My predecessor reminded Cabinet colleagues of the importance of quality and timely responses to e-petitions at the beginning of the second session. The labelling of tobacco products is harmonised at European Union level and mandates that the official language of the Member State is used on health warnings for tobacco. 	answer	answer is ministerial correction date of answer 15/12/2015 answer text <br /><p>Interest rates on student loans vary according to a number of factors, including a borrower's level of earnings, and whether they remain in contact with the Student Loans Company to ensure they are repaying when they are eligible to do so.</p><br /><p>The maximum interest rate for the post-2012 system is the Retail Price Index (RPI) figure plus 3%. The maximum rate applies whilst the borrower is studying; is the maximum interest rate for those borrowers earning £41,000 and over; and is the default interest rate for those borrowers who fail to keep in touch with the Student Loans Company.</p><br /><p>Once a borrower is due to repay, a variable rate of interest will be charged, which is dependent upon income. Borrowers with an income of £21,000 or less will accrue interest at RPI. Since 1 April 2016 higher rates of SDLT have been charged on purchases of additional residential properties, such as second homes and buy-to-let properties.</p><p> </p><p>For the purposes of the higher rates, properties owned globally are taken into consideration when deciding whether the charges should apply to a given purchase. In addition to this, non-residents contribute to the tax system through SDLT, council tax and potentially capital gains tax.</p><p> </p><p>The Government believes it has the right approach to ensuring all purchasers, including foreign investors, pay their fair share of tax.
