There is no set date for publication but we plan to publish in the coming months.</p><p> </p><p>The content of the Green Paper will be strongly influenced by the views of disabled people and their representatives. Over the last 12 months I have led a series of virtual events, organised with national charities, where I heard directly from disabled people about their experiences with the benefits system.</p><p> </p><p>In February I wrote to all Members of Parliament to offer a virtual event with disabled people, charities and organisations in their constituency. In May, we announced an Adult Social Care Infection Control Fund, to be used on measures such as helping maintain the normal wages of social care staff who may need to self-isolate. This has now been extended until March 2021, meaning we have now ring-fenced over £1.1bn to support social care providers.</p><p> </p><p>The Infection Control Fund and Test and Trace Support Payment are available to staff who are off work due to illnesses or self-isolation relating to coronavirus. This is on top of measures that allow the payment of Statutory Sick Pay from the first qualifying day of sickness or self-isolation.</p><p> </p><p>For other sickness absences not relating to coronavirus, employees may be eligible for Statutory Sick Pay, which is paid from the fourth qualifying day. 	answer	answer is ministerial correction date of answer 12/05/2020 answer text <p>The Government has taken steps to provide reassurance to and protect the rights of EEA citizens resident in the UK by the end of the transition period on 31 December 2020, so that they will be able to continue their lives in the UK much as before. In order to give effect to this, on 30 March 2019, the Home Office fully launched the EU Settlement Scheme (EUSS).</p><p> </p><p>By being granted status under the EUSS, EEA citizens living in the UK are able to continue to work, study and access benefits and services in the UK on the same basis as they did before we left the EU. EEA citizens with pre-settled status are eligible to claim DWP income-related benefits such as Universal Credit if they are exercising a qualifying EU Treaty Right. This includes those with a worker or self-employed status and EEA workers with retained worker status who have lost their jobs through no fault of their own.</p><p> </p><p>The longstanding requirement to be exercising a qualifying Treaty right to access income-related benefits is in line with EU law and aligned to Article 24 of the Citizens’ Rights Directive, to which Article 23 of the Withdrawal Agreement refers. Our approach is consistent with the Withdrawal Agreement. 	answer	answer is ministerial correction date of answer 11/03/2020 answer text <p>As part of the Government’s strategy to support people affected by the Covid-19 public health emergency, DWP is making a number of temporary changes to its benefit processes (and legislation) to ensure people who need financial help have access to the benefit system when they need it.</p><p>To avoid increasing the burden on health care professionals and the risk of further infection, we are removing the requirement for fit notes in relation to both Employment and Support Allowance (ESA) and Universal Credit (UC) claims relating to Covid-19 only.</p><p>Everyone that claims who is infected with Covid-19 or who is required to self-isolate will be treated as having Limited Capability for Work in ESA and UC without the requirement for medical evidence or undergoing a Work Capability Assessment.</p><p>In addition to better support the needs of people (particularly the self-employed and those not eligible for SSP) and/or not entitled to Universal Credit (UC) we are removing the seven waiting days that currently apply to ESA.</p><p>This means that everyone who makes a new claim for ESA; is entitled to the benefit and is infected with Covid-19 or required to self-isolate will be paid from day one of their claim.</p><p>Staff are ready to support people who need to self-isolate.</p> answering member constituency North Swindon answering member printed Justin Tomlinson question first answered 11/03/2020 17:50:28 answering member 4105 label Biography information for Justin Tomlinson

There are special rules for people who are terminally ill and claiming benefits. Claims are dealt with sensitively, without a face-to-face assessment, and are fast-tracked through the system.</p><p><strong> </strong></p><p>On 11 July the Secretary of State announced an in depth evaluation of how the benefits system supports people nearing the end of their life and those with severe conditions.
