Friend, the Minister for Women and Equalities, has not had specific discussions with cabinet colleagues on the scale of bullying of disabled people.

The Government does not tolerate bullying in any form and any sector of our society.

Under the Equality Act 2010, ‘unwanted or prohibited conduct’ related to a protected characteristic (including disability) that violates an individual’s dignity or creates an intimidating, hostile, degrading, humiliating or offensive environment for them, is unlawful. Bullying behaviour may also, in some circumstances, be proscribed by the victimisation provisions of the Act.

The Equality Advisory and Support Service (EASS) record the number of calls they receive about harassment and victimisation of disabled people. They reported that between 1 October 2016, when the current EASS contract started, and 31 October 2017 there were 590 contacts from disabled people about harassment or victimisation, out of a total of 11,817 disability-related calls.

star this property answer text
Homophobic, biphobic and transphobic bullying is unacceptable and the Government is committed to tackling it.

There is no single source of data on the level of bullying reported against lesbian, gay, bisexual or transgender (LGBT) people. We rely on a range of sources to gather insight on bullying, harassment and discrimination against LGBT people in different contexts. These include our regular omnibus survey of pupils and their parents, research from the National Institute for Economic and Social Research, which the Government Equalities Office commissioned in 2016 to review the evidence of inequalities faced by LGBT people, and evidence from LGBT organisations.

In July this year we launched a national online survey to gain the views of LGBT people living in the UK on what they think of public services. There are questions about the workplace as well as health, education, safety, and more general questions about being an LGBT person in the UK. The survey received an unprecedented response, making it one of the largest LGBT surveys in the world. We will analyse those results closely and set out further steps to promote LGBT equality next year.

All schools have to follow strict fire safety regulations, including having a Fire Risk Assessment, designed to ensure they are as safe as possible and well prepared in the event of a fire.

Where sprinklers are deemed necessary to keep pupils and staff safe, following an assessment of risk at the design stage, or to meet local planning requirements, they must be fitted. All new school building projects must comply with Building Regulations, including on fire safety, and this is independently checked by Building Control or an Approved Inspector before buildings are occupied.

As not all new schools are commissioned by the Department, we do not hold data on the number of all new schools that have been built with or without sprinklers installed. The Department do hold information on the centrally funded Priority Schools Building Programme (PSBP).

The Education and Skills Funding Agency (ESFA) has built or refurbished seven schools in Coventry under phase one of PSBP and of those, five schools were fitted with sprinklers.

The Depatment does not hold comprehensive data on the number of free schools fitted with sprinklers as schools developed under the free schools programme were originally managed by the individual free school proposer groups. The Department is doing further work that will enable us to provide figures on sprinklers fitted in all schools delivered centrally by the ESFA.

Alongside the rest of Government, the Department will take forward findings from the independent review of Building Regulations and Fire Safety, and from the Public Inquiry into the tragic Grenfell Tower fire.

Since 2015, we have committed more than £4bn to maintain and improve the condition of the school estate, including £1.4bn in 2017-18. Where remedial work is deemed necessary for schools to remain safe for continued use, we will work with local authorities and other responsible bodies to ensure that lack of financial resources will not prevent it going ahead.

The two academies where ACM cladding has been identified have been alerted to the test results. As a precautionary step, both schools have already been inspected by the Fire and Rescue Service who confirmed appropriate measures are in place to mitigate the risks from potential fire, and the buildings have now been declared safe for continued use.

The Department for Education is continuing to work closely with the schools concerned to support them and ensure all the necessary steps are taken to ensure the continued safety of the buildings.

All schools already have to follow a range of strict fire safety regulations designed to ensure they are as safe as possible and well prepared in the event of a fire. They must have robust plans to follow in the event of a fire, conduct regular fire drills, install sprinklers if an assessment deems them necessary and typically have multiple exit routes.
