	answer	answer is ministerial correction date of answer 05/01/2015 answer text <p><del class="ministerial">Data on expenditure per head of population aged 65 and over on adult social care services is not held centrally and could only be obtained at disproportionate cost. The attached table provides the net current expenditure per head of population who receive adult social care aged 65 and over, broken down by local authority and year. The last column shows the percentage change between 2009-10 and 2013-14.</del></p><p> </p><p><ins class="ministerial">Local authorities in England spent £6.7 billion on social care for people aged over 65 and over in 2013-14, compared with £7.4 billion in 2009-10. In 2013-14 the National Health Service transferred £859 million to social care but we are unable to include this investment in the overall spending figure as we do not hold information on how much of it was spent on people aged 65 and over.</ins></p><p><ins class="ministerial">The attached table provides a breakdown of expenditure on social care per head of population aged 65 and over broken down by local authority in 2009-10 and 2013-14. The table also details the percentage change and actual change between those two financial years. 	answer	answer is ministerial correction date of answer 19/07/2016 answer text <p>We recognise that demand for social care is growing and this was a consideration in last year's Spending Review.</p><p>The Spending Review settlement provides up to £3.5 billion of new support for adult social care by 2019/20 - greater than the £2.9 billion that the Local Government Association estimated was needed for adult social care in their Spending Review submission. The vast majority of councils have already taken advantage of the opportunity to introduce a new Social Care Precept, which allows them to increase council tax by 2% above the existing threshold. By the end of the Parliament, this will raise up to £2 billion that must be spent exclusively on adult social care. 	answer	answer is ministerial correction date of answer 05/07/2018 answer text <p>It is important to take the time to get the details right for a better care system, so that people receive high standards of care, helping them maintain their independence and well-being. This is why we want to integrate plans for social care with the new National Health Service plan, we therefore now intend to publish the social care Green Paper in the autumn around the same time as the NHS plan.</p><p> </p><p>In the meantime, all councils have statutory duties to look after the vulnerable, elderly and disabled people in their area. The Care Act 2014 requires that where a person is assessed as having eligible care and support needs, these must be met by their local authority. For those who do not meet the eligibility criteria, local authorities should signpost people to relevant services.</p><p> </p><p>The Care Act 2014 also placed a new duty on councils to offer a meaningful choice of services, so that people have a range of high quality, appropriate care options to choose from and that they get the services that best meet their needs.</p><p> </p><p>The Government recognises the pressures on the social care system. This is why the Government announced an additional £2 billion at Spring Budget 2017 for adult social care over the three years from 2017-18. This is why we are starting a process of initial engagement over the coming months through which Government will work with experts, stakeholders, care users and carers to shape the long-term reforms that will be proposed in the Green Paper.
