Depending on the individual offender’s needs, there are a wide range of services in the community to address their offending behaviour and the factors leading to offending. However, it does collect data on the conclusions recorded at inquests.</p><p> </p><p>Coroners cannot by law investigate cases in which a child has not lived independently of its mother. They can open an investigation if there is any doubt over whether the child has lived independently, once they have received a report of a death. They can also investigate perinatal deaths which occur in the six days following birth. The Chief Coroner, HHJ Peter Thornton QC, is considering actions to improve consistency and good practice in relation to neonatal deaths.</p><p> </p><p>The table below sets out the number of inquest conclusions which were recorded as stillbirths. The Prisoners’ Earnings Act 1996 was brought into force on 26 September 2011. These are provided under contract by the Community Rehabilitation Companies which are required to make sure that their services are tailored to women’s specific needs.</p><p> </p><p>Two 25-bed open units were opened at HMP/ YOIs Styal and Drake Hall earlier this year. The units are situated outside of the perimeter fence and only thoroughly risk-assessed women offenders will be eligible to be located there, focusing on helping them into jobs and preparing them for release.</p><p> </p><p>Additionally a 34 bed unit has been opened within the perimeter of HMP/YOI Foston Hall and two units totalling 78 places are shortly to open within HMP/YOI Eastwood Park. This can include deaths of newborn babies such as in the tragic case of Clara Tully. Coroners cannot by law investigate cases in which a child has not lived independently of its mother, such as stillbirths. They can, however, open an investigation if there is any doubt over whether there was independent life, once they have received a report of the case. 	answer	answer is ministerial correction date of answer 29/06/2015 answer text <p>Further to my answer at Ministry of Justice Orals on 23 June 2015, all civil servants within the Ministry of Justice and its agencies excluding the National Offender Management Service (NOMS) were paid above the rate defined by the Living Wage Foundation as a living wage on 1 August 2014.</p><p> </p><p>As of 31 March 2015, after the Foundation increased the rate in November 2014, 283 staff out of 23,598 direct employees within the Ministry of Justice HQ, HM Courts and Tribunal Service, Office of the Public Guardian and Legal Aid Agency were paid below the current living wage.</p><p> </p><p>As of 31 March 2015, there were 89 members of staff who currently earn below the living wage out of a total of 46,442 direct employees in NOMS (including the National Probation Service).</p><p> </p><p>The Secretary of State would like all MoJ staff to be paid at least the current living wage.
