	answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>Social care is funded through a combination of central government grants, council tax and business rates which in the past have remained stable sources of income through economic downturns.</p><p>The Government conducts an ongoing assessment of the sustainability of the local government system. This is a dynamic assessment which reflects emerging analysis of pressures and risks and is kept under review.</p><p>The Government is dedicated to supporting the adult social care system and as such has given councils access to up to £3.6 billion more dedicated funding for adult social care in 2018-19 and up to £3.9 billion for 2019-20. This data records requests for care, not individual deaths as requested, and represents approximately 1.7% of total new requests.</p><p> </p><p>This first mandatory collection of this date was in 2017/18, with complete data for years prior to 2017/18 not available. The data was first collected in 2016/17 via a voluntary collection from local authorities where less than a quarter of local authorities submitted a response. 	answer	answer is ministerial correction date of answer 17/05/2018 answer text <p>The number of people receiving care commissioned by local authorities has remained broadly flat in the past three years, with 656,510 receiving support in 2014/15 compared to 654,765 in 2016/17.</p><p> </p><p>81% of adult social care providers are rated as good or outstanding by the Care Quality Commission (CQC) (as at May 2018), nonetheless it is completely unacceptable that standards in some settings fall below those rightly expected by care users and their families.</p><p> </p><p>That is why the Care Act 2014 placed a new duty on councils to offer a meaningful choice of services, so that people have a range of high quality, appropriate care options to choose from and that they get the services that best meet their needs.</p><p> </p><p>The Government introduced tougher inspections, led by the CQC, to make sure that services meet quality and safety standards.</p><p> </p><p>The Department is working with the adult social care sector to implement Quality Matters – a shared commitment to take action to achieve high quality adult social care for service users, families, carers and everyone working in the sector.</p><p> </p><p>This summer we will publish plans to reform our social care system to make it sustainable for the future.
