star this property answer text <p>Over the last year a great deal of work has been undertaken in Cabinet Office to ensure all<br />staff are confident in raising whistleblowing concerns and assured that action will be taken<br />as a result. This includes:</p><ul><li>A new whistleblowing and raising concerns policy was introduced in July 2016, bringing the department in line with cross government best practice. This policy gives a clear outline of how to raise a whistleblowing concern in the department.</li><li>6 Nominated Officers have been trained over the last year and are currently in post to support staff and managers with raising whistleblowing concerns as an independent person. 3 additional Nominated Officers are to be trained in the next two months to ensure coverage in larger units as well as those units that may need to approach someone with higher security clearance.</li><li>A DG whistleblowing champion was put in place in October <del class="ministerial">2017</del><ins class="ministerial">2016</ins>.</li><li>Cabinet Office’s bespoke line manager training course includes a section that covers whistleblowing and how to deal with a whistleblowing concern as a line manager.</li><li>Cabinet Office took part in the cross government whistleblowing awareness week in October 2016 and whistleblowing awareness day in September 2017.</li><li>A new ‘Speak Up’ campaign was launched in April 2017 aimed at encouraging staff to raise all types of concerns. This campaign was refreshed in September 2017.</li><li>The Civil Service Commission attended a recent all staff diversity event to raise awareness of their part in hearing whistleblowing concerns under the Civil Service code.</li><li>Data is regularly collected and reviewed on numbers and types of concerns raised to inform continuous action and communications.</li><li>Further communications are planned throughout the year to ensure on-going awareness of the ways individuals can raise whistleblowing concerns.</li></ul>

Our Workwell community is staffed by volunteers who aim to make Cabinet Office a happy and healthy workplace through a number of interventions including a listening service for staff. We also offer a 24 hour counselling support helpline through our Employee Assistance Programme provider and advocate early referral to our occupational health service where appropriate, for advice on a number of conditions including mental health.</p>

star this property answer text <p>No10 do support the provision of childcare facilities for employees. If staff are based in London, they can apply for a place on the Westminster Holiday Playscheme which is provided by a third party. Children aged 4 years 9 months to 12 years are eligible to attend the playscheme, which runs during school holidays. If staff are based outside London and use a playscheme close to their home, the department will help with the cost of using the playscheme as long as the supplier is registered to provide childcare services. The cost of the playscheme is shared between the department and the parent.</p><p> </p><ol><li>Overall expenditure on the playscheme facilities for last financial year 2016/17 totalled £2,828.00</li></ol><p> </p><ol><li>The department contributed an average of £78.56 per child during financial year 16/17, with a total of 27 staff using the facilities.</li></ol> more like this

star this property answer text <p>The Government has already made a number of changes to its procurement processes to help SMEs, which includes banning the use of prequalification questionnaires for low value contracts; ensuring opportunities are advertised on Contracts Finder; and requiring the payment of all undisputed invoices in no more than 30 days.</p><p> </p><p>All of the government’s strategic suppliers have now signed up to the Prompt Payment Code, boosting cash flow for SMEs and allowing them to invest in growth.</p><p> </p><p>We have a national Small Business Panel made up of 24 experts who advise government on the barriers which businesses face when trying to supply goods and services to central government. The panel is working on a number of key issues which will contribute to the 33% target by increasing the number of small businesses contracting with government departments.</p><p> </p><p>We will shortly be consulting on new measures to further break down barriers to entry for SMEs.</p><p> </p><p>Finally, SMEs can use the excellent Mystery Shopper service - recently praised to me by the Federation of Small Businesses as 'stonkingly good' - to tell us about the problems and concerns they have in doing business with the whole public sector.</p>

Most Government Departments have seen the proportion of disabled staff who feel they are treated fairly at work increase since 2014.</p><p> </p><p>Each year the proportion of staff with a disability<sup>1</sup> who declared they were treated fairly at work has been in the following ranges:</p><p>2014 - 60% to 81%</p><p>2015 – 61% - 81%</p><p>2016 – 60% - 92%</p><p>2017 - 65% to 84%</p><p> </p><p>1.
