unstar this property answer text <p>The Environmental Land Management Scheme (ELMS) will be underpinned by the principle of payment of public money for public goods such as: clean air; clean and plentiful water; thriving plants and wildlife; reduced risk of harm from environmental hazards such as flooding and drought; enhanced beauty, heritage and engagement for the natural environment and mitigating and adapting to climate change. As the detail of the ELMS is developed, Defra will be exploring with stakeholders where sustainable farming practices can contribute to the delivery of these public goods.</p><p> </p> more like this

unstar this property answer text <p>Through our proposed reforms and the policies set out in the Agriculture Bill we will increase demand and therefore employment opportunities for those who have these skills by financially supporting farmers who undertake environmental works. We regularly discuss these reforms with farmers and the educational and advisory services that serve farming; including the Food and Drink Sector Council who are specifically looking at the workforce, skills and jobs we want to see in the future.</p><p> </p> more like this

unstar this property answer text <p>Maintained nursery schools make a valuable contribution to improving the lives of some of our most disadvantaged children. The effect of the 30 hours entitlement on their budgets will depend on the extent to which they are directly involved in delivery of the entitlement and the take up of the entitlement by parents in the local area.</p><p>Maintained nursery schools can choose to offer the 30 hours entitlement themselves, as can all early years providers. However, if they cannot or do not want to offer the whole entitlement themselves, we would encourage them to consider a range of options for being involved in the delivery of the 30 hours entitlement, including working in partnership with other providers.</p> more like this

This is to check they still meet the eligibility criteria and are therefore still entitled to receive the offer. Taxpayers’ money should not be used to give parents free childcare if they do not qualify for it.</p><p> </p><p>Parents should receive a communication via text message and/or email, four weeks before their reconfirmation deadline and again two weeks before the deadline if they still have not reconfirmed. This communication will tell them that they have a secure message to read. This message will remind them to reconfirm and can be found in the ‘secure messages’ section of their childcare account. The Department for Education continues to disseminate key messages on 30 hours free childcare policy to parents through Local Authorities.</p><p> </p><p>The Department for Education consulted extensively on the 30 hours free childcare policy. This included the provision that parents would have to reconfirm their eligibility for 30 hours free childcare every three months. The policy was debated by both Houses of Parliament during passage of the Childcare Bill in 2016. The policy was also subject to further scrutiny in both Houses when the Childcare (Early Years Provision Free of Charge) (Extended Entitlement) Regulations 2016 were debated. There are currently no plans to amend these regulations.</p>

unstar this property answer text <p>Data from the Childcare and early years providers survey (2016) shows that, at the time of the survey, there were 46,600 registered childminders of which 98% were female and 2% male. Latest data on males in full day care settings, the childcare and early years providers survey 2013, showed that they also make up 2% of the workforce. unstar this property answer text <p>We know that high quality early years education helps to give children the best start in life. The quality of early years provision has continued to rise in recent years and the latest figures from Ofsted show that 93% of providers were rated “good” or “outstanding”, as at 31 March 2017.</p><p> </p><p>Staff qualifications have been consistently identified as a predictor of higher quality in early years provision, particularly graduate-level qualifications. For this reason the Department published the Early Years Workforce Strategy in March to support the development of a well-qualified workforce with the appropriate knowledge, skills and experience to deliver high quality early education and childcare for children from birth to age five. Commitments in the workforce strategy include: improving the quality of early years training, level 2 qualifications and providing access to continuous professional development. unstar this property answer text <p>The national rollout of 30 hours free childcare marks the delivery of a manifesto commitment that will help hundreds of thousands of hard working families. The childcare service online application has been working well for the vast majority of parents and over 216,384 valid 30 hours codes have been generated by successful applications, reaching our target for 1st September. As of 6th September, 152,829 eligibility codes for 30 hours free childcare have been validated. These are eligibility codes that were issued by 31st August and validated by 5th September for children aged three by 31st August 2017.</p><p> </p><p>It is the responsibility of local authorities to assess supply and demand of free entitlement places at a local level.</p> more like this
