I have therefore instructed my officials to further explore how central Government and the Devolved Administrations could strengthen their commitment, and to see what more can be done in terms of the Legal Duty. The Covenant is a promise by the nation ensuring that those who serve or have served in the Armed Forces, and their families, are treated fairly, wherever they are in the country.
