star this property answer text <p>On 2 October local authorities received a letter to confirm that the first 12 months of a refugee’s resettlement costs are fully funded by central government using the overseas aid budget. To ensure that local authorities can plan ahead and continue to respond to the overwhelmingly generous response of the British people, the Government will also provide additional funding to assist with costs incurred in future years. These arrangements will be applied to all cases since the 20,000 expansion was announced. A copy of that letter will not be placed in the Library. star this property answer text <p>A full Impact Assessment is being undertaken on the Nuclear Safeguards Bill, which will create the legal framework for a domestic nuclear safeguards regime following the United Kingdom’s withdrawal from Euratom. This Impact Assessment will assess the options for and implementation of a domestic nuclear safeguards regime following withdrawal from Euratom. Besides new responsibilities in respect of the new domestic nuclear safeguards regime, we do not anticipate the Office for Nuclear Regulation (ONR) undertaking additional responsibilities as a result of the United Kingdom’s withdrawal from Euratom. The Department is in regular discussions with the ONR to ensure that they will be in a position to take on the role and responsibilities required to help ensure the UK’s domestic civil nuclear safeguards regime meets our international safeguards and nuclear non-proliferation obligations standards upon leaving Euratom.</p><p> </p> more like this

star this property answer text <p>In establishing a domestic civil nuclear safeguards regime, there are two associated costs: the cost of establishing the new regime and the cost of its operation by the Office for Nuclear Regulation (ONR). As set out in answers to questions UIN <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2017-10-20/108904/" target="_blank">108904</a> and <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2017-10-26/109996/" target="_blank">109996</a>, the Department will allocate to the ONR the funding necessary to set up the regime.</p><p> </p><p>In regards to the operation of this new regime, no decision has yet been made on whether it will be appropriate, at some point, to put in place charging arrangements similar to those that exist for regulatory work carried out by the Office for Nuclear Regulation on safety and security. Any such decision will be informed by consultation, including with industry, on the secondary legislation that we propose to make using the powers in the Nuclear Safeguards Bill.</p><p> </p>

star this property answer text <p>When Euratom safeguards arrangements no longer apply to the UK, the Office for Nuclear Regulation (ONR) will regulate safeguards in the UK, and will be responsible for ensuring arrangements to deliver this are in place. This will include a Safeguards Information Management and Reporting System.</p><p> </p><p>The ONR will have in place the IT system and safeguards inspectors needed to ensure the UK continues to meet international obligations when we leave Euratom.</p><p> </p> more like this

star this property answer text <p>The UK Government is committed to having all necessary equipment in place to ensure continuity of safeguards operations when the UK leaves the EU and Euratom. Article 80 of the draft Withdrawal Agreement between the United Kingdom and the European Union, of 19 March 2018, provides for the transfer of safeguards equipment from the Euratom Community to the United Kingdom, and states that “[t]he United Kingdom shall reimburse to the Union the value of that equipment and other property, calculated based on the value assigned to that equipment and other property in the consolidated accounts for the year 2020.” As the subject of on-going negotiations, it is not possible at this stage to provide details on specific equipment and its valuation.</p> more like this

star this property answer text <p>Each Nuclear Cooperation Agreement is negotiated on a case-by-case basis and different countries have different arrangements for agreeing and ratifying them.</p><p> </p><p>The UK already has bilateral Nuclear Cooperation Agreements in place with several countries and we expect these to continue. We are working to develop new arrangements as necessary to maintain our mutually successful cooperation on civil nuclear with our international partners.</p><p> </p><p> </p> more like this
