star this property answer text <p>No such formal assessment has been made.</p><p>For the eight private prisons in England where NHS England commissions healthcare services, the same contract and performance management structures are in place that are employed across the public sector prison estate to ensure adequate service provision. These arrangements are managed regionally through quarterly contract and performance management meetings. A local partnership board structure and a local partnership agreement underpin these arrangements.</p><p> </p> more like this

star this property answer text <p>The Department has not made a formal assessment of the effect of the time taken to obtain security clearance for health and social care staff on the delivery of healthcare in prisons.</p><p> </p><p>All staff and non-directly employed personnel are subject to a series of pre-appointment security checks to determine their suitability to work in a prison. The unique nature of such work means that checks may need to be more comprehensive than other locations and can take time.</p><p> </p><p>NHS England continues to work with Her Majesty’s Prison and Probation Service and the Ministry of Justice to expedite clearance on a case by case basis where concerns are raised by providers.</p><p> </p><p>The end-to-end recruitment procedure has been reviewed by the Ministry of Justice to identify the points at which delays have or can take place. Action has been taken to address these and the backlog of cases has been reduced significantly from last year. This in turn, should also result in reduced processing times in security vetting for all staff.</p>

star this property answer text <p>The mental health policy team in the Department works flexibly across a wide range of policy priorities, including healthcare for offenders in prison and in the community. Additionally, there are a range of other teams within the Department whose policy responsibilities have implications for prison healthcare. It is therefore not possible to say how many officials work exclusively on prison healthcare.</p><p>Information on how many Departmental officials have made visits to prisons in the last 12 months can only be obtained at disproportionate cost.</p><p>I have Ministerial responsibility for offender healthcare, which includes healthcare in prisons and secure hospitals. I am planning to complete my round of visits to all high secure hospitals in England shortly with a visit to Rampton Secure Hospital, having already visited Broadmoor and Ashworth Secure Hospitals. Effective treatment in the community is an important means of reducing offending and reoffending behaviour, I therefore also have plans to visit a women’s centre and liaison and diversion services, as well as a prison, in the near future.</p>

star this property answer text <p>Prisoners should have access to the same range and quality of health services, including mental health services, as the general public receives from the National Health Service.</p><p>Since 2013, NHS England has been responsible for commissioning healthcare in all prisons in England. However, there are five private prisons where primary healthcare services are commissioned by the Ministry of Justice. In these five private prisons some secondary healthcare services, including substance misuse and mental health, are commissioned by NHS England.</p><p>Healthcare services are provided by a range of NHS and non-NHS organisations.</p><p>Local Health Boards are responsible for commissioning healthcare services in public sector prisons in Wales.</p> more like this
