, or attend, a school of their choice.</p><p>The Department publishes guidance to help schools understand how the Equality Act affects them and how to fulfil their duties under the Act. This includes a duty on schools not to discriminate unlawfully due to the protected characteristics of sex and gender reassignment. As part of the government’s LGBT Action Plan, the Department has committed to updating this guidance and this will be published in due course. The LGBT Action Plan also contains a commitment that Government Equalities Office will work with the Equality and Human Rights Commission to publish comprehensive guidance for schools on how to support transgender pupils. The Equality Act guidance is available here: <a href="https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools" target="_blank">https://www.gov.uk/government/publications/equality-act-2010-advice-for-schools</a>.</p><p>The Department already publishes guidance for schools on setting school uniform policies. The guidance sets out that a school should ensure that its school uniform policy is fair and reasonable for all its students and that policies should be flexible enough to accommodate the different needs of pupils.</p><p>In making decisions about its school uniform policy, and all other school policies, a school must have regard to its obligations under the Human Rights Act 1998, the Equality Act 2010 and the Public Sector Equality Duty. The statutory guidance is clear that at the secondary level, RSE includes teaching about sexually transmitted infections, including HIV/AIDs. Teaching should also include HIV prevention and the importance of testing, as well as how and where to access advice and treatment.</p><p> </p><p>Schools are free to decide which resources to use and the Department entrusts headteachers with responsibility for making those decisions. The guidance is clear that schools should draw on medically accurate information and set this in the broader context of the subjects.</p><p> </p><p>The Department is committed to supporting schools to teach the new subjects to a high standard. The Department will continue to work with subject experts to ensure that schools are supported in improving their practice, focusing on an implementation guide, support for training needs and materials.</p><p> </p><p>The Department has announced a budget of £6 million in the 2019-20 financial year to develop this programme of support for schools. Funding beyond 2019-20 is a matter for the forthcoming Spending Review.</p>

unstar this property answer text <p>The Department welcomes the National Literacy Trust’s research on reading in both print and digital forms.</p><p>The Department wants children to develop the habit of reading widely and often, for both pleasure and information, whatever the format. Research suggests that reading for pleasure is more important for children’s educational development than their parents’ level of education.</p><p>There is sound evidence that systematic synthetic phonics is a highly effective method of teaching reading to children. Phonics performance is improving: in 2018, there were 163,000 more 6-year-olds on track to become fluent readers compared to 2012. This represented 82% of pupils meeting the expected standard in the phonics screening check, compared to just 58% when the check was introduced in 2012.</p><p>Building on the success of our phonics partnerships and phonics roadshows programmes, in 2018, the Department launched a £26.3 million English Hubs Programme. Hub schools are taking a leading role in improving the teaching of early reading through systematic synthetic phonics, early language development, and reading for pleasure. The Department has appointed 34 primary schools across England as English Hubs.</p>

This statistical release confirms the number of providers that have registered with Ofsted (joiners) and the number that have left (leavers) in the relevant period. unstar this property answer text <p>In 2018, we announced a programme of work to explore ways of supporting disadvantaged families during school holidays.</p><p>We received 94 applications for funding from organisations across the country for a share of £2 million. Following a 2-stage competitive bid assessment process, we awarded funding to the 7 highest scoring organisations: Feeding Britain, Family Action, Street Games UK, On Side Youth Zones, Children North East, Birmingham Holiday Kitchen and TLG. The 87 unsuccessful organisations were notified and offered feedback on their application.</p><p>Building on the 2018 programme we quadrupled funding and strengthened the programme to encourage co-ordination in local communities so that even more disadvantaged children can benefit.</p><p>Applications were invited from organisations to act as a coordinator in a specific local authority area. We received 92 applications and selected 11 for funding, including at least one in each of the 9 English regions. As with 2018, unsuccessful bidders were all notified and feedback was offered.</p><p>The purpose of this programme is to allow us to gather more evidence about the scale of the issue, the most effective ways of tackling it, and the costs and burdens associated with doing so. As a result, we will be able to make an evidence-based decision about whether and how we should intervene in the longer term.</p>

We awarded £2 million to 7 organisations, working in some of the most disadvantaged areas in the country, for the 2018 summer holidays.</p><p>We more than quadrupled this funding to £9 million for 2019. unstar this property answer text <p>Following an assessment, the Department has found no evidence to demonstrate that entries to the design and technology (D&amp;T) GCSE have fallen as a direct consequence of an increase in students taking the English Baccalaureate (EBacc). The gradual decline in the proportion of pupils entered for D&amp;T GCSE started in 2001, when the subject became non-compulsory at Key Stage 4. The EBacc was first introduced in 2010.</p><p> </p><p>The EBacc encourages young people to take core academic subjects, keeping their options open for further study and future careers. The Department is clear that it should be studied alongside other subjects, such as D&amp;T, and it has been designed to allow pupils to do this.</p><p> </p><p>The Department has reformed D&amp;T GCSE so that it has a greater emphasis on the iterative design process, something that subject experts advise is at the core of contemporary industry practice. It also includes more on the technical knowledge required, including cutting edge technology and processes. These structural changes make it more accessible to pupils and easier for teachers to deliver whilst maintaining the rigour and challenge the Department expects of a GCSE subject. It will take time for the new GCSE to embed given the significant changes. The Department continues to attract more graduates into teaching and have increased the bursary offered for most D&amp;T teacher trainees through the introduction of a £12,000 bursary for trainees with a 2:2 or higher. Previously those with a 2:1 received £9,000 and those with a 2:2 received no bursary.</p>

unstar this property answer text <p>The government takes all forms of hate crime extremely seriously. There is no place in our society - including within higher education – for hatred or for any form of harassment, discrimination or racism.</p><p> </p><p>The government is working closely with Universities UK (UUK) and the Office for Students (OfS) to support work to address racism and other forms of harassment in higher education, including the implementation of UUK’s Taskforce recommendations. The government has also tasked the OfS to support this work, and over £2 million has been invested in projects tackling hatred and harassment.</p><p> </p><p>The department regularly meets stakeholders and representative bodies about student experience issues including racism, hate crime and harassment. Officials hold quarterly meetings with the OfS and UUK to discuss how to make progress on harassment and hate crime, including racism within the sector. In addition, I have recently held meetings with the Union of Jewish Students and Jewish student representatives about antisemitism on campus.</p><p> </p><p>The government expects providers to keep records of incidents disclosed to them and to act swiftly to investigate and address them. It is important to recognise that under-reporting is common. Higher education providers should look at how they can continue to break down barriers to reporting, in spite of the potential for it to lead to spikes in disclosures, and to make sure that students and staff feel safe and able to disclose racist incidents.</p><p> </p><p>Evaluation to date has shown that progress has been made but that there is still more to do. On 7 January 2019; I wrote to the Equality and Human Rights Commission to welcome their Inquiry into Racial Harassment in Higher Education Institutions. I look forward to the new evidence that this inquiry will bring and will review its findings carefully.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>The government takes all forms of hate crime extremely seriously. There is no place in our society - including within higher education – for hatred or for any form of harassment, discrimination or racism.</p><p> </p><p>The government is working closely with Universities UK (UUK) and the Office for Students (OfS) to support work to address racism and other forms of harassment in higher education, including the implementation of UUK’s Taskforce recommendations. The government has also tasked the OfS to support this work, and over £2 million has been invested in projects tackling hatred and harassment.</p><p> </p><p>The department regularly meets stakeholders and representative bodies about student experience issues including racism, hate crime and harassment. Officials hold quarterly meetings with the OfS and UUK to discuss how to make progress on harassment and hate crime, including racism within the sector. In addition, I have recently held meetings with the Union of Jewish Students and Jewish student representatives about antisemitism on campus.</p><p> </p><p>The government expects providers to keep records of incidents disclosed to them and to act swiftly to investigate and address them. It is important to recognise that under-reporting is common. Higher education providers should look at how they can continue to break down barriers to reporting, in spite of the potential for it to lead to spikes in disclosures, and to make sure that students and staff feel safe and able to disclose racist incidents.</p><p> </p><p>Evaluation to date has shown that progress has been made but that there is still more to do. On 7 January 2019; I wrote to the Equality and Human Rights Commission to welcome their Inquiry into Racial Harassment in Higher Education Institutions. I look forward to the new evidence that this inquiry will bring and will review its findings carefully.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>The government is committed to tackling inequalities. That is why, in October 2018, my right. hon. Friend, the Prime Minister, launched measures to tackle barriers facing ethnic minorities in the workplace, including a new Race at Work Charter and a consultation on ethnicity pay reporting.</p><p>Like all employers, higher education providers have responsibilities under the Equality Act (2010) in relation to their staff. The government expects providers to comply fully with their obligations. As autonomous and independent institutions, it is for individual providers to ensure that the training they provide is appropriate.</p><p>The Equality Challenge Unit (part of Advance HE) has published guidance for higher education providers on embedding equality and diversity into HR policies. The Race Equality Charter also helps higher education providers to identify and address institutional and cultural barriers standing in the way of minority ethnic staff and students. The Athena SWAN Charter recognises work undertaken to address gender equality.</p><p>The regulator, the Office for Students (OfS), and its predecessor, have provided over £4.7 million in funding for projects tackling sexual harassment, online harassment and hate-based harassment. This includes projects with a focus on developing and providing training for both staff and students on matters such as bystander intervention and handling of reports and disclosures.</p><p>In guidance to the OfS, the government has asked the regulator to positively engage with work to counter harassment and hate-crime and to make campuses places of tolerance for all students, and work with providers on equalities issues.</p>

unstar this property answer text <p>Despite recent progress in staff representation and progression, for example improvements in the number of women in leadership positions in higher education (HE), there is more to be done to create a HE workforce that is representative of British society.</p><p>On 1 February 2019, the government announced measures to tackle inequalities and improve outcomes for underrepresented groups in HE. These measures include asking the HE sector to take action to eliminate ethnic disparities in their workforce and support better outcomes for ethnic minority staff. UK Research and Innovation will also be commissioning a review to understand and address equality and diversity disparities in research and innovation funding.</p><p> </p><p>HE providers are independent, autonomous bodies and are responsible for decisions about who they employ and the terms and conditions of employment they offer. Like every employer they must meet their obligations under the Equality Act 2010 and give due consideration to the way their recruitment, retention and promotion practises affect different sections of their communities and staff at different stages of their career.</p><p> </p><p>The Concordat to Support the Career Development of Researchers states that ‘diversity and equality must be promoted in all aspects of the recruitment and career management of researchers’. We expect to see this commitment reinforced as a revised Concordat is published in Autumn 2019.</p><p> </p><p>The Race Equality Charter also helps HE providers to identify and address institutional and cultural barriers that may be impacting on minority ethnic staff and students. By improving the representation, progression and success of minority ethnic staff within HE we can ensure that everyone who has the potential to thrive at university, both as a student and as a member of staff, does so.</p><p> </p>

The department does not collect data centrally on the proportion of primary school children who meet the national curriculum expectations. In 2019, we published internal analysis of the performance of sponsored academies, which typically converted to academy status due to underperformance. Our analysis concluded that pupil outcomes in sponsored academies have typically improved since their formation in comparison with sets of similar schools. The analysis is available here: <a href="https://www.gov.uk/government/publications/sponsored-academy-performance" target="_blank">https://www.gov.uk/government/publications/sponsored-academy-performance</a>. unstar this property answer text <p>Academy trusts operate under a strict system of oversight and accountability for the quality of education they provide, which informs decisions about targeted support or intervention. Regional School Commissioners work to support academy trusts within their regions and, where appropriate, encourage academies and trusts to apply for funding to support school improvement, such as The Multi-academy trust Development and Improvement Fund.</p><p>Where a school wishes to leave a trust of which it is already a part of, this is possible with the consent of my right hon. Friend, the Secretary of State for Education, providing both the school and the trust are in favour; that it can be demonstrated there will be greater benefits for the school from joining another trust; and that the capacity of the existing trust is not diminished.</p><p> </p> more like this

unstar this property answer text <p>Ensuring that our children have the digital and computing skills needed for the future is a key priority of this government. Demand for high-level skills in computing will continue to grow in the years ahead and will be crucial to supporting a successful economy.</p><p>To meet the demand for high-level skills in computing, the government has introduced computing as a statutory national curriculum subject at all four key stages and reformed the computer science GCSE and A Level. The reformed GCSE, introduced for first teaching from September 2016, aims to ensure that all pupils understand the fundamental principles of computer science, including knowledge on artificial intelligence, programming, coding and data representation. The reformed A level places emphasis on programming, algorithms and problem solving.</p><p>In March 2018, my right hon. Friend, the Secretary of State for Education, committed to making no further changes to the national curriculum beyond those that had already been announced in response to teacher feedback. Currently there are no plans to make further changes to the national curriculum during this Parliament.</p><p> </p><p>In November 2018 DfE launched the National Centre for Computing Education (NCCE), backed by £84 million in new funding. The NCCE is run by a coalition of STEM Learning, the British Computing Society and Raspberry Pi and supported by industry.</p><p> </p><p>The department is introducing T Levels as a high quality, technical alternative to A levels. The first T levels will start in September 2020, with all routes available from September 2022. Digital is one of the first subjects that will be rolled out in 2020. The department is also designing new apprenticeship standards that are more responsive to the needs of business both now and in the future, ensuring that employers can secure the skills they need to succeed.</p><p> </p><p>Finally, the government recently announced further investment to drive up skills in artificial intelligence (AI) and data science and support more adults to upskill and retrain to progress in their careers or find new employment.</p><p>Up to 2,500 people from underrepresented groups will have the opportunity to retrain and become experts in data science and AI, thanks to a £13.5 million investment to fund new degree and Masters conversion courses and scholarships at UK academic institutions over the next three years.</p><p> </p>

It celebrates the positive actions that schools are taking in terms of healthy eating and physical activity and aims to help schools identify useful next steps in their provision.</p><p>The government stated in the first chapter of the Childhood Obesity Plan that this will be a voluntary scheme. We do not believe that it is appropriate to introduce a new compulsory duty on schools in this area.</p><p>The scheme focuses on 4 overarching areas that we believe are important to children’s healthy living (food education, school food standards, participation in physical education and active travel to school). unstar this property answer text <p>The Government is committed to increasing gender equality in science, technology, engineering and mathematics (STEM) subjects. Efforts have been made to ensure that girls and boys can succeed on an equal basis particularly in STEM. Data from the Joint Council for Qualifications shows that entries by girls made up 27.2% of all entries to A levels in STEM subjects in 2018, an increase of 6.4 percentage points since 2010. There is near gender parity in most STEM subjects at GCSE with entries by girls making up 50% of those sitting biology, physics and chemistry GCSEs respectively in 2018.</p><p> </p><p>The Department is funding a £2.4 million program to improve girls’ participation in computer science. The Department also funds the Stimulating Physics Network to improve progression to A level physics with a particular focus on improving girls’ participation.</p><p> </p><p>The Department has committed to improving STEM careers advice in schools in the Careers Strategy. This includes ensuring that STEM engagement, such as with employers and apprenticeships, are built into school career programmes by updating school and college statutory guidance. The Department is also raising awareness of the range of careers that STEM qualifications offer through programmes such as STEM ambassadors, 44% of which ambassadors are women.</p>

unstar this property answer text <p>​The government firmly believes in the importance of physical education (PE), sport and extra-curricular activities to teach children the importance of physical activity to improve their physical and mental health as well as their overall wellbeing. Schools are free to organise and deliver a diverse and challenging PE curriculum that suits the needs of all of their pupils. However, PE is the only foundation subject on the national curriculum at all 4 key stages. The national curriculum must be taught by all maintained schools and it provides a frame of reference for academies in deciding what to offer as part of their broad and balanced curriculum offer.</p><p> </p><p>Ofsted’s new inspection framework, which will come into effect from September 2019, has spilt the current judgement for personal development, behaviour and welfare into 2 new separate judgements: ‘behaviour and attitudes’ and ‘personal development’. This will give greater recognition to the work of schools to support the personal development of pupils, such as the opportunities that they have to learn about eating healthily and maintaining an active lifestyle. Inspectors will expect to see schools offering children a broad, balanced education, including opportunities to be active during the school day and through extracurricular activities.</p><p>Since 2013, the government has invested over £1 billion of ringfenced funding through the Primary PE and Sport Premium to improve PE, sport, physical activity and extra-curricular activities for all pupils in England.</p><p> </p><p>We will shortly be publishing our cross-government school sport and activity action plan, under which the Department for Education, working with the Department for Digital, Culture, Media and Sport and the Department of Health and Social Care, will consider further ways to ensure that all children have access to high quality, protected PE and sport sessions during the school week and opportunities to be physically active throughout the school day.</p>

unstar this property answer text <p>The information requested is not held centrally regarding individual schools and how much they spend on music education, as this is delivered within every school's core funding. However, the Government is clear that music is an important subject and that all pupils should receive a high quality music education, at least up to age 14 as part of the national curriculum. In addition, the Government is providing funding of over £300 million for music education hubs between 2016 and 2020.</p><p>Music education hubs cover every local authority area, and focus on assessing and meeting local needs of children, drawing on a range of local, national and regional music and arts provision in each area. The core roles of the hubs are to ensure that every child aged 5-18 can learn a musical instrument through whole-class ensemble teaching programmes for ideally a year (but for a minimum of a term) of weekly tuition on the same instrument. Their role is also to provide opportunities to play in ensembles and to perform from an early stage, to ensure that clear progression routes are available and affordable to all young people, and to develop a singing strategy to ensure that every pupil sings regularly and that choirs and other vocal ensembles are available in the area.</p><p>Financial allocations to music education hubs by local authority area can be found at: <a href="https://www.artscouncil.org.uk/music-education/music-education-hubs" target="_blank">https://www.artscouncil.org.uk/music-education/music-education-hubs</a>.</p><p>In order to ensure all pupils are able to enjoy a high quality music education, the Department is developing and publishing a non-statutory model music curriculum for Key Stages 1-3. unstar this property answer text <p>When young people leave their care placement, the local authority has a duty to ensure that their new home is suitable for their needs and is linked to their wider plans and aspirations (for example, if a young person wishes to live near their former foster parent).</p><p>Local authority children’s services need to work with housing authorities and other partners to secure a range of suitable housing and support options for young people leaving care. Partners should aim to ensure the effective use of joint resources for planning and commissioning accommodation and support services for young people, including care leavers.</p><p>Supporting care leavers to stay with their former foster parents (‘Staying Put’ arrangements) will allow them to leave stable and secure homes when they are ready and able to make the transition to independence. The Staying Put duty introduced in May 2014 requires local authorities to support young people to stay with their former foster parents up to the age of 21, if the young person and their foster parents want the arrangement to continue. Local authorities should assess whether such an arrangement would meet the needs of the young person once they reach the age of 18 and that it would be consistent with their welfare. Staying Put has helped many care leavers to continue to benefit from a stable and secure family setting and to prepare for independence at a more gradual pace, rather than facing a ‘cliff-edge’ at age 18.</p><p>Since its introduction, the department has provided over £90 million in funding to local authorities to implement Staying Put and is providing a further £23.77 million in 2019-20. The latest data (for the year ending March 2018) showed that 55% of 18 year olds chose to stay with their foster parents, which is an increase of 4% on 2017. The data also show that 31% of 19 year olds and 21% of 20 year olds were still living with their former foster parents.</p><p> </p>
