The baby care room is located on the Upper Committee Corridor and the Health and Wellbeing space is off the Lower Waiting Hall; the Lower Waiting Hall space is available with agreement from the practice nurse if it is not being used for a medical emergency.</p><p>In addition, Commons passholders may access the first aid rooms for expressing milk or feeding by contacting the reception teams in the following buildings:</p><p>• Portcullis House</p><p>• 1 Parliament Street</p><p>• Richmond House</p><p>• Norman Shaw South</p><p> </p><p>Tothill Street has a baby care room on the 5th floor.</p><p>For House of Commons and Parliamentary Digital Service staff, line managers are expected to regularly monitor the working arrangements of an expectant mother or new parent both throughout pregnancy and if the member of staff returns to work within six months after the birth or while feeding.</p><p>Parents of young children returning to work may make a request for flexible working on either a temporary or permanent basis. Examples of flexible working include part-time working and working from home.</p><p>The Employee Assistance Programme (EAP) can provide practical advice and guidance as well as counselling and support on a broad range of issues including family issues and childcare support. From 1 November employees of the House of Commons, PDS and House of Lords, have been able to access this service alongside Members of both Houses and their staff.</p><p>Further support to families is also available via &quot;My Family Care&quot; which provides a range of practical tools and resources to support parents. 	answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>The House of Commons Commission initially committed itself to a reduction in the Administration Resource Estimate in December 2009. The following year this was restated as an intention to reduce the Estimate to £210 million by 2014/15 from a baseline of £231 million for 2010/11.<sup>(a) </sup>Taking forecast inflation into account, this represented a reduction of 17% in real terms. In December 2013 the Commission agreed an Administration Estimate for 2014/15 of £201.3 million – allowing for transfers between Estimates and other adjustments, this was £2 million below the target set in 2010.</p><p>The Finance and Services Committee will, on Tuesday 28 October, be publishing its first report of the session, entitled <em>House of Commons Financial Plan 2015–16 to 2018–19, including draft Estimates for 2015–16</em> (HC 757), which provides further detail. I shall be approaching the Backbench Business Committee to request a debate on the report before the Committee gives its advice on the 2015/16 Estimate to the Commission in December. This would give all hon. Members a chance to discuss and contribute to the financial plan.</p><p>Note: (a) In December 2009 the Commission agreed an Estimate for 2010/11 of £258 million. However, having taken account of the transfer of staff to IPSA and various accounting adjustments, this was reduced to £231 million. It is therefore impossible for us to demand that we wish to buy only British products simply on the merits of origin and must instead ensure that our specifications at tender stage, and ultimately our decision to award a contract, does not discriminate against products or supplies from other EU member states.</p><p>The vast majority of fresh products purchased by Catering are in fact British – meat, poultry, dairy, eggs and most fruit and vegetables (when in season) are sourced from within the UK. We demand that UK or equivalent standards of welfare and/or production must be met as this is a consideration of quality rather than origin. 	answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>Since January 2018, Parliament’s Sound and Vision Contractor, NEP Bow Tie TV, have been conducting monthly checks with the support of the In-House Services Team on 69 assistive listening systems throughout the main rooms on the Parliamentary Estate to the current BS/IEC standards (BS8594 and 601884IEC). Prior to January 2018, these checks were carried out on an annual basis. A report is supplied each month to the contract owner, the Parliamentary Broadcasting Unit, and the In-House Services Team and Diversity and Inclusion teams.</p><p>Independent audits are also conducted by Action on Hearing Loss.</p><p>In addition to monthly checks, a comprehensive, annual &quot;Commissioning&quot; test is carried out by NEP Bow Tie TV. This checks for Background Noise; Field Strength; Frequency Response; Live Listening; Live Signal; System Noise; Overspill; and Venue Accessibility.</p><p>Where high quality sound systems are installed, such as in the Chamber and in committee rooms, audio quality is generally good. However, a report by Wave Science Technology has highlighted that further improvements could be achieved in meeting rooms. The recommendations from the external audio consultant relating to assistive listening will be considered in January as part of an on-going review of audio/video provision in committee and other meeting rooms. The Commission also agreed to return to this matter on a six-monthly basis. In general, this shows that the Pass Office is receiving an increased volume of calls. This reflects a 17% increase in the number of pass applications, from 10,849 in 2017 to 12,940 in 2018. In particular, the Pass Office experienced a large increase in calls following the Christmas break. This coincided with a period when the Pass Office was suffering from staff shortages. While this is now being addressed, it has meant that the office currently has fewer people dedicated to responding to calls, as the back-office team also perform duties such as processing security clearance applications.</p><p>The Pass Office is keen to ensure good customer service. As calls to the Pass Office are often to check on the status of applications, callers are being advised to email the Pass Office with the relevant information. This is so that Pass Office staff can then respond more effectively and swiftly to these enquiries. In addition, the high level windows in library corridor, which had been contributing to a cold draught in the corridor, have now all been closed.<br></p><p>The Doorkeepers are on post for a maximum of 30 minutes at a time, and the post is rotated daily between a team of 11 Doorkeepers, so the team should find that the proposed solution will deliver immediate benefits to their working environment.<br></p><p>The Library Corridor is not presently heated. 	answer	answer is ministerial correction date of answer 12/02/2019 answer text <p>The terms and conditions and rates of overtime pay for House of Commons security staff have not been altered.</p><p>Approximately 55% of security staff in the Parliamentary Security Department, are former employees of the Metropolitan Police Service (MPS) and transferred to the House Service on 1 April 2016. Their MPS terms and conditions are honoured under the Transfer of Undertaking (Protection of Employment) Regulations (TUPE). New recruits are employed on House of Commons terms and conditions which differ in a number of ways including the rates of overtime paid. The overall value of these terms is broadly equivalent to the MPS TUPE terms.</p><p>In late 2016, an error was identified in the contracts for a small number of staff employed on House of Commons terms which resulted in overtime being paid at an incorrect rate. Affected staff were informed of the error and given a notice period for a variation to their contracts during which they were paid at the higher rate. Any overtime paid during the relevant period (between date of appointment and date of variation to contract) was paid at the higher rate and not recovered. We work closely with both our providers and the House of Commons recruitment team to ensure vacancies are published to as broad an audience as possible.</p><p>We are working alongside Amazing Apprenticeships who work with over 3,500 schools and colleges nationally to reach those who may not instantly think the House of Commons is for them by creating a short film which will tour schools this year.</p><p>We work with Newham College, which is based in one of the most diverse boroughs in London. The College works extensively with parents and local community groups. Where we are not seeing diverse pools of candidates we are continually reviewing where we are advertising and engaging with potential applicants to aim to reach these candidates and improve our approach.</p><p>A female apprentice ambassador has been appointed. She will be speaking at school events across London about her experience as an apprentice at the House of Commons and career with the House since. We work closely with both our providers and the House of Commons recruitment team to ensure vacancies are published to as broad an audience as possible.</p><p>We are working alongside Amazing Apprenticeships who work with over 3,500 schools and colleges nationally to reach those who may not instantly think the House of Commons is for them by creating a short film which will tour schools this year.</p><p>We work with Newham College, which is based in one of the most diverse boroughs in London. The College works extensively with parents and local community groups. Where we are not seeing diverse pools of candidates we are continually reviewing where we are advertising and engaging with potential applicants to aim to reach these candidates and improve our approach.</p><p>A female apprentice ambassador has been appointed. She will be speaking at school events across London about her experience as an apprentice at the House of Commons and career with the House since.
