Over the second half of the year, both casualties and traffic returned to levels similar to those in 2019. Monthly changes in casualties during 2021 generally showed a similar trend to changes in motor vehicle traffic levels.

We announced in the summer of 2021 that we would devise a new Road Safety Strategic Framework which will include a new implementation plan to improve road safety. Both the Office of Rail and Road and Network Rail have reviewed Avanti’s plan and are supportive of the proposition, noting its full and successful delivery requires agreement with unions. The Department is monitoring AWC’s delivery and holding AWC to account as appropriate.

The Department recognises the importance of high performing rail services for the communities, businesses and local economies they serve. The issues experienced on Avanti are exactly why we need to modernise the railways, to ensure passengers get a reliable timetable no matter when they travel and are not relying on drivers working overtime in the first place.
more like this

star this property answer text
Avanti West Coast (AWC) has put forward a recovery plan for improvement of its services to passengers as part of the short-term contract extension announced on Friday 7 October.

National Highways works closely with Greater Manchester authorities, and other local authorities, to reduce pollution. Following consultation which ran for 10 weeks until 6 June 2022, the Government intends to designate National Highways as a ‘relevant public authority’. This change will require National Highways to collaborate with local authorities to improve air quality – becoming an ‘air quality partner’ where locally relevant. National Highways publishes regular reports which are available at the National Highways Air Quality Reports webpage, setting out the steps they are taking. Greater Manchester authorities have also engaged with National Highways in the development of their plans for the reduction of Nitrogen Dioxide pollution. The Government is currently reviewing Greater Manchester authorities’ proposal and will respond in due course.
more like this

star this property answer text
There are currently no mandatory requirements for speed guidance systems fitted to cars in Great Britain. Intelligent Speed Assistance (ISA) is such a system and was mandated for new vehicles by the European Union (EU) from this year under an agreed a package of measures known as the General Safety Regulation (GSR) but does not apply to the UK following our EU Exit.

The UK’s departure from the EU provides the platform to capitalise on regulatory freedoms and make decisions that are right for road safety in Great Britain. An assessment is being undertaken on vehicle technologies introduced by GSR and a decision will be taken in due course as to whether to mandate any of those in Great Britain.

Irrespective of the technology deployed on a vehicle and how it performs, the driver is required by law to be in control of their vehicle at all times. Therefore, as a principle, any Advanced Driver Assistance System (ADAS), like ISA, can be overridden or switched off by the driver at any time.

star this property answer text
This Government is committed to the empowerment of women in the workplace. Over the last decade our work has seen the gender pay gap fall considerably with the reporting regulations helping to motivate employers to improve equality in the workplace and strong growth in the number of women in full-time work.

To drive forward this progress we have recently announced a groundbreaking pay transparency pilot, a new STEM returners programme and a Taskforce on Women-Led High-Growth Enterprises.

We are required to carry out a review of the regulations after they’ve been in force for five years; as is the case for many other business regulations. This is being prepared by the Equality Hub. It is important that we take time to properly consider the evidence we have from the last five years, especially factoring in the effects of the pandemic, so that the review accurately reflects the implementation and impact of reporting. It will be published in due course.
more like this

star this property answer text
In March, the Equality Hub announced a pilot study to build the evidence on the impact of employers including salary information in all job adverts, and stopping asking about previous salary during recruitment, as part of a new drive on pay transparency. In order to ensure the results from the pilot are robust, we will be running it as a controlled trial; with specific employers recruited to take part. We will make an announcement on the participating employers at a time that will ensure the outcomes of the trials are not influenced by it.

The pay setting processes of employers vary widely, and are likely to have changed over the lifetime of the organisations. Many are unlikely to have established a fair and robust pay and reward process from the outset, or performed a job evaluation study. This in turn produces the conditions where unintentional pay disparities may open up. For this reason, for many organisations, moving immediately to a system of full pay transparency is likely to require a period of adjustment. That is why we also announced that we will work with employers to develop a methodology to support them to adopt these measures.

This work, separate to the research pilot, will be supported by the pay transparency working group. This informal group met for the first time in September, and is made up of a mixture of employer bodies, businesses, and HR professionals. In order to facilitate rich discussion among participants, these meetings are held under Chatham House rules. This enables employers to be honest about the barriers they are facing, which will in turn inform a more effective methodology which actually engages with the issues.
