star this property answer text
Victims are entitled to access services under the Victims Code regardless of their resident status, including support services. They are rightly able to access statutory services irrespective of their immigration status and the Immigration and Asylum Act 1999. As an example, the statutory guidance for the Duty to Provide Safe Accommodation under Part 4 of the Domestic Abuse Act is clear that this provision is for all victims of domestic abuse, including migrant survivors with insecure immigration status.

The government has kept the range of support under review and have made recent changes.

We allocated up to £5.6 million from April 2021 until March 2025 for the Support for Migrant Victim Scheme, which provides a support net for migrant victims of abuse with no recourse to public funds. And we have expanded access to the Migrant Victims of Domestic Abuse Concession (MVDAC) to partners of workers or students, giving 3 months recourse to public funds whilst they potentially apply for an appropriate immigration status or return to their country of origin if it is safe for them to do so.

This is clearly good news; however, we recognise the impact domestic burglary can have on individuals and communities and we are committed to tackling and preventing this crime.

The public rightly expects that the police will visit them when a home burglary has been committed, which is why we welcome the announcement made by the National Police Chiefs’ Council (NPCC) on 8 June 2023 that all 43 police forces in England and Wales have been implementing this attendance policy since March 2023. https://news.npcc.police.uk/releases/police-now-attending-scene-of-every-home-burglary.

The police commitment to attend home burglaries is supported by specific College of Policing good practice guidance on conducting residential burglary investigations: https://www.college.police.uk/guidance/residential-burglary.

We continue to liaise with Humberside Police and the NPCC who play a key role in tackling burglary through an array of different forums, including the Residential Burglary Taskforce and the National Policing Board. We are also working with police leaders across England and Wales to ensure forces are making their attendance data available to the public.

HMICFRS will be doing an inspection on Investigations shortly.

Due diligence checks are carried out by the Home Office; for example, to confirm that applicants are eligible registered charities. Following approval, applicants receive a site survey to assess the most suitable security measures for their site, which are funded by the Home Office and installed by the Department’s delivery partner. Security officer services will also become available through the scheme later this year.

However, tackling CCE is a priority for this Government which is why we are providing funding to support Greater Manchester Police to help tackle county lines, CCE and serious violence.

Through our Drug Strategy, we are providing a targeted investment of up to £145m over three years to bolster our County Lines Programme. This includes funding a dedicated county lines taskforce in Greater Manchester Police, as well as funding Catch22 to provide a specialist support and rescue service for under 25’s and their families in Greater Manchester to help them safely reduce and exit their involvement from county lines including child criminal exploitation.

We are also driving targeted action to respond to exploitation through the Home Office-funded Prevention Programme, delivered by The Children’s Society with a funding of £1.37 million for delivery between 2023-25. Through the programme, a dedicated Northwest Prevention Officer works to support a range of partners to improve the response to multiple forms of exploitation including CCE in the Northwest region.

To tackle the drivers of serious violence, the Home Office has also invested over £20m to develop and run the Greater Manchester Violence Reduction Unit (with funding of over £4.38m in 2023-2024).
