star this property answer text <p>The survey ‘Supporting mental health in schools and colleges’[1] shows the extensive help that schools provide for their pupils at present.</p><p>In December 2017 the Government published the green paper ‘Transforming children and young people’s mental health provision’,[2] which sets out further support, including designated senior leads for mental health in schools and colleges, and a significant increase in the number of early intervention practitioners</p><p>The Department is considering how mental health and wellbeing should be covered in the curriculum, as part of a process to determine the content of Relationships education and Relationships and Sex Education, and the future status of Personal, Social, Health and Economic education. In providing education and support, schools and colleges must have regard to their equalities duties, including ensuring that they meet the needs of Black and Minority Ethnic (BAME) pupils.</p><p>As the Against the Odds report suggests, behaviour management and exclusions practice in schools is an important factor. star this property answer text <p>Between December 2017 and February 2018, the Department for Education undertook a call for evidence on Relationships Education in primary schools and Relationships and Sex Education in secondary schools, alongside a consideration of Personal, Social, Health and Economic Education. This sought views from parents and carers; teachers and other school staff; children and young people; and other interested parties.</p><p> </p><p>The Department used a range of media channels to raise awareness and encourage participation from parents and other interest groups. In addition, the Department met with representative groups as part of the wider engagement process, including the Parent-Teacher Association and Mumsnet.</p><p> </p><p>The findings of the call for evidence and wider engagement process will support development of regulations and statutory guidance on the subjects. These will be subject to a full consultation before the regulations are laid in Parliament for debate.</p> more like this

star this property answer text <p>It is for admissions authorities in England to decide whether to give priority to siblings in their admissions arrangements, where the school is oversubscribed, and many schools do choose to do this. The Department expects schools to balance prioritising siblings with ensuring places are also available for other local children who do not have a sibling at the school.</p><p>The Deparment routinely reviews the English school admissions system and seeks regular feedback from stakeholders. Any changes to the School Admissions Code will require a full statutory process, including consultation and parliamentary scrutiny.</p> more like this

star this property answer text <p>The Government’s ambition is to ensure all pupils have the knowledge they need to stay safe and prepare them for life in modern Britain.</p><p> </p><p>The Department has recently consulted a wide range of expert stakeholders to support the introduction of compulsory Relationships Education in primary schools, including a call for evidence to seek public views on what should be included in these subjects. The findings from this process are helping the Department to reach evidence-based decisions on subject content.</p><p> </p><p>From this, the Government will develop the regulations and accompanying statutory guidance for these subjects and both will be subject to public consultation followed by a debate on the regulations in Parliament. The Department expects both subjects to be inclusive and to meet the needs of all young people, in an age-appropriate way.</p> more like this

star this property answer text <p>The Department has a number of feedback mechanisms regarding Progress 8 and regularly engages with the sector through conferences, meetings and correspondence.</p><p> </p><p>The Department is making changes to Progress 8 in response to feedback. Following concerns about the disproportionate effect that a small number of extremely negative scores can have on a school’s average progress score, from 2018 a limit is being introduced on how negative a pupil’s progress score can be when calculating the school average for both Progress 8 and primary progress measures. star this property answer text <p>The Department recently received correspondence from the Principal of a secondary school in Wythenshawe and Sale East on the perceived local effects of Progress 8. Officials will ensure the honourable member receives a copy of the Department’s response to the Principal.</p><p> </p><p>Progress 8 is designed to recognise the progress made by all pupils across the ability range, compared to pupils nationally with similar starting points. By taking prior attainment into account, it encourages schools to focus on lower attaining pupils as much as their higher attaining peers and means that schools with a challenging intake can demonstrate that their pupils are making positive progress.</p><p> </p><p>The Department understands concerns that schools with challenging intakes can have lower progress scores. That is why a range of additional contextual information is available on the performance tables website, including performance for different characteristic groups, such as disadvantaged pupils. Schools should not be judged solely on their performance data. Ofsted, the Regional Schools Commissioners and local authorities take a wide range of factors into account when considering school performance more broadly, including the make-up of a school’s cohort. There are therefore no plans at present to amend the Progress 8 methodology in the way proposed by the hon. Member for Wythenshawe and Sale East.</p><p><strong><br> </strong></p><p> </p>

star this property answer text <p>It is up to schools to decide what training their staff need in order to provide the right support to pupils. According to the Government’s ‘Supporting Mental Health in Schools and Colleges survey’, 90% of schools offered staff training on supporting pupils' mental health and wellbeing (47% all staff, 43% at least some staff) and 49% had a dedicated lead for mental health. The survey can be viewed here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/664855/Transforming_children_and_young_people_s_mental_health_provision.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/664855/Transforming_children_and_young_people_s_mental_health_provision.pdf</a>.</p><p> </p><p>The green paper ‘Transforming Children and Young People’s Mental Health Provision’, which is also attached, sets out proposals to improve support for schools to identify those pupils who need mental health support, backed with over £300 million of funding. As part of this, the Government will incentivise schools to put in place Designated Senior Leads (DSLs) for mental health, and will provide training on how to promote and support good mental health and wellbeing. DSLs will be supported by new, clinically supervised Mental Health Support Teams based in or near schools, which will provide support for those with mild to moderate needs, as well as better links to specialist NHS services for those who need them. Data is not collected or published on ITT courses outside of England.
