The Codes apply to all media, including broadcast and online, and set standards for accuracy and honesty to which advertisers must adhere, including specific conditions on advertising to children, causing offence and social responsibility. The Codes include rules which require that alcohol advertising is socially responsible and is not targeted at under 18s. The national Industrial Strategy provides a policy framework against which Local Industrial Strategies will be assessed. The Government is setting the policy and regulatory environment needed to ensure the right conditions for investment in the development of 5G networks.</p><p> </p><p>5G spectrum frequencies that have been granted licenses have similar properties to those which are currently used in mobile communications technologies. A considerable amount of research has been carried out on radio waves and Public Health England (PHE) have concluded that exposures of radio waves to the public are well within the international health-related guideline levels that are used in the UK. This is made up of contributions from the UK government, the Welsh government and the European Union.</p><p> </p><p>On 4 December 2018, Building Digital UK (BDUK) here at DCMS approved £8 million of funding for North Wales through Wave 3 of the Local Full Fibre Networks programme. This project has started to deploy fibre upgrades to 335 public buildings across six local authorities in North Wales (Gwynedd, Anglesey, Conwy, Denbighsire, Flintshire and Wrexham).</p><p> </p><p>The number of Gigabit Broadband Voucher Scheme (GBVS) vouchers requested for North Wales to date are low because of the coexistence with the previous Welsh scheme. However officials have discussed these issues bilaterally with Finland on a number of occasions, most recently on 8 May, as well as in multilateral fora. The UK is working closely with like-minded international partners, including EU Member States, to develop coordinated responses to disinformation and limit its harmful impact on our societies.</p><p> </p><p>The Government believes that media literacy and ensuring citizens can critically appraise information online is key to long-term success in building resilience to disinformation and other online harms. As announced in the Online Harms White Paper, the Government will develop a new online media literacy strategy. This strategy will be developed in broad consultation with a wide range of stakeholders, and will ensure a coordinated and strategic approach to online media literacy education and awareness for children, young people and adults.</p><p> </p><p>We are aware that a number of European partners, including Finland, have developed media literacy strategies to tackle disinformation. Providers of PRS must comply with the PSA Code of Practice which is approved by Ofcom, which includes specific protections for vulnerable consumers.</p><p> </p><p>The PSA has the power to take robust enforcement action against companies that breach their Code. In serious cases, the PSA Code Adjudication Tribunal may impose sanctions which can include ordering refunds to be paid to affected consumers, prohibition of the provider from providing services and fines of up to £250,000 for each breach of the Code.</p><p> </p><p>The PSA has recently consulted on draft proposals to strengthen the regulation of phone-paid services offered on a subscription basis. The PSA considered risks to consumers as part of the consultation including the specific risk of harm to vulnerable consumers. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). This regulator will set clear safety standards, backed up by mandatory reporting requirements and effective enforcement powers. The government shares concerns around designed addiction and is determined to ensure that we have sufficient evidence on this risk, and the right expectations of companies to design their products in safe ways. We expect the regulator will continue to support research in this area to inform future action and, if necessary, set clear expectations for companies to prevent harm to their users.</p><p> </p><p>In February 2019, the UK Chief Medical Officers published their review on the impact of social media use on children and young people’s mental health, followed by advice on how to have a healthy balance with screen time. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>Tackling serious violence is a top priority for the government through measures set out in the Serious Violence Strategy and further initiatives to tackle knife crime and serious violence more generally, including the Offensive Weapons Act which received Royal Assent on 16 May.</p><p> </p><p>The Online Harms White Paper, published in April, sets out plans for a regulatory framework to further ensure companies take action to address online harmful behaviour, including the sale of weapons and other illegal goods and services. A new statutory duty of care will require companies to take more responsibility for harm caused by content or activity on their services. Compliance with this duty of care will be overseen and enforced by an independent regulator. The proposed independent regulator will have an obligation to protect users' rights online, particularly rights to privacy and freedom of expression. This sickness absence accounted for 10.1% of total sickness absence taken in the Department, and cost the Department approximately £70,130.</p><p> </p><p>The department has implemented a number of policies to provide support for staff suffering from stress, including:</p><p> </p><ul><li>Early referral to occupational health experts</li><li>Extensive training for managers and employees - including on disability and mental health awareness, well-being, resilience and stress.</li><li>A Stress Assessment and Reduction Plan toolkit which can be used by line managers to identify and manage stress when required</li></ul><p> </p><p>DCMS has sought to promote an environment where individuals feel comfortable to talk openly about stress and mental health.The Department is a signatory to the ‘Time to Change Pledge’ and raises awareness of mental health and coping strategies through national campaigns such as the ‘Time to Talk’ day and the Mental Health Awareness Week.
