	answer	answer is ministerial correction date of answer 06/06/2022 answer text <p>The Common Framework, agreed between the G20 and the Paris Club, represents the first time that all G20 creditors and the Paris Club have committed to work together to coordinate debt treatments. The Framework is intended to deliver a longer-term, more sustainable approach to dealing with debt vulnerabilities for countries that request it. Progress in implementing the Common Framework has been a regular feature in the Chancellor’s discussions in the G20 and in its February 2022 communique, the G20 reiterated its commitment to step up efforts to implement the Framework in a timely, orderly and coordinated manner.</p><p> </p><p>Zambia is one of three countries – along with Chad and Ethiopia - to have requested the Common Framework. Zambia reached a Staff-Level Agreement with the IMF in December, marking a step forward. At Spring Meetings, the IMF managing director indicated that China had agreed to join the creditor committee for Zambia. Government has committed LIBOR funds to support the National Commemorative events delivered by my Department - to commemorate the Gallipoli Campaign, the battles of Jutland, the Somme and Passchendaele, and a variety of events to be delivered in 2018.</p><p> </p><p>Government funding has also been committed to a range of other projects to commemorate the Centenary of the First World War, including £40 million for the First World War Centenary Cathedral repair fund, and £5.3 million of funding from DfE and DCLG for the First World War Battlefield Tour project. There are also many other projects receiving Government support, including a five-year Historic England project to add 2,500 war memorials to the National Heritage List for England, and the School Debates programme.</p><p> </p><p>Since April 2010 the Heritage Lottery Fund has allocated over £90 million to more than 1,800 projects marking the Centenary. This includes grants of more than £15 million to The National Museum of the Royal Navy for HMS Caroline, £16.5 million to Imperial War Museums for the new First World War galleries and 14-18 NOW, and £2.8million to Yr Ysgrwn. This figure also includes £11million awarded to more than 1,300 community projects. G7 Finance Ministers continue to convene regularly to work together on critical economic issues. G20 Finance Ministers last met on April 15 and will next meet on July 18 to continue to coordinate the international response to the pandemic and support the global recovery.</p><p> </p><p>The UK recently led the development of the G20 Action Plan, which brings together ambitious and wide-ranging commitments to address the economic impact of the virus, including to work with international counterparts to secue a strong global economic recovery. Additionally, as part of this, the Chancellor and his G20 counterparts agreed to a temporary suspension on debt service repayments from the poorest countries. We are working closely with G20 partner countries and international organisations to monitor the implementation of the Action Plan and ensure it maintains efficacy. 	answer	answer is ministerial correction date of answer 03/12/2020 answer text <p>On 25 November, the Government and UK Statistics Authority (UKSA) published their response to the consultation on the timing of reform to the Retail Prices Index (RPI). Owing to shortcomings in its calculation, UKSA intends to bring the methods and data sources of the Consumer Prices Index including owner occupiers’ housing costs (CPIH) into RPI.</p><p> </p><p>The consultation launched at the Budget on 11 March 2020. Originally, the consultation was set to run for six weeks, closing on 22 April 2020. However, due to the impacts of the coronavirus (COVID-19) pandemic, the Chancellor and UKSA Board decided to extend the consultation to 21 August 2020. At the close of the consultation, the Government and UKSA had received 831 written responses. As Economic Secretary to the Treasury, in July 2020 I chaired two roundtables comprising representatives of index-linked gilt holders, to hear their views on the impact of the timing of reform. The details of these meetings can be found in Annex D of the response document.</p><p> </p><p>As detailed in the response document, the holders of a majority of index-linked gilts are seeking to match inflation-linked liabilities. This means that they use the returns from index-linked gilts to hedge against inflation-linked liabilities. Such investors include some defined benefit (DB) pension schemes. How such schemes’ funding positions will be impacted by reform will depend on the extent to which they are hedged and the nature of their liabilities. For some DB pension schemes, a deterioration in their funding position means that existing deficits may increase, or that surpluses may be reduced. The vast majority of index-linked gilt investors who responded to the consultation noted a strong preference for UKSA’s proposal to be implemented as late as possible, i.e. in 2030, in order to allow index-linked gilt holders as much time as possible to adjust to the reform of the RPI and to minimise any potential negative impacts they may face.</p><p> </p><p>As part of the response, the Chancellor announced that while he sees the statistical arguments of UKSA’s intended approach to reform, in order to minimise the impact of reform on the holders of index-linked gilts, he will be unable to offer his consent to the implementation of such a proposal before the maturity of the final specific index-linked gilt in 2030. As it stated in the response, it is UKSA policy to address the shortcomings of RPI in full at the earliest practical time.
