unstar this property answer text <p>No specific assessment has been made. The Driver and Vehicle Licensing Agency (DVLA)’s records are not connected to those of the Department for Work and Pensions (DWP). However, if drivers wish to access their own information and share it with car hire companies using the online &quot;View Driving Licence&quot; service, they must first verify their identity. To do this, the DVLA provides very limited information to DWP, including National Insurance number. These details are only shared with the explicit consent of the person using the service and gender information is not included. This is an instantaneous and fully automated process and there is no manual accessing of individual DWP records. The DVLA receives no information from DWP other than yes/no confirmation of the validity of the national insurance number provided by the driver or a notification if the driver is deceased.</p><p> </p><p> </p><p>Anyone who cannot use the online service to generate the code which allows them to share their driving licence information with third parties can telephone the DVLA who will generate a code for them. The individual driver can use this code to share their information with car hire companies if they choose to do so.</p><p> </p>

unstar this property answer text <p>The Blue Badge Scheme is primarily designed to help those who are unable to walk, or who have very considerable difficulty walking, whether they are drivers or passengers. We have no plans to extend the scheme to carers or partners. Carers should not use a badge if the badge holder is not travelling with them, so do not need a badge in their own right. The scheme already permits badges to be issued on a case by case basis to people with <em>any permanent disability</em> that affects their walking to the necessary degree. With around 2.6 million badges already on issue, it is important that we ensure the Scheme remains sustainable and protects preferential parking facilities for those with the greatest need.</p><p> </p> more like this

unstar this property answer text <p>There are no current plans to place overtaking restrictions on Heavy Goods Vehicles (HGVs) on motorways and trunk roads, beyond their current prohibition from the outside lane of any motorway with three or more lanes. Such restrictions could delay journeys and lead to increased operating costs which could be passed on to consumers.</p><p> </p><p>In addition, the possibility of nose to tail convoys of HGVs in the nearside lane could cause difficulty for drivers wishing to join or leave the motorway. All drivers should know and apply the rules contained in The Highway Code, which includes advice and rules to drivers on overtaking and lane discipline.</p><p> </p><p>However, in very specific locations where there have been congestion problems caused by lorries overtaking on uphill sections of the strategic road network, restrictions have been put in place by Highways England. These restrictions have only been kept in place where clear evidence shows overall journey time improvements. If the Hon Member is concerned more specifically about the situation on roads in Scotland, she should contact Transport Scotland who have a similar power in Scotland to ban overtaking on specific sections of road.</p><p> </p><p>In addition, we have recently increased the national speed limit for HGVs of more than 7.5 tonnes on dual carriageway roads in England and Wales from 50mph to 60mph. This may help to assist with light vehicle journey times when HGV drivers do choose to overtake on dual carriageways. This change only applies to England and Wales so if the Hon Member is concerned more specifically about the situation on roads in Scotland, she should discuss this with the Scottish Government.</p><p> </p><p> </p>

unstar this property answer text <p>Local authorities are best placed to determine the speed limits for their areas, based on local knowledge and the views of the community.</p><p> </p><p> </p><p> </p><p>Compliance with the existing 30 mph limit has improved significantly over recent years, but 45% of drivers still exceeded the limit in 2014. It would not be desirable to introduce a default 20mph limit unless a satisfactory degree of compliance could be achieved.</p><p> </p><p> </p><p> </p><p>Evidence from existing areas where there are 20 mph limits in place suggests that average speeds tend to fall to compliant levels only if previous average speeds were already low, around 24 mph.</p><p>However, the Department has commissioned research into the effectiveness of 20mph limits. The study will cover many aspects including effects on speed, collisions, casualties and modal shift. The research will also consider best practice, road users’ perceptions and effects on the quality of the environment. This is a three year study reporting in 2017.</p><p> </p>

The decision on whether or not local authorities adopt roads, and therefore maintain them at the public expense, rests with each individual local highway authority.</p><p> </p><p>To help improve the process around road adoption for new developments, my department has been working with housebuilders and local authorities on the production of an Advice Note. This was published for consultation in January 2016 and the final version should be published later this year.</p> more like this

unstar this property answer text <p>The Government wants to deliver better journeys for drivers. Roadworks are essential, but that doesn’t mean they should be in place any longer than is absolutely necessary. We are currently consulting on changes that will reduce the congestion caused by roadworks on local ‘A’ road from works left in place at the weekend but where no work is happening, and to remove temporary traffic lights as soon as the works are complete.</p><p> </p><p>We have asked Highways England to look closely at reducing the length of roadworks on the Strategic Road Network. This is being reflected in the next phase of smart motorway schemes, where Highways England are reducing both the length (distance) and duration (time they are in place) of roadworks.</p><p> </p><p>Highways England are also considering the use of higher speed limits through roadworks, where this can be done safely. Subject to safety assessments, Highway England will be starting a trial of higher speed limits on roadworks later this year.</p>

unstar this property answer text <p>Treasury ministers have engaged on a regular basis with the Secretary of State for Education to monitor the Government’s public investment in skills, and the impact it has had on young people taking apprenticeships. We will have doubled spending on apprenticeships in the decade to 2020, which will allow us to achieve 3m apprenticeship starts in England by 2020 and give people the best start to their careers. In 2015-16 56% of all apprenticeship starts came from those aged under 25.</p><p> </p> more like this

unstar this property answer text <p>Cars, vans and heavy good vehicles emit greenhouse gases, including carbon dioxide, which contribute to climate change.</p><p /> <p>Each year the Government publishes updated energy projections analysing and projecting future greenhouse gas emissions in the UK.</p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p /> <p>The last set of data was published in September 2014 and projects a reduction in road transport emissions over the period 2015 to 2020 from 108 Mt CO2 to 99 Mt CO2, based on current committed policy.</p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p> </p><p> </p><p> </p><p> </p><p /> <p>The UK has some of the most stretching carbon targets in the world which will see a 50% reduction in greenhouse gas emissions in 2025 compared to 1990 levels, on a path towards an 80% reduction by 2050.</p><p /> <p> </p><p /> <p> </p><p> </p> more like this

Actions were implemented in all three framework areas, improving road safety together, education, and targeted enforcement and sanctions.</p><p> </p><p>A full progress report from 2013 is available on GOV.UK.
